Call to Order Chairperson Hill called the meeting to order at 7:02 p.m. If. Approval of Minutes — October 23, 2000 MOVED by Baker, seconded by Kuentz, and the motion carried unanimously to approve the October 23, 2000 minutes as submitted. III. Approval of Minutes — November 27, 2000 The following corrections to the minutes were made: Baker noted an error on page 1. Chuck Cahill is listed as absent under the Open Space and Recreation Commission. Cahill was present at the November 27, 2000 meeting. Burke noted an error on Page 7, paragraph 13. The question, "Burke asked if the wetlands that are being proposed for mitigation are going to be restored?" should be replaced with, "Burke asked if there are wetlands that are going to be restored, who will receive the credits?" Burke noted an error on Page 8, paragraph 3. The sentence, "Burke asked if this non-profit organization would take title to the land." should be replaced with "Would a Phase I Environmental Assessment be performed?" Baker noted an error on Page 15, paragraph 2. The last sentence, "...Westwood Nature Center or Eloise Baker?" Eloise Baker should be Eloise "Butler" Nature Preserve. MOVED by Baker, seconded by Kuentz and the motion was carried unanimously to approve the November 27, 2000 minutes with the above corrections. Consider Bassett Creek Nature Preserve EAW Hill announced that tonight is the opportunity to formalize the Commission's comments to the question: Have the environmental concerns outlined in the EAW been adequately addressed? It is the Commission's job to determine if everything the Commission cares about has been included in the EAW. The product of this Commission, if it chooses, should be a consensus in the form of a memo to staff listing comments and questions. If the Commission does not reach a consensus, there will be no product. Oliver explained that he believes the Council is looking for some statement of position on the EAW. The Commission can list their questions and comments. The Commission's comments will be included with the other comments received from other commissions and the public. After much discussion as to how the Commission will answer the EAW it was decided to look at accepting the proposed Nature Preserve separate from the groundwater appropriation issue. The Commission will review each page of the EAW and submit its questions and/or comments. The following are the comments/questions complied by the Environmental Commission regarding the EAW. Are there are any dangerous contaminants on the property? 2. The Environmental Commission proposes that a Phase I Environmental Site Assessment be done. 3. The Commission would like an accurate survey done of the property. The survey should determine the total size and boundaries of the proposed Nature Preserve, definition of an accurate flood plain/flood fringe, and easements, should be delineated. The Commission would also like to see all cover types broken down in the survey to match types in the table on page 6 of the EAW. 4. The Commission believes that the ball fields are a Connected Action, and should be considered part of the EAW. Does rezoning include the ball fields? 5. Will the property being given to the project be rezoned as institutional zoning classification? What is the definition of an institutional zoning classification? GAEnvironmental Commission\Minutes\ECMinutesl22000-2.doc 6. The Commission would like an analysis of the water being discharged into Bassett Creek. This analysis should include heavy metals and other contaminants. Other treatment, such as chlorine, that is being added to the discharged water must be included in the EAW and discussion of the impact of that discharge. 7. Provide more information regarding water quality, quantity (flow rate), temperature of discharged water and temperature of the water in Bassett Creek throughout various times during the year. Such results should be broken down by month, or as often a time period as is available. 8. Evaluate seasonal model for groundwater impacts, especially during summer months of peak pumping. 9. What is the cone of depression? Evaluate cone of depression created during the summer groundwater pumping is at its peak. Hill will present comments and questions to the City Council on January 16, 2001. The Commission voted on whether or not it supports General Mills' use of the groundwater, and, as a separate issue, the support of the proposed nature preserve. Hill asked all those to vote on whether or not each Commission member agrees that the General Mills once through cooling system is a poor use of groundwater. Yes — Hess, Brown, Fellman, Baker, Kuentz and Hill No — Burke. Hill asked Commission members to vote on whether or not they support the concept of the proposed Bassett Creek Nature Preserve as shown on Exhibit A of the EAW inclusive of the ball fields. Yes — Hess, Brown, Kuentz, Hill and Burke. No — Fellman and Baker. V. Review Stormwater CIP Due to the time constraints, this agenda item was tabled until the next Environmental Commission meeting.
