12-14-1968SPECIAL MEETING OF THE GOLDEN VALLEY PARK AND RECREATION COMMISSION uecember 14, 1`368 A Special Meeting of the Golden Valley Park and Recreation Commission was held in the Park and Recreation Department at the Brookview Municipal Golf Course, 8200 Wayzata Boulevard, Golden Valley, Minn- esota on Saturday, December 14, 1968 at 5:00 p.m, Chairman Anderson presided, and the following members were present: Byrnes, Tart, Sullivan, Neuman, Petersen, Herje, Reed, Kahn, Hammer. Members absent: Brown, Forster, Oukrop, Fischer, Also present: John Murphy, Acting Village Manager; John Brenna, Park and Recreation Director. AUDITIONS AND ALTERATIONS AT BROOKVIEW MUNICIPAL GOLF COURSE At this time Mr. Brenna handed each Commission member a breakdown of the bids (see attached sheet). The low bidder was Magney Con- struction Company, Mr, Brenna stated that the money available for construction is $123,500.00. The low bid came in at $137,230,00 plus alternate (4) which is the brick for the shop building $2,660.00. The base bid plus alternate (4) plus the architect's fee of $104,000 amounts to $149,950,00 or $26,450 short. At this time Mr. Brenna explained that monies from the State National Resource fund (cigarette tax) should have arrived, but after checking with the State Conservation Department, our ap- plication did not make the first go around. The disposition of our application at present is this: the Con- servation Commission approved our application three weeks ago. The Legislative Advisory Board met last week, and they will not send a letter of intent until March. After talking to the Conservation Department, they said that our application for the acquisition money would be in the neighborhood of $68,000. They felt assured that we would receive that amount, but were sorry that they could not send us a letter of intent until March. This then leaves us with the following: To ask the Village Council for a loan from the General Fund until our money comes; and, if the money does not come, we will have to repay the General Fund through our budget. Mr. Brenna stated that Mr. Murphy and himself had a meeting with Mayor Teresi, regarding the above matter, and that it was his feeling that the Park and Recreation Commission should go ahead with the contract. That monies from the General Fund are avail- able, and that the pay -back could be arranged at a later date. Considerable discussion then took place. It was the general feeling of Commission members present, that if the National Resouce monies did not come through, they did not want those monies that are ear- marked for other park development touched. It was agreed that 1 u 1 December 142 1968 Page -2- other park development monies would not be touched. It was then MOVED by Kahn, seconded by Redd, that the Park and Recreation Commission recommend to the Village Council that they award the bid to Magney Construction Company. The award includes their base bid plus alternate No. 4 for a total of $139,950.00; also to agree with the contractor to extend the option of the Village to accept alternates No. 1 and No. 5 to April 1, 1969, pending additional fund availability.
