October 30, 2008
Present: Mayor Loomis and Council Members Freiberg, Pentel, Scanlon and Shaffer.
City Manager Tom Burt, Planning and Development Director Mark Grimes, Parks and
Recreation Director Rick Jacobson, Public Works Director Jeannine Clancy,
Communications Coordinator Cheryl Weiler, and City Planner Joe Hogeboom. Also
present were consultants Mike Kotila (S.E.H, Inc.), Kirby Van Note (S.E.H. Inc.),
Veronica Anderson (S.E.H. Inc.), and Karen Chandler (Barr Engineering).
The meeting began at 6:00 pm in the Council Conference Room.
Staff began the meeting by introducing the 2009 Comprehensive Plan Draft. Staff
discussed the production process of the Comprehensive Plan and indicated that the
City would like to release the Comprehensive Plan to adjacent communities on
November 5, 2008. Staff conveyed that the Comprehensive Plan will be ready for formal
review and public hearing process in February, 2009.
Consultants and staff presented Chapters 1 — 8 and Chapter 10 of the Comprehensive
Plan. Council gave staff direction on several changes in the language of the Plan.
Council will examine Chapters 3 and 5 (Land Use and Housing) in greater detail at a
later date.
The meeting adjourned at 9:45 pm.
