minutes-osrc-regular-apr-24-23 April 24, 2023–6:30pm Brookview Wirth Lake room REGULARMEETING MINUTES 1. Call to Order The meeting was called to order at 6:30 pm by Chair Weiswerda. 2. Roll Call Commissioners in person: Roger Bergman, John Cornelius, Bill Delaney, Matthew Sanders, Scott Seys, Dawn Speltz, Linden Weiswerda, Brian Wright Staff present: Rick Birno, Parks andRecreation Director; and Sheila Van Sloun, Administrative Assistant Others present: Harlan Lehman, Minnesota/Wisconsin Playground 3. Land Acknowledgment Statement Chair Weiswerdashared the Land Acknowledgment Statement with the commission. 4. Agenda Changes or Additions None. 5. Approval of Minutes – March 27, 2023 Commissioner Bergman said the Wesley Park shelter building remodel project bid amount was incorrect under item 10g. The total should be $238K. MOTION moved by Commissioner Bergman and seconded by Commissioner Wright to approve the March 27, 2023 meeting minutes as amended. Motion carried unanimously. 6. Welcome New Commissioner Scott Seys New Commissioner Scott Seys shared a brief introduction. Commissioners and staff then introduced themselves and welcomed Scott. 7. Play Structure Addition Options at SouthTyrol Park – MN/WI Playground Representative Staff member Birno shared a brief summary of the play structure history at South Tyrol Park. Harlan Lehman from Minnesota/Wisconsin Playground, the distributor of the play structure unit, shared three addition options that ranged from $8-32K. He then answered questions from the Commission. One resident in attendance believes there is a loss of community visits to the area because of the design of the new structure. City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 2 April 24, 2023 – 6:30 pm Commissioners asked about next steps. Birno said he would add the discussion to an upcoming agenda. At that point, the Commission could discuss whether or not to develop a resolution for the City Council to reconsider their position on neighborhood donations for the play structure improvement and/or allow additional Park CIP funding to support an addition to the equipment at South Tyrol Park. 8. Glenview Terrace Park Off-Leash Proposal Update Staff member Birno shared an initial design concept prepared by Commissioner Delaney and a proposed budget estimate for the construction and ongoing maintenance. Birno then shared discussion he had with the Minneapolis Park Board about a potential partnership for the proposed off-leash park and the development of a Memorandum of Understanding (MOU) between Golden Valley and the Minneapolis Park Board. After discussion, Commissioners agreed that they would like Birno to work with the Minneapolis Park Board to get a MOU moving forward. Birno said he would update the Commission as he knows more. 9. CP Rail Update and Schedule Staff member Birno shared a map illustrating the proposed regional trail connection from Golden Valley to St. Louis Park. This would be the final link from the south side of Highway 55 at Douglas Drive where a route needs to be determined to allow the trail to proceed to St Louis Park. Representatives from Three Rivers Park District will be attending the May meeting to discuss options and plans with members of the OSRC. 10. New Play Trail Proposal (Lions Park and Brookview Park) Staff member Birno said the City Council supported a new proposed Play Trail plan, donated by resident and founder of One Good Deed, Michelle Christiansen. It will consist of a one-mile loop on the connecting asphalt/sidewalk path that’s already in place between Brookview and Lions Parks. The proposal includes the two existing playgrounds at each park, along with fournew “play pods.” Birno said the entire project is 100% fully-funded. Healso said he would share updates as they become available. 11. Commission and Staff Updates a.Commissioner Updates Chair Weiswerda suggested an Earth Day clean-up program idea for next year in a partnership with the Environmental Commission. His thought is to have a volunteer Earth Day program where residents can pick-up bags and tools if needed from both City Hall and Brookview, to use to clean up areas on public lands in their neighborhoods. Staff member Birno will begin discussions with the Environmental Commission staff liaison. b. Run the Valley Staff member Birno said the event had inclement weather for the second year in a row. Even with the miserable weather, 263 attendees participated in the run. He also noted there has been a trend of lower numbers at organized run events since COVID. City of Golden ValleyOpen Space & Recreation CommissionRegular MeetingMinutes3 April 24, 2023 – 6:30pm c.Noah Joynes Youth Recreation Fund and Golden Valley Little League Donation Staff member Birno shared that donations were made by the Noah Joynes Youth Recreation Fund and Golden Valley Little Leaguefor therelocation of the play structure from Wildwood Park to Isaacson Park. d.Yosemite Park Open House on Tuesday, May 16 from 6-7 pm Staff member Birno said staff will host the Yosemite Park Open House for the new play structure selection on May 16 from 6-7 pm at Brookview. He said an online survey will also be available on the city website. He said the city mailed postcards to neighboring residents advertising the open house. e.Brookview Golf Course Opened Friday, April 14 Staff member Birno saidthe golf course opened on April 14. He notedit’s been a slow start with miserable weather. f.Brookview Golf Practice Range Net Proposals Staff member Birno said twoproposals came in with a $60K difference. They plan to go with the low bidwith construction beginning this fall. g.Community Garden Ribbon Cutting on Tuesday, May 2 at 5:30 pm Staff member Birno reminded the Commission about the ribbon cutting on May 2 and encouraged those who could to attend. h.Appoint Chair and Vice-Chair for 2023-24 at May Meeting Staff member Birnosaid the Commission would need to appoint a new Chair and Vice-Chair at the May meeting. Chair Weiswerda offered to serve a second termas Chair. i.Tennis and Pickleball Courts opened Monday, April 10 Staff member Birno said tennis and pickleball courts opened for the season April 10. j.Annual Board and Commission Dinner at Brookview on Thursday, April 27 at 6 pm Staff member Birno reminded the Commission of the annual Board and Commission Dinner on April 27 at 6 pm at Brookview and to RSVP if they have not already. k.Golden Valley Account Email Security Training Staff member Birno reminded the Commission to complete the email security training. Several commissioners said they didn’t receive a link to the training.
