3.LandAcknowledgmentStatement
Chair Weiswerdashared the Land Acknowledgment Statement with the Commission.He then
suggested adding “public parks” to the first sentence of the statement. Staff member Birno said he
would look into it and get back to the Commission.

5.Approval of Minutes–September 26, 2022
MOTION moved by Commissioner Sanders and seconded by CommissionerCornelius to approve
the September26, 2022meeting minutes.Motion carried unanimously.
6.Three Rivers Park Update –CP Rail Trail
Kelly Grissman, Three Rivers Park District, shared information of their community outreach
efforts and community engagement work and findings, which included 30+ events. She said of
the three proposed routes, their findings resulted in favor of the Winnetka-Douglas route, for the
following reasons:
-Public support –it is the community preferred route due to community connections and a
quieter, more family friendly location.
-Assessment findings –it meets the project goals better and is less expensive.
-Loop opportunity –Hennepin County plans to improve bike and pedestrian safety along
Douglas Drive in 2026 and may include a trail which would create an 8-mile trail loop.
Grissman and Birno said they would share more information as it becomes available.

7. New Term Limits for Commissions
Staff member Birno shared the proposed ordinance for new term limits for most of the current
Commissions. He outlined the proposed two-year terms with an option to serve two terms
concurrently. Commissioners would then be required to take a year off before having the
opportunity to reapply to serve on a Golden Valley commission. He also noted all current
commissioners will be allowed to complete their current term and then serve for one additional
two-year term.
Commissioners shared their thoughts regarding the proposed term limits. Comments included:
Overall the commission is not supportive of limiting terms
Commissioners believe limits will increase vacancies that are already difficult to fill
Is there a better mechanism in place to fill vacancies?
Concern voiced regarding the lack of commissioner involvement in the process of
determining term limits and at aminimum all current commissioners should have been
surveyed
Belief that at a time when it is difficult to recruit and retain volunteers, this proposal will
have a negative impact on the success of all commissions
Commissioners requested that staff provideinformation regarding the next steps in the
process. Staff member Birno said he would follow up in an email with the requested
information.
8. Community Garden Registration Process and Update
Staff member Birno shared the registration process for the new community garden at Medley
Park. He said a lottery system will be used to randomly draw for the 40 containers. Registration
begins on January 9, 2023 for residents.

10. Commission and Staff Updates
a. Commissioner Updates
Commissioner Cornelius asked for a brief update on the proposed fire station project.Chair
Weiswerda suggested the Commission stay in the loop on the process. Staff member Birno
will ask Fire Chief Crelly to attend the January meeting to give an update on process and
locations under consideration.
b. New Partnership with Golden Valley Garden Club
Staff member Birno shared information on a partnership with the Golden Valley Garden Club,
who will be hosting, quarterly education opportunities at Brookview on gardening. The first
session is scheduled for Thursday, March 9 and will be advertised in the Parks and Recreation
activity catalog.

c. Movie on the Green
Staff member Birno said attendance was low but they received great feedbackand will
continue to offer the event.
d. Summer Concert Series
Staff member Birno said the concerts were very well attended with 200-250 people at each.
He also said they invested more funding this year to expand options to hire more diverse
entertainment options.
e. Scheid Park Open House
Staff member Birno said the Scheid Park neighborhood open house will be held on November
15 at 6:30 pm at Brookview. Information on improvements will be shared, along with a survey
for residents. He said there will also be an online survey for those that cannot attend the in
person event. He will share the survey results at the November meeting and request a
recommendation to move forward with one of the three court design options.
f. Medley Hockey Rink Update
Staff member Birno said they were able to contract the installation of the new hockey rinkat
Medley Park. It will be ready to go for the 2022-23 outdoor winter skating season.
g. Disc Golf Event at Brookview
Staff member Birno said Gotta Go Gotta Throw is hosting a disc golf event on Sunday, October
30 and will be donating proceeds from the event to the Noah Joynes Youth Recreation Fund.
h. Adding Two Additional Curling Rinks
Staff member Birno said they will be adding two new curling rinks this season due to the high
demand for curling leagues.
i. Next regular scheduled OSRC meeting is November 28, 2022
Staff member Birno said the next OSRC meeting will be held on Monday, November 28 at 6:30
pm at Brookview.

