REGULAR MEETING MINUTES
1. Call to Order
The meeting was called to order at 6:35 pm

4. Approval of Agenda
MOTION by Commissioner Quimby to have agenda include Janet Frisch’s Oath of office after the
“Approval of Agenda”. 2nd by Commissioner Crosby. Chair Gladney motioned to approve agenda as
amended. Approved unanimously.

MOTION by Commissioner Quimby motion to approve September 8th meeting minutes, 2nd by
Commissioner Dang. Approved unanimously (Commissioners Anderson and Frisch abstained from
voting because they were not present)

7. Bylaws, Voting, Subcommittee Business
Commissioner Quimby shared he has been working on a listening session for the PEACE
Commission. Quimby stated that it’s not always practical to come back to the commission to get
approval votes on a monthly basis. Quimby asked to create a process where the commission
votes to give subcommittees authority to make business decisions on behalf of the whole
commission.
City Attorney Cisneros shared that the commission could vote to give subcommittees authority to
spend a specified amount of money and choose a date and a time for an event. Cisneros shared
that the policy is in place to make sure that the whole commission is in agreement with the
message, event, and money spent. Quimby stated that he agrees with the process. Commissioner
Wold suggest that the commission doesn’t need a bylaw change. Wold stated that the
commission only needs to make a motion to delegate authority to subcommittee heads. Cisneros
shared that commissioner, including subcommittees, need to work through staff liaison Williams
regarding all things PEACE Commission. Commissioner Crosby shared that he wants the
commission to be mindful of Commissioner Quimby’s intentions and effort to convene
community. Commissioner Ryan asked for clarification on what the “listening sessions” are. Staff
Liaison Williams shared the difference between the Collaborative Solutions Grants listening
sessions and the Listening Sessions approved and outlined in the commission’s work plan.
Williams said that one of the Collaborative Solutions team’s goals is to collaborate with PEACE,
PD, City Staff, and Community partners to host community listening events, provide racial trauma
healing sessions for community groups and police officers, and facilitate ongoing cross
jurisdictional relationships. The listening sessions approved in the commission work plan were
described as listening sessions with stakeholders to inform future Commission actions and
elevate community voices as well as participate in the four other listening sessions in
collaboration with the Collaborative Solutions Grant. Williams shared that it would be helpful for
PEACE to approve a budget and dates for him to book ahead of time. Quimby shared that it’s
more beneficial to gauge the community’s availability before picking dates for events.
Chair Gladney asked Williams to follow up with the Police Department to ask police officers to
join the commission. Wold shared that he believes that extending voting rights to police officers
might attract officers. Gladney asked the commission to reflect on this idea, but said it wasn’t
included on the agenda, so the commission needs to wait to discuss and vote until the
commission has given the public proper notice. Dang asked if PD expressed any interest in this or
if the idea that voting rights matters was an assumption. Anderson stated that he sees how the
council voting to not give PD voting rights shifted their attitudes toward PEACE. Commissioner
Frisch asked if PD leadership were aware of this conversation and the commission’s desire to fill
the open officer seats. Gladney said that he’d prefer to have PD at the table first before we vote
to change the bylaws and would like to table the conversation until it is on the agenda. Wold
shared that having Officer Siljander and Crime Analyst Kaitlin Undersander could be beneficial.
Quimby shared that he too wants to fill our open spots for PD representation, but the PEACE
Commission needs to be mindful that there is an open investigation in the PD and that comes
with its difficulties. Quimby also said that PEACE should be mindful of all the complications that

come with a police department that is having a critical staffing shortage . Cisneros shared that
more information regarding the investigation will be available to the commission soon and we
will work together to share information with community.
MOTION by Commissioner Wold to give chair of the community engagement subcommittee and
chair of hiring subcommittee, in collaboration with their subcommittees, the authority to spend
up to $500 each for listening sessions. Commissioner Anderson 2nd, approved unanimously.
8. Community Engagement event “What’s Your Sign?
Commissioner Quimby stated that the event will no longer take place on Nov 5th. Quimby shared
that he’s been handling the event by himself and going forward he could use more support from
the rest of the commission. Quimby shared that he went to PD events in neighboring cities and
has learned a lot about community engagement.
9. Coordination with Police Department re: staffing status, collaborative work, PD representation
on PEACE
City Attorney Cisneros shared that 3 officers were promoted to Sergeant.
10. City Council interviews of prospective PEACE Commissioners—questions and process.
11. Mailing List
Staff Liaison Williams shared that PEACE has upwards of 800 subscribers so PEACE should
consider how to use that mailing list.
12. Staff Updates
Staff Liaison Williams shared that the PEACE Commission Data subcommittee will not have an
equity consultant for the policy manual audit until 2023. Williams said until then the Data
subcommittee can review the police policy manual and make recommendations while including
what professionals we can bring to the table.

MOTION to adjourn by Commissioner Wold at 8:06pm. 2nd by Commissioner Anderson
