1. Call to Order
Mayor Harris called the meeting to order at 5:45 pm.
2. Roll Call
Present: Mayor Shep Harris, Council Members Maurice Harris, Denise La Mere-Anderson,
and Gillian Rosenquist
Absent: Council Member Kimberly Sanberg
Staff present: City Manager Cruikshank, Deputy City Manager/Human Resources Director
Santelices, Police Director Green, and City Attorney Cisneros
3. Adjourn to Closed Executive Session
A. Special City Council Closed Executive Session to discuss labor negotiation strategy
related to the City’s negotiations with the Patrol Union (LELS Local 27), Sergeants Union
LELS Local 304), and Police Assistant Chiefs Union (LELS Local 485).
Motion by Rosenquist, Second by La Mere-Anderson to close the special meeting, pursuant to
Minnesota State Statute § 13D.03, for the purpose of discussing labor negotiation strategy
related to the City’s negotiations with the Patrol Union (LELS Local 27), Sergeants Union (LELS
Local 304), and Police Assistant Chiefs Union (LELS Local 485).
Motion carried 5-0.
Prior to going into closed session Mayor Harris announced that no public business would be
discussed at this closed meeting pursuant to the statute. He added that since no public business
would be discussed, the special meeting would adjourn at the conclusion of the closed session.
4. Adjournment of Special City Council Meeting and Closed Executive Session
The Special Meeting and Closed Executive Session were adjourned by unanimous consent at
6:27 pm.