OPERATIONS, PROCEDURES AND COURSE REGULATIONS
IT IS THE INTENT AND PURPOSE OF BROOKVIEW GOLF COURSE & LAWN BOWLING TO
PROVIDE THE BEST POSSIBLE PLAYING CONDITIONS AND ENVIRONMENT FOR THE
ENJOYMENT OF ALL GOLFERS AND LAWN BOWLERS WHO UTILIZE THE AMENITIES.
Brookview Golf Course & Lawn Bowling is owned and operated by the City of Golden Valley under the
direction of the Parks and Recreation Department.
The golf course is located at 316 Brookview Parkway South, Golden Valley, Minnesota, 55426. The

The operations, procedures, and regulations document is reviewed and recommended for implementation
by the Open Space & Recreation Commission annually or anytime there is a proposed change to the
operation procedures and/or fees.
ANNUAL GOLF SEASON & AMENITIES
The seasonal opening and closing of the golf course and lawn bowling green is dictated by the
weather. As a general rule, the main season will commence in April and run through the end of
October. Golf staff does install temporary holes on the regulation course and keep the driving range
nets up if weather allows temporary late season and early season play. It should also be noted that the
golf operation operates 36 winter disc golf holes, pub curling rinks and a lighted winter groomed cross-
country ski trail during the winter months on the golf course.
Hours of operation vary with the weather and the hours of daylight. Generally, the course is open at
6:30am and offers a final tee time at 8:00pm. This adjusts as daylight changes throughout the season.

