The special meeting was called to order at 6:30 pm by Housing and Redevelopment Authority Chair Maurice Harris. 1.Call to Order 1.A. Harris, Second by Rosenquist to approve the agenda as submitted. Motion carried 5-0. 3.Public Hearing 3.A.Public Hearing and Adopt HRA Resolutions Approving Contracts for Development and Transfer of Home Ownership Program for Equity Properties 1605 Douglas Drive North, 47XX/4707 Circle Down, and 208 Meander Road Housing and Economic Development Manager Shoquist discussed the staff report and the City’s Mixed Income Housing Policy, provided an overview of the Home Ownership Program for Equity (HOPE) properties, and outlined a timeline of the process. Chair Harris opened the public hearing. Mark Caufield, 4720 Circle Down, had questions regarding noise pollution. Judy Hovanes, 20 Paisley Lane, discussed noise and air pollution including how it relates to trains. Cathy Waldhauser, 3220 Orchard Avenue, stated she is happy that the City has project partners and is making some progress towards affordable housing goals. 3 Chair Harris closed the public hearing. Housing and Economic Development Manager Shoquist responded to the questions about noise and air pollution, including how it relates to train traffic. Commissioner Harris stated he is supportive of the idea but has some reservations including wondering if we are setting up future homeowners for additional challenges since the homes on these remnant parcels could endure air and noise pollution that may impact quality of life. He supports efforts to diversify the City and help residents who are looking to establish a good future for their families. Commissioner Ginis stated her support for the idea of HOPE homes and giving access to more affordable housing in Golden Valley. She has questions about zoning and the use of remnant parcels but since she joined the Council towards the end of this round’s process, she will bring those questions to the next round of HOPE properties. She is hopeful that the neighborhoods will be welcoming to newer residents. Commissioner Rosenquist stated she has questions about zoning that she will bring up during the City Council portion of the meeting since the HRA is considering partnerships and property transfers. She feels very confident that the City is working with such high-quality partners. Commissioner La Mere-Anderson stated she is thankful to see some progress since one of the Habitat for Humanity homes could begin building this September. The reality is that Golden Valley is a fully developed community that does not have unlimited land to help the housing crisis. While this may not be ideal, it is a great place to start living up to the City’s Welcome Statement. Chair Harris stated his support since affordable and workforce housing is the biggest issue in the metro area. He believes we need to find creative solutions and these are well built homes that will create and build wealth for residents. Motion by S. Harris, Second by La Mere-Anderson to Adopt HRA Resolution No. 23-07 Authorizing Transfer of Property and Approving Contract for Development on 1605 Douglas Drive North. Adopt HRA Resolution No. 23-10 Accepting Metropolitan Council Livable Communities Grant, Approving Grant Agreement with Metropolitan Council, and Authorizing Sub Recipient Grant Agreements with Greater Metropolitan Housing Corporation for Home Ownership Program for Equity Housing and Economic Development Manager Shoquist discussed the staff report. Council Member Ginis stated she would be abstaining from the first vote on this item since the Metropolitan Council is her employer. She noted that she works in a different division and has no control over money or influence in this area but is abstaining to avoid the appearance of a conflict of interest. Motion by Rosenquist, Second by La Mere-Anderson to Adopt HRA Resolution No. 23-10 Accepting Metropolitan Council Livable Communities Grant and Approve Grant Agreement with Metropolitan Council. Commissioner S. Harris asked about the differences between Open to Business versus Elevate Hennepin County. The HRA consensus was to open the item for public comment. Ruth Paradise, 8515 Duluth Street, stated her support for the proposed budget and levy. Chair M. Harris stated his support for the budget and levy as it moves the City forward with their goals in regard to affordable housing and economic development. Commissioners Rosenquist and Ginis agreed with Chair M. Harris that the budget reflects the values of the City. Motion by Rosenquist, Second by Ginis to approve HRA Resolution No. 23-12 adopting the Housing and Redevelopment Authority budget and establishing the proposed tax levy payable in 2024. This item is the final consideration of the 2024-2025 Housing Fund Budget and the 2024 HRA Tax Levy. Staff will make a presentation. Financial or Budget Considerations The HRA 2024 Proposed Budget is $284,880. The HRA will levy $288,880 due to fiscal disparities and delinquencies that will reduce the amount received by the HRA. The monies are scheduled to arrive in July and December. Legal Considerations MN Statutes Sections 469.001 to 469.047 grants the HRA the power to levy and collect taxes subject to a resolution of consent from the Golden Valley Council.
