REGULAR MEETING MINUTES
1. Call to Order
The meeting was called to order at 6:30 pm by Vice-Chair Kuebelbeck.
2. Roll Call
Commissioners in person: Roger Bergman, John Cornelius, Kelly Kuebelbeck, Bob Mattison,
Matthew Sanders, Dawn Speltz, Brian Wright
Commissioners virtual: None
Commissioners absent: Bill Delaney, Linden Weiswerda
Staff present: Rick Birno, Parks and Recreation Director; Sheila Van Sloun,
Administrative Assistant
3. Land Acknowledgment Statement
Vice-Chair Kuebelbeck shared the Land Acknowledgment Statement with the Commission.
4. Agenda Changes or Additions
Commissioner Bergman added a video update to item 10e, Community Garden Share Shed Update.
Staff member Birno added an update on vandalism in the parks.
5. Approval of Minutes – June 27, 2022
Commissioner Cornelius asked that the approving Chair be updated to Chair Weiswerda on page
three.
MOTION moved by Commissioner Mattison and seconded by Commissioner Wright to approve the
June 27, 2022 meeting minutes as amended. Motion carried unanimously.
6. 2023-2032 Brookview Building Proposed Capital Improvement Budget Review
Staff member Birno shared the proposed Brookview building CIP budget. He gave details on some of
the larger project cost items scheduled within the ten year plan. Key items included rental room
furniture replacement, flooring, room updates, outdoor roof over generator and HVAC area, and the
eventual replacement of the indoor play structure.
Commissioners suggested sharing a “dream list” with city leaders in the future to keep Brookview up-
to-date and competitive.

7. Human Services Commission Update
Staff member Birno said the Golden Valley Human Service Commission (HSC) has been struggling
with membership and key responsibilities. He said the City Council has requested staff to work
with current commission members to develop a proposal that more meets the needs of residents
and the goals of the Commission. Birno noted that he is working with Brian Erickson on the initial
proposal that will be shared with the work group. His thought is the new changes could be
implemented as early as 2023. Birno said he would keep the Commission updated.
8. Next Steps Discussion for the proposed Naming/Re-Naming Process for City Assets
Staff member Birno updated the Commission on his recent meeting with the Diversity, Equity, and
Inclusion Commission (DEIC). Birno said the DEIC and OSRC have been tasked to work together to
help create a proposal for a naming/re-naming process for City assets.
Discussion then focused on questions Birno received from the DEIC regarding the process.
Commissioner Cornelius shared his dislike for the naming/re-naming process. He also noted it was
very important the OSRC be directly involved when making recommendations for naming/renaming
of any Golden Valley park assets. Commissioner Sanders said he doesn’t want the OSRC investing a
lot of time into the development of a naming/re-naming process. Commissioner Mattison said in the
current political and social atmosphere, naming assets after people is a bad idea. Several
Commissioners agreed.
9. Commissioner Mattison Final Meeting after 16 Years of Commission Leadership
Staff member Birno shared Commissioner Mattison’s resignation after 16 years of dedicated service
on the OSRC. Mattison shared some final thoughts and wish list items for the future of the Golden
Valley park system. Mattison said he is proud to have been a part of the OSRC. Birno and
Commissioners thanked him for his service.
10. Commission and Staff Updates
a. Updates
- Commissioner Mattison said GVGS played at Schaper Park Friday night, July 22, and that
several families were ticketed due to lack of parking in the designated parking lot. He said the
lot needs to somehow be designated for Schaper patrons only. He added that the tournament
was a huge success.
b. Highway 55 Trail Addition From Schaper Park to Theodore Wirth Parkway
Birno said the new bike trail is in the planning stages in cooperation with MNDOT and Three
Rivers Park District. The construction will take place in conjunction with other Hwy 55
improvements.
c. Summer Penny Carnival, Friday, July 29 from 12:30-2 pm at Brookview Park
Birno said the annual Penny Carnival will take place on Friday, July 29 from 12:30-2 pm at
Brookview Park.
d. National Night Out, Tuesday, August 2
Birno reminded the Commission that National Night Out is on Tuesday, August 2.

e. Community Garden Share Shed Event, August 13 from 10 am-2 pm at Medley Park
Commissioner Bergman, who is a member of the Hopkins Men’s Shed group and helped with the
project, shared a video from CCX Media featuring a story on the Share Shed project and the
volunteers from Hopkins Men’s Shed. Birno thanked Commissioner Bergman and all the
volunteers for their assistance and the amazing work at Medley Park. Birno said an official Share
Shed ribbon cutting event will take place on August 13 from 10 am-2 pm at Medley Park.
f. Greens Classic, Sunday, August 14 from 6-9 pm at Brookview Lawn Bowling Green
Birno said the Greens Classic will take place on Sunday, August 14 from 6-9 pm at the Brookview
Lawn Bowling Green.
g. Bike and Pedestrian - Zane/Lindsay Letter
Birno updated the OSRC on the trail project. He confirmed that off-street pedestrian options
have now been implemented into the design and therefore not on the street.
h. Camp Valley Begins August 1
Birno said Camp Valley will begin Monday, August 1, with three one-week sessions.
i. New Mini Valley camp for 5-7 year olds begins August 1
Birno said the new Mini Valley camp option will also begin Monday, August 1, with one week of
half-day sessions.
j. No OSRC Meeting in August
Birno reminded the Commission that there will not be a meeting in August.
k. Next Regular Scheduled OSRC Meeting is on Monday, September 26, 2022
Birno reminded the Commission the next regular OSRC meeting is on Monday, September 25,
2022 at 6:30 pm at Brookview.
11. Adjournment
MOTION moved by Commissioner Wright and seconded by Commissioner Cornelius to adjourn at
8:40 pm. Motion carried unanimously.
