Section 3.02:
Fixing Rates and Charges for Municipal Utilities
All rates and charges for municipal utilities, including, but not limited to, rates for
service, permit fees, deposits, surcharges, fines, connection and meter testing fees,
disconnection fees, reconnection fees including penalties for non-payment, if any,
shall be fixed, by the Council and adopted by ordinance.
