GOLDEN VALLEY PARK & RECREATION COMMISSION
January 26,1967
A regular meeting of the Golden Valley Park & Recreation Commission
was held on Thursday, January 26,1967, at 7:00 p.m, at the Golden
Valley Civic Center, 7800 Golden Valley Road, Golden Valley,
Minnesota, Chairman Roelke presided and the following members
were present: Stanley Anderson, Raymond Petersen, John Byrnes,
Daniel Oukrop. Members Absent: Roy Yamahiro, John Sullivan.
Also present were John Brenna, Director, and Phyllis Jordahl, Sec.
MOVEd by Petersen, Seconded by Anderson, carried to approve the
minutes of December 29,1966,
REES THOMPSON SCROGGINS
Mr, Brenna stated that he had contacted Rees Thompson Scroggins
Agency and was told our original proposal for the property at
Radisson Road and Turnpike Road was not acceptable, and that the
figure of $15,000 still remains. After some discussion, it was
MOVED by Anderson, seconded by Peterson to table the matter,
HENNEPIN COUNTY GOLDEN VALLEY JOINT PROJECT SCHEID FOOTBRIDGE
Mr. Brenna met with the Hennepin County Administrator, and their
bridge engineer over the possibility of some joint participation
regarding a means of safe access to Scheid Park. Mr, Brenna
related that the County seemed reluctant in that by entering into
some joint venture, they would set a precident throughtout the
County. Although they realized the great need, They were dubious
regarding the price of a wooden structure, which was presented
to them by Mr. Brenna. They mentioned their only experience in
footbridge construction was that of steel and concrete. Mr. Brenna
asked if they would see Mr. John Gustafson, P.E. of the firm of
Robert E. Erickson Engineering Co,, who has built many wooden
structures and check on the cost of construction. The County
agreed and will inform Mr. Brenna of their decision.
GOLF COURSE REVIEW
Mr. Roelke briefed the Commission on the first meeting of the
Brookview Recreation Area Steering Committee. Mr. Roelke felt the
committee was very enthusiastic and would do a good job. Members
present asked if a tour of the Club House might be arranged for
Saturday. Mr, Brenna said he would call and make the necessary
arrangements,
GOLDEN VALLEY ARCH
Mr. Brenna mentioned that the Mayor suggested that some form of a
sign be brought forth at our various entrances to the Village. A
sign more descriptive than those that now exist. Much discussion
took place regarding the matter. It was the consensus that this
would be a good project for some civic club and would Mr. Brenna
check the various organizations for their receptiveness,

Mr. Brenna
stated that the neighborhood
surrounding the pond lo-
cated at
Hampshire and Glenwood
Avenues would be in this evening
to ask us
our feeling regarding
the possibility of our purchasing
the area
for a park site. Much
discussion ensued. It was the
consensus
of members present to
look into the possibility of a
nature park
in that its size is
some three acres. The only major
stumbling
block would be that of
finances if the asking price
were too
high.
At 7:45 p.m. Mr. & Mrs. Bryon Kreuger, Mr. & Mrs. William Taylor
& Son, Mr. Donald Brant, Janice Lovering and E. Wagner from the
neighborhood surrounding said pond entered the meeting. They
asked if the Park & Recreation Commission might be interested in
purchasing said property for a park site. The Park & Recreation
Commission mentioned that the size of the area was large enough and
that there was a possibility of a nature type park, but with the
present finances available to the Commission, anything above an
outright donation, we could not handle. Mr. Roelke asked Mr.
Brenna if the Open Space Program might be available in this instance.
Mr. Brenna said he would check on the program. Personages present
thanked the Park & Recreation Commission for their time and
effort and would be awaiting Mr. Brenna's information at the next
meeting.
THEODORE WIRTH PARK
Mr. Brenna stated that Mr. Ev Frandsen, our Police Chief, had
mentioned to him the vexing problems that arise within Theodore
Wirth Park and the cooperation between the Golden Valley Police
Dept. and the Minneapolis Park Board Police. Chief Frandsen has
a ruling from the Attorney General's Office stating just who
has the final word in this situation where the Minneapolis Park
Board owns land in an area other than their own city. It seems
to be one of dual responsibility. Mr. Brenna mentioned that the
Chief would be available for our next meeting to explain his
multiple problems.
There being no further business the meeting adjourned at 10:00 p.m.
