Both Commissioner Glass and Commissioner Parkes shared their backgrounds, passion, and
interest in joining the PEACE Commission. Both read their oath of office and were happily
welcomed to the Commission. Chair Gladney appointed Glass to the community engagement
subcommittee and Parkes to the Hiring Subcommittee. Gladney shared that the current
subcommittee teams are the following: Data – Alicia Dang, Maddy Ryan, and Trey Gladney.
Community Engagement – Henry Crosby, Randy Anderson, Loretta Arradondo, and Bridget
Glass. Hiring – Katrina Cisneros, Roslyn Harmon, Janet Frisch, and Trevor Parkes. Chair Gladney
also shared that Commissioner Arradondo is moving out of the city and will no longer be on the
commission after this month. Gladney thanked Arradondo for her service and wished her
success in her new journey.
8. Circles of Support Restorative Training
Vice Chair Harmon shared that she would like to determine when the Commission could be trained in
restorative practices so that the commission is prepared to engage the community. Harmon shared
that she will be facilitating the training and shared her experience as the Executive Director of the
Dispute Resolution Program. Harmon asked the commission to determine a date and venue for the
training. Chair Gladney asked who all will receive the training. Staff Liaison Williams shared that this
training is for the PEACE Commission. Commissioner Crosby asked if the training would take place
virtually or in person. Commissioner Glass shared that she has both facilitated and attended some
very impactful virtual trainings. Commissioner Anderson agreed that a virtual training is great, but
he’s an extrovert and would prefer in person engagement. Commissioners Cisneros and Parkes
shared that they preferred in person. Staff Liaison Williams shared that he will discuss how the
training will be delivered with Harmon and will send out a poll to the commission to determine a date
for the training in July.
9. Staff Updates
- School Resource Officer
City Attorney Cisneros shared that the city is drafting a proposal for Golden Valley’s Police
Department to provide a School Resource Officer (SRO) for Robbinsdale School District’s Sandberg
Middle School and Highview Alternative Program. City Attorney Cisneros shared that in the process of
writing this proposal was a collaborative effort between city administrative staff, GVPD, equity staff,
PEACE Commissioners and restorative practitioners. Chair Gladney asked what the deadline was for
this officer to start. Staff Liaison Williams shared that the soft deadline was when school starts in
September, and City Attorney Cisneros added that we have grace for that deadline. Commissioner
Anderson added that he would like to be included in this process along with Commissioners Cisneros
and Ryan. Commissioners Ryan and Parkes asked what sparked the districts interest in wanting an
SRO. City Attorney Cisneros shared that 2 firearm involved incidents occurred. Commissioner Glass
shared that the city should consider a CSO or a social worker for these needs because there is
concern for an armed officer’s impact in the environment. Commissioner Crosby shared that the

desire for safety against school shootings and a desire for trauma informed youth services should be
a collaborative approach.
City Attorney Cisneros shared that the city is looking at opening a request for proposal for a
prosecutor with the intention of developing a restorative model.
10. Subcommittee Workplan Breakout
In the interest of time, the commission decided to provide subcommittee updates and progress the
workplans outside of the meeting.
Commissioner Cisneros shared an update for the Hiring Subcommittee. Cisneros shared that the
subcommittee is looking to adopt policy to keep commissioner s involved in hiring processes so that it
isn’t reliant on who is in positions of power. Cisneros shared that the Hiring Subcommittee should
collaborate with Community Engagement Subcommittee to identify stakeholders and discuss what a
healthy and functioning police department looks like.
Commissioner Ryan shared that the Data Subcommittee had a meeting with Crime Analyst Kaitlin
Undersander to discuss Stop Data and Calls to service data. Ryan and Undersander will be meeting to
discuss disaggregating data.
Commissioner Crosby shared that the Community Engagement subcommittee wants to host a
community forum. Crosby shared that there is still a desire for a newsletter. Crosby shared that the
subcommittee is looking to rebrand the neighborhood watch to make it a bonding opportunity to
share resources and provide opportunities for neighbors to resolve disputes and incorporate
restorative practices.
