Police Employment, Accountability, & Community Engagement (PEACE) Commission meetings are
being conducted in a hybrid format with in-person and remote options for attending.

i. ProsecutionIntroduction
Kurt Glaser and Ronnie Santana shared their desire to be part of the Golden
Valley team because of the work in PEACE and the work to reimagine public
safety. Glaser stated that they are lawyers with Berglund, Baumgartner, and
Glaser. They shared their goal to be less punitive, but to offer services,
programs, and other opportunities for restoration. Commissioner Parkes shared

that he was part of the interview panel to select the new prosecution firm.
Parkes shared that Glaser and his firm had an impressive interview and he’s
excited to see transformative prosecution at work. Parkes asked who from the
firm will Golden Valley be interacting with on a Day-to-Day basis. Glaser
answered that it would be he and Santana making the court appearances.
ii. PEACE & PD Gathering Reflection
Staff Liaison Williams thanked PEACE Commission and GVPD for taking the time
to participate in team building activities. Williams shared that an officer applied
to join the PEACE Commission. Commissioner Dang shared that she enjoyed the
event and appreciated the socio-economic dialogue the accompanied the
activities. Williams stated that Assistant Chief White would like to continue
hosting gatherings with PEACE Commission.
iii. ListeningSessionUpdate
Commissioner Crosby said that the Community Engagement Subcommittee has
been working to bring communities together to gather input to reimagining
public safety. Crosby shared that the listening session will be facilitated by Mr.
Bill Wells. Crosby stated that the listening session is planned for this winter, but
more details are to come about location, date, and time. Crosby explained that
they want to make this event welcoming to people of all walks of life, including
the youth, and wants to partner with the block captains to increase inclusivity.
Chair Gladney asked Williams to create a Teams document for commissioners to
contribute ideas and asked if other commissioners would like to join in the
planning. Commissioner Crosby asked if it were possible to have a virtual
attendance option. Williams responded that it could be possible if someone is
facilitating discussions online. Williams added that this listening session is an
opportunity to gather community input on an “Appropriate Response Initiative”.
Williams shared that he will be reaching out to PEACE Commissioners to
participate in interviews to select proposals for Community Response and Crisis
Intervention. Williams reiterated that part of the “Collaborative Solutions to
Reimagine Public Safety’s” grant was a start to our potential appropriate
response model. Commissioner Cisneros asked if we want the police department
at the listening session, because there are people that may not feel comfortable
or welcome with officers there. Commissioner Anderson said that he
understands the perspective of people who are uncomfortable being in a room
with police officers, but also wants officers to be there to hear community input,
so he isn’t sure which direction is the right choice. Vice Chair Harmon shared
that she believes offers should be invited to repair harm with the officers in the
department. Commissioner Parkes stated that this would be an opportunity for
new officers to hear community input. Commissioner Cisneros shared that the
original intent was to center community, especially those who have been most
impacted by law enforcement and who haven’t had the forum at the table.
Williams proposed two ideas, the first being that we invite officers to attend the

listening session ununiformed, but we disclose to guest that there are officers
present and explain our intention behind it. Williams shared the other idea is
having two separate listening sessions, one with officers and the other with
community that are not law enforcement. Crosby reminded the group that part
of the commission’s goal is to get community input on recreating and renaming
a “Neighborhood Watch” program that isn’t surveillance based. Councilmember
Ginis shared that during her own community engagement she heard two themes
with the community; Change and Support.
iv. Public SafetyFundsPrioritization Update
Williams expressed gratitude for PEACE Commission contributing to the
conversations around the public safety funds given by the state. Williams
encouraged PEACE to share thoughts on the various items presented as well as
advocating for PEACE’s desire to fund appropriate response. Chair Gladney
asked how the funds will be decided on. Williams shared that its an open
discussion and PEACE’s voice is very valued.
v. School ResourceOfficer Update
Staff Liaison Williams shared that the city and Robbinsdale Schoolboard have
approved the SRO contract. Williams stated that there are still many steps
before there is an SRO in Sandburg and Highview.
vi. SubcommitteeUpdates
Commissioner Frisch gave an update regarding a meeting with Police Recruiter,
Scarlett Gonzales. She shared that the meeting went well and they were able to
discuss ways for PEACE input to have more impact.
Commissioner Dang shared that PEACE now has access to Smartsheet’s, so she
will be creating information sharing between PEACE and GVPD.
