09-14-10 CM MinutesCouncil/Manager Meeting Minutes September 14, 2010 Present: Mayor Loomis and Council Members Freiberg, Pentel, Scanlon and Shaffer, City Manager Tom Burt, Finance Director Sue Virnig, Public Works Director Jeannine Clancy, Police Chief Stacy Altonen, Director of Planning and Development Mark Grimes and Administrative Assistant Lisa Wittman. The meeting began at 6:30 pm in the Council Conference Room. Hennepin County Interim Dispatch Services Stacy Altonen reminded the Council that staff recently sent a letter to Hennepin County asking them to provide temporary dispatch services beginning January 1, 2011 should it become necessary. She stated that Hennepin County is now requesting a formal resolution giving approval to move ahead with the request for the temporary dispatch services. She stated that it is still hoped that the technology will be in place by January 1 allowing Edina to begin dispatching for Golden Valley but it is important that the temporary service from Hennepin County be in place. The Council discussed the costs involved and the amount of work required for Hennepin County to provide the interim service. The Council directed staff to put the resolution on the next City Council agenda. Board of Zoning Appeals Variance Appeal Process The Council discussed the current provisions and processes regarding the appeal process of a negative ruling by the Board of Zoning Appeals. They reviewed the City of Minnetonka's process and the possibility of implementing a 10-day waiting period when obtaining a building permit in order to allow an aggrieved party to appeal to the City Council. The consensus was that the Court's recent interpretation of reasonable hardship will be discussed by many different entities in the future and that the majority of the City Council isn't in favor of changing the City's current ordinance at this time. Bassett Creek Watershed Management Commission Update Mayor Loomis referred to a Commission project that required a county Capital Improvement Plan amendment. She explained that as a result of that amendment process the County Administrator was directed to prepare a report for the County Commissioners, the report won't be ready for member cities to review until it has been reviewed by the County Board. She said she will keep the Council informed on the progress of the report. 2011-2012 Proposed Budget -Other Funds The Council reviewed the proposed budgets for enterprise funds including Storm Sewer, Human Services Foundation, Conservation/Recycling and Motor Vehicle Licensing. Council/Manager Meeting Minutes September 14, 2010 -Page 2 The Council discussed the addition of a regenerative street sweeper and asked staff to research if this is a piece of equipment that could be jointly used with another city or if this is a service that could be contracted out.