Annual Events, Tournaments and Leagues
GOLF COURSE REGULATIONS
It is the responsibility of golf course management to coordinate all operations and enforce the rules
and regulations of the golf and lawn bowling operation
18 Hole Regulation Course - children under 10 years of age are not permitted at any time.
Youth ages 10 - 12 must be accompanied by an adult while on the regulation golf course at all
times.
Par 3 Course and Driving Range - No one under 4 years of age is permitted at any time.
Children 4 - 9 years of age may play the Par 3 course or use the Driving Range if accompanied
by an adult. Children 10 and older may use the driving range and Par 3 course
unaccompanied.
Every golfer on the course must purchase a ticket and make it available when checked by the
golf starter or ranger.
The golf starter/golf shop staff shall be responsible for assigning foursomes and placing them
on the course. Fivesomes will generally not be permitted unless approved by the Golf Course
Management.
It is recommended that all golfers check in at the Golf Shop ten minutes prior to their tee time.
Every golfer must have a set of clubs (4 minimum) and bag before teeing off.
Golfers must be properly attired. Shirts and shoes must be worn at all times while on the golf
complex.
Persons using the driving range at Brookview and all golf course amenities assume the risk of
injury incident to the game of golf, including, but not limited to, being struck by golf
balls. Players are hereby warned to remain attentive to golf balls struck by members of their
group, by other persons using the golf course, and persons using the driving range to the left of
the first fairway. Golfers are responsible for the ball they hit. If lightning is seen, please seek
shelter or return to the clubhouse.
Brookview Golf Course has a lightning prediction system. Players will be warned by our Thor
Guard Lightning Prediction System which sounds one prolonged blast of the horn signaling
suspension of play. All players should leave their respective holes and either return to the
clubhouse or go to a lightning rod equipped shelter. Resumption of play is signaled by three
five-second blasts of the horns.
Rain checks for golf and golf carts: Golf and cart rain checks will be provided for storm/rain
events only. For a nine-hole Par 3 course or 9 hole Regulation course round a rain check will
be provided if 4 holes or less have been completed. For an eighteen-hole regulation course
round a rain check will be provided if 12 holes or less have been completed.
Walk-a-longs and ride-a-longs are generally not allowed. The exceptions are MGA or
Minnesota High School League sponsored events. During these sponsored events walk/riders
will be required to sign a waiver and will be expected to pay a fee to be on the course.
Caddiescarrying clubs are allowed.
Individuals must be a minimum of 16 years of age and have a valid driver’s license to rent and
operate a motorized golf cart.
No more than 2 riders are allowed on a motorized cart.
Power carts must be kept at least 30 feet from tee boxes and greens.
A fee will be charged and a waiver signed for all golfers using privately owned electric or
motorized golf carts on Brookview Golf Course.
Brookview Golf Cart Statement: Any person using their own motorized golf cart, or persons
leasing from Brookview Golf Course, shall save, defend, and hold Brookview Golf Course
harmless from any claim or damage that may result from said use, whether such damage be to
the property or person of the users or employees, or property of Brookview Golf Course, the
property of persons or others.
Golf cart refunds or rainchecks will not be issued on additional carts that have to be rented by
Brookview Golf Course for private tournaments or group events.
Any damage caused to a motorized golf cart due to negligence and or abuse of the vehicle will
be billed to the renter of the cart
All non-golfers including walkers, dog-walkers, bird feeders, bicycle riders, picnickers, ball
pickers or any other unauthorized person shall not be permitted on the course areas when in
operation.
A golfer may be asked to leave the course when he/she cannot reasonably hit the ball or keep
up with the normal pace of a public golf course. A full refund will be issued.
No person shall play golf on the course after it has been closed by the course Maintenance
Supervisor or his designee because of weather or specific maintenance needs. Cart usage is
also regulated by the course management.
Golf privileges may be revoked for persons who submit false information for the purpose of
securing golfing privileges.
No private coolers or outside beverages are allowed. All beverages must be purchased on the
premises.
Smoking of any kind is not allowed on Brookview Golf Course property.
Golf rangers and authorized employees are responsible for orderly play, general policing of the
course and seeing that the overall speed of play is reasonably maintained. They may remove
a golfer or golfers from the course for any flagrant violations of course rules and conduct such
as obnoxious behavior, intoxication, fighting, damage to the course, failure to follow course
design from a hole-to-hole basis, improper use of motorized golf carts, and abusive behavior
toward other golfers and/or golf course employees.
FOOD & BEVERAGES
All food and beverages available at Brookview Golf Course and Lawn Bowling are provided by
the Three One Six Bar + Grill. Only alcohol purchased from the Three One Six is allowed at
Brookview.
The Three One Six Bar + Grill is operated year-round.
The Brookview banquet rooms, decks, and patios are available for rental. Brookview facilities
can be reserved and partnered with registered caterers & 316 Bar & Grill beverage services.
Reservations can be made by contacting the Parks and Recreation office 763-512-2345.
Brookview provides beverage carts throughout the course with a large selection of beverages
and pre-packaged snacks during busy times.
Tournament “beverage carts” and or alcohol sample hole sponsors are not allowed on the
course at any time unless staffed and provided by Brookview. Sponsors of golf tournaments or
outings who desire to provide their participants with beverages may do so only by purchasing
product through the Three One Six Bar + Grill.
RESERVATIONS, CLUB MEMBER CARDS, LEAGUES, TOURNAMENTS & GROUPS
Reservations can be made for the 18-hole regulation course by contacting the Brookview Golf
Shop at 763-512-2330 or at www.brookviewgolf.com.
Reservations can be made for the Par 3 golf course by contacting the Par 3 building at 763-
512-2333 or at www.brookviewgolf.com.
Club Member card holders are allowed to make reservations up to seven days in advance.
The general public are allowed to schedule tee times up to five days in advance.
A Club Member card entitles its holder to a discount on green fees and power carts, advanced
reservation privileges, driving range, merchandise, and food and beverage discounts. Club
Member cards may be purchased by residents or non-residents of Golden Valley.
Senior Club Member Card Holders are entitled to all club member privileges, plus benefits of
the senior golf program on weekday mornings.
All persons with reservations that wish to cancel a tee time are required to cancel a minimum
of 2 hours in advance of their scheduled tee time. Failure to do so will result in being billed for
all no-shows in that time slot. If a member card holder cancels within the two hour restriction,
member card privileges will be suspended until payment is made.
Brookview Golf Course maintains the right to reserve reoccurring tee times for groups larger
than 16 golfers if course openings are available. Reoccurring tee time blocks are scheduled for
12-16 weeks upon approval by Brookview Golf Management. Golfers are required to tee off in
10-minute interval in groups of four people maximum.
BWGA & BMGA
The Brookview Women’s Golf Association (BWGA) and the Brookview Men’s Golf Association
(BMGA) are independently organized and operated by a group of men and women who play
regularly at Brookview Golf Course. They provide club affiliation and golfing events for their
members. The BWGA and BMGA must at all times perform their functions within the policies
and regulations approved by the Golden Valley Open Space and Recreation Commission and
Brookview Golf Management.
The BWGA has an 18-hole womens’ reoccurring tee time reservation on Tuesday mornings at
7:00a.m. as well as a Thursday morning 9-hole reoccurring tee time reservation beginning at
6:30a.m.
The BMGA provides a 9-hole reoccurring tee time reservation which plays on Wednesday
afternoons from 3:30-6:00 p.m. The organization also offers an 18-hole option which is played
on scheduled Saturday mornings from 6:30 a.m. to 8:30 a.m. There are 3 additional weekend
events which include both Saturday and Sunday tee times from 6:30-8:30 a.m.
Those interested in joining the BMGA or the BWGA should contact the golf shop for
information.
Senior League Golf Program is scheduled weekday mornings before noon.
Seniors (60 or older) may play the regulation or Par 3 course for a reduced green fee on
Monday through Friday during designated times. Reservations must be made in advance and
tee times are based on availability. The senior discount is not valid on holidays, or for special
events.
Junior Golf Programs: Brookview Golf offers a number of junior golf opportunities for 17-year
olds and under. Please contact Brookview Golf at 763-512-2300 or at www.brookviewgolf.com
for information on all the programs available.
Tournaments: Brookview Golf Course welcomes the use of its facilities for group events and
for tournaments. The course is available for use on a limited basis throughout the golf season.
Contact Brookview Golf at 763-512-2330 for information regarding group events and or
tournaments at Brookview Golf Course. Group events and tournaments are required to pay full
green fees and cart fees at least 8 days prior to the event. Shotgun events will only be held
with a minimum of 110 and a maximum of 144 golfers.

BROOKVIEW LAWN BOWLING
Lawn Bowling rinks are available for rent on an hourly basis. The Lawn Bowling season typically
runs April-October. Single rink rentals can be reserved up to seven days in advance. Groups may
reserve single rinks, half green, or full green for private events. Game equipment is provided. Only
flat soled shoes, socks, or bare feet are allowed on the green. Reservations can be made by
calling 763-512-2300.
