REGULAR MEETING MINUTES
1. Call to Order
The meeting was called to order at 6:30 pm by Chair Weiswerda.
2. Roll Call
Commissioners in person: Roger Bergman, John Cornelius, Bill Delaney, Matthew Sanders,
Linden Weiswerda, and Brian Wright
Commissioners absent:Kelly Kuebelbeckand Dawn Speltz

3. Land Acknowledgment Statement
Chair Weiswerdashared the Land Acknowledgment Statement with the commission. He then
suggested adding “public parks” to the first sentence of the statement. Birno said he would look
into it and get back to the commission.

5. Approval of Minutes – January 23, 2023
Commissioner Cornelius noted Course was spelled wrong under item 11d.
MOTION moved by Commissioner Wright and seconded by Commissioner Cornelius to
approve the January 23, 2023 meeting minutes as amended. Motion carried
unanimously.
6. South Tyrol Park Resident Request Presentation
Chair Weiswerda invited residents to share their concerns. One resident shared a packet of
information outlining concerns and presented information which included:
- New play equipment seems to be a reduced scale therefore accommodating a smaller
age range.
- Less traffic to park, reducing asset in building community.
Birno said after the initial neighborhood request for more equipment, he did request a quote to
add an additional feature to the parkplay structure. The estimate for the purchase, delivery,
and installation was approximately $10K.

Commissioner Cornelius asked about a neighborhood donation as an option. Birno said the City
Council has discussed this issue and does not support any additional city funds for an
improvement to the play structure, nor do they support accepting donations from the
neighborhood for improvements, as it may not be equitable to all Golden Valley neighborhood
parks.
Commissioners agreed they would like to see options with budget estimates for an addition to
the play structure. Birno said he would contact the manufacturer about options and invite a
representative to the April meeting. Birno also suggested the OSRC members do a walk thru of
the park this spring when the snow melts.
Chair Weiswerda thanked the residents for their feedback and time.
7. Annual Deer Fly Over Tabulation
Staff memberBirno shared the deer fly over tabulation taken on January 24, which spotted 40
deer, mostly in or near Theodore Wirth Park area.
He said the deer removal season concludes on March 31.
8. Schaper Park Fire Station Update
Staff member Birno updated the commission that Schaper Park is a site now being considered for a
new fire station. As he understands the site ranking process, he believes the site is low on the list,
however, wanted all commissioners to be aware that Schaper Park is being considered as an
option. Staff member Birno was asked about the potential impact on the park if the station moved
forward at Schaper Park. Birno also said the addition of a fire station with parking would
significantly impact one and probably both of the ballfields. He will share more information as it
becomes available.
9. Naming Process Discussion and Next Steps
Staff member Birno said staff is seeking input from the DEIC and OSRC to develop a proposed
process for the naming/renaming of publicly owned assets as requested by the City Council. He
shared next steps in the process along with a list of key questions to be considered.
Commissioners then reviewed and shared input on all the questions. Birno will organize the
information from both the DEIC and the OSRC. Eventually a draft proposal will be presented to
both commissions for review and updates.

b. Minnesota Bound Segment
Staff member Birno said the Minnesota Bound team came out and did a segment on all
winter recreation at Brookview. The segment will air next winter.

c. Winter Rinks Closed on Sunday, February 12
Staff member Birno said winter rinks closed February 12. He said they adjusted hours this
season to accommodate staffing issues. He hopes to get back to normal hours next season.
d. First Garden Club Sponsored Program
Staff member Birno said the Golden Valley Garden Club hosted their first partnered event at
Brookview and the program was very well attended. The event featured a Master Gardner
who discussed container gardening. Birno said future events include discussions on
pollinators and landscaping.
e. Community Garden Ribbon Cutting – Tuesday, May 2 at 5:30 pm
Staff member Birno said the Community Garden Ribbon Cutting is scheduled for Tuesday,
May 2 at 5:30 pm. He encouraged commissioners to attend.
f. OSRC Annual Report and Work Plan Scheduled for Tuesday, June 13
Staff member Birno said the OSRC Annual Report and Work Plan will be presented to
Council on Tuesday, June 13. He said the OSRC will review the draft report at the May
meeting.
g. Wesley Park Shelter Building Remodel Bid Process
Staff member Birno said Wesley Park shelter building remodel project is moving forward
with a bid that came in at $230K. Construction will begin in August. Birno said if this project
goes well, he plans to recommend remodeling one park building a year until they are all
complete.
h. Scott Seys Appointed to the Commission beginning in April
Staff member Birno said Scott Seys will join the OSRC in April.
i. Next OSRC meeting is scheduled for April 24, 2023
Staff member Birno said the next regular OSRC meeting will be on Monday, April 24.
11. Adjournment
MOTION moved by Commissioner Cornelius and seconded by Commissioner Bergman to
adjourn at 8:50 pm. Motion carried unanimously.
