REGULAR MEETING OF THE
GOLDEN VALLEY PARK & RECREATION COMMISSION
February 23, 1967
A regular meeting of the Golden Valley Park & Recreation Commission
was held on Thursday, February 23, 1967, at 7:00 p.m. at the
Golden Valley Civic Center, 7800 Golden Valley Road, Golden Valley,
Minnesota. Chairman Roelke presided and the following members
were present: Stanley Anderson, John Byrnes, Daniel Oukrop, John
Sullivan. Members absent: Dr. Petersen, Dr. Yamahiro, Also present
were John L. Brenna, Par!, & Recreation Director, and Phyllis Jordahl.
MOVED by Anderson, seconded by Oukrop, carried unanimously to
approve the minutes of January 26,1967.
SCHEID PAI' --"K BRIDGE
Mr. Brenna related that topogs of the possible bridge location were
sent to John Gustafson, P.E., and Mr. Gustafson is in the process
of meeting with the Hennepin County Bridge Engineer on proposed
cost estimates. Mr. Brenna again mentioned that after his last
meeting with the Highway Administrator, it was felt that a percen-
tage situation regarding dollars and cents is possible. Mr. Lee,
the Highway Administrator, said he would call as soon as something
concrete was formulated.
THEODORE WIRTH PARK
Mr. Brenna stated that Roger Ulstad and himself met with Mr. Robert
Ruhe, Director of Minneapolis Park & Recreation System, and dis-
cussed the policing situation in Theodore Wirth Park. After some
discussion, it was agreed that a lack of communication between the
two police departments see -red the croux of the problem. The
question of Minneapolis annexing Theodore Wirth Park was dismissed.
HAMPSHIRE POND
Mr. Brenna checked on the possibility of utilizing the Open Space
Program for the acquisition of the pond area. At present, there is
50% monies available for acquisition only. Mr. Roelke stated that
since the proponents of the Hampshire area were not present, the
matter be tabled.
LEAGUE OF WOMEN VOTERS
A contingent of 16 women representing the Golden Valley League of
Women Voters appeared and presented their two year study of park
development, financing and hiking and biking trails. Mr. Kathryn
Herje brought forth facts and gifures showing Golden Valley in
relationship to other communities in amounts spent on past and pre-
sent bond issues, budgets, special assessments and capital outlay.
Mrs. Herje's presentation showed very vividly a lagging behind the
mentioned suburbs in amounts of money spent on park development.
Mrs. Herie's presentation urged for the following items.

1. An annual mill levy of two mills over a five year period, at
which time the Village's needs be again re-evaluated.
?. The policy of charging special assessments against park pro-
perty should be discontinued.
3. Permission for a test group of League of Women Voters to
establish a nature trail in North Tyrol and Bassett Creek Parks.
4. Acquire the nature area located north of Duluth Street presently
owned by General Mills, Inc.
To the cbove, members of the Park & Recreation Commission asked
many questions. Mrs. Herje asked Mr. Roelke, that the League had
planned to appear before the Planning Commission and Village Council,
but if that course might interfere, would Mr. Roelke please call
her? The League wants to help the Park & Recreation Commission
in every way possible.
After the League departed, Chairman Roelke asked that a letter of
appreciation be sent to Mrs. Thorsen on the two year study. The
general consensus of members present was the idea of a two mill
levy is a good one, one that we have been contemplating for sometime,
but with the Brookview Recreation Area in the forefront, the
suggestion of a two mill levy to the Village Council at this time
would not be timely. After the election in Juee, we then will take
another look at the matter.
MEDLEY HILLS PARK
Mr. Brenna by the use of a sketch showed Commission Members the
now final acquisition of Medley Hills Pare<. The Elmo Ginkel
property was finally settled two weeks ago. The six lots cost
$8,231.?5.
LAKEVIEW HEIGHTS PARK
Mr. Brenna again, throuch the use of a sketch, showed where the
Village acquired six more lots through tax delinquency. The park
area as it now stands is three lots away from being completely
acquired.
BROOKVIEW RECREATION AREA COMMITTEE
Mr. Brenna briefed all members present as to the progress of the
Brookview Committee. The Committee brought forth a "Name the Area
Contest" at its last meeting. They asked for our approval. After
considerable discussion, it was MOVED by Stanley Anderson, seconded
by Daniel Oukrop not to approve the idea because of the possibility
of our citizenry feeling this might be presumptious. The motion
carried, Chairman Roelke did not vote.
There being no further business, the meeting adjourned at 10 p.m.
