Meeting of September 7, 2022
The Golden Valley - Crystal - New Hope Joint Water Commission (JWC) meeting was called
to order at 1:40 pm.

Approval of Minutes— June 1, 2022
Moved by Cruikshank and seconded by Hoyt to approve the minutes of the June 1, 2022
Joint WaterCommission (JWC) Meeting. Upon a roll call vote the following voted in favor:
Norris, Hoyt, and Cruikshank. The following voted against: None. Motion carried.
Discuss the Next Steps for the Election of Officers
The election of new officers will take place at the next meeting, October 4, 2022.
Approve Crystal Pump House Camera Installation
Moved by Cruikshank and seconded by Hoyt to approve the agreement with Computer
Integration Technologies, Inc to install the cameras. Upon a roll call vote the following voted
in favor: Norris, Hoyt, and Cruikshank. The following voted against: None. Motion carried.
Approve GV Pump House Fiber Optic with LOGIS
Moved by Hoyt and seconded by Cruikshank to approve the LOGIS contract for the first half of the
fiber installation to the Golden Valley Pump House in the amount of $ 79,794.00. Upon a roll call

vote the following voted in favor: Norris, Hoyt, and Cruikshank. The following voted
against: None. Motion carried.
Other Business
The date of the next Joint Water Commission meeting has been changed to October 4, 2022.

CITY OF CRYSTAL
RESOLUTION NO. 2022 -
RESOLUTION APPOINTING INTERIM COMMISSIONER
TO JOINT WATER COMMISSION
WHEREAS, the City of Crystal, with the cities of Golden Valley and New
Hope, comprise the Joint Water Commission, for the purpose of purchasing
water from the city of Minneapolis and maintaining a joint water supply, storage
and distribution system; and
WHEREAS, the Joint Water Commission is composed of three members,
the city manager of each city and are appointed by the City Council of each city;
and
WHEREAS, after October 28, 2022, Crystal's appointed representative is
retired; and
WHEREAS, Crystal needs an interim representative until the next city
manager is selected; and
WHEREAS, Crystal's Public Works Director Mark Ray is one of Crystal's
representatives on the Joint Water Commission's Technical Advisory Committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Crystal that Mark Ray is appointed as Crystal's interim commissioner to the Joint
Water Commission effective October 29, 2022, until the next city manager is
hired and appointed.
Adopted by the Crystal City Council this 20t" day of September, 2022.
