Call to Order The meeting was called to order at 6:30 pm by Chair Weiswerda. 2. Roll Call Commissioners in person: Roger Bergman, John Cornelius, Matthew Olson, Matthew Sanders, Scott Seys, Dawn Speltz, Linden Weiswerda, Brian Wright Commissioners absent: Bill Delaney Staff present: Rick Birno, Parks andRecreation Director; Wendy Maanum,Banquet and Restaurant Manager; Anna Poplinski, Restaurant and Catering Coordinator; Asher Kahn, Parks and Recreation Intern; and Sheila Van Sloun, Administrative Assistant 3. Land Acknowledgment Statement Chair Weiswerda shared the Land Acknowledgment Statement with the commission. 4. Agenda Changes or Additions None. 5. Approval of Minutes – May 22, 2023 MOTION moved by Commissioner Bergman and seconded by Commissioner Olson to approve the May 22, 2023 meeting minutes. Motion carried unanimously. 6. Introduction of Summer Intern, Asher Kahn Staff member Birno introduced the summer Parks and Recreation Intern, Asher Kahn, who them shared a brief introduction to commissioners and staff. 7. Three One Six Bar + Grill Catering and Restaurant Update Staff members Maanum and Poplinski shared brief introductions and gave an update on the Three One Six operation from 2022. Maanum then said the catering and restaurant revenues are expected to exceed $3 million in 2023 and noted there are numerous events already booked into 2024. She added that 80% of Brookview rentals use Three One Six for their catering. She said they added another grill to the kitchen, which has been helpful. She also said they are adding the patio as an additional rental option at Brookview. City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 2 June 26, 2023 – 6:30 pm Maanum stated they currently have 4 full-time and 63 part-time staff between the restaurant and catering operations. Commissioner Speltz asked what items are on their wish list. Maanum said it would be great to expand the Three One Six kitchen and indoor seating area in the future. She said she also supports staffs proposal to reconstruct the cart storage/driving range building to include golf simulators for leagues and rentals, a rental room, and food service area. 8. 2024-2033 Proposed Parks CIP Budget Review Staff member Birno shared the 2024-2033 proposed Parks CIP budget and answered questions from the commission. He highlighted some of the larger projects and explained how the budget is implemented. Commissioners Sanders and Cornelius said they would like to continue pursuing a dog park within the city. Chair Weiswerda asked if a systematic inflation tool is used when preparing the CIP. Birno said at this point in time he has not used an inflation tool. He generally has worked to stay close to the annual $400K allotted budget when possible. 9. South Tyrol Park Play Structure Discussion and Direction Staff member Birno reviewed the residents request to add an additional play structure amenity to the South Tyrol Play Structure. Birno then shared the three initial concepts and cost estimates presented at a previous commission meeting. The three initial design concepts were prepared by Minnesota/Wisconsin Playground. Staff member Kahn also shared playground data he collected throughout the city on play structure deck heights, slide heights, and age ranges. Discussion then focused on accepting donations for park improvements. Commissioners also discussed the possibility of requesting the City Council to reconsider their donation position for this project. After more discussion, the following motion was made: MOTION moved by Commissioner Speltz and seconded by Commissioner Sanders to recommend utilizing 2023 excess Park CIP Funds, up to $15K if available, and for staff to work with the neighborhood at South Tyrol Park to add a play structure addition in 2024. In addition, recommend to the City Council to reconsider this project for donation eligibility to allow the neighborhood the opportunity to fundraise to partner with the City, if they so choose. Also, OSRC and staff will review/revise future play structure design and planning processes to ensure the community is aware of scale and age guidelines. Motion carried unanimously. Commissioner Updates CommissionerCornelius shared the golf course fairways and greensare in great shape. b. Pride Event at Brookview Staff member Birno said the event went very well with great attendance. c. Gopher State mid-summer Classic at Sandburg Staff member Birno said the event will take place at Sandburg on June 16-18. d. Little League Classic Tournament at Isaacson Staff member Birno said the event will take place at Isaacson June 20-30. e. Golden Valley Girls Softball GV Classic Tournament at Lions/Schaper Staff member Birno said the event will take place at Lions/Schaper June 23-25. f. Little League All Star Tournament at Isaacson Staff member Birno said the event will take place at Isaacson July 6-20. g. Little League District 1 State Tournament at Isaacson Staff member Birno said the event will take place at Isaacson July 26-30. h. Ice Cream Social at Brookview Park Staff member Birno said the annual event will take place at Brookview Park on July 10 at 7 pm with the John Philip Souza Band as the entertainment. i. GV Rotary Taste and Tour Event at GV Commons Staff member Birno said the event will take place at the Golden Valley Commons on July 27 from 5-8 pm. j. Next OSRC meeting is scheduled for Monday, July 24 Staff member Birno reminded the commission that the next regular OSRC meeting is scheduled for Monday, July 24. 11.
