GOLDEN VALLEY PARK AND RECREATION COMMISSION
March 29, 1973
A regular meeting of the Golden Valley Park and Recreation
Commission was held at 7:30 p.m. on Thursday, March 29, 1973,
at the Brookview Municipal Community Center, 8200 Wayzata
Blvd., Golden Valley, Minnesota.
Chairman Brown presided, and the following members were present:
Burmeister, Kelby, Duebner, Gergen, Hammer, and Jackson.
Members absent: Thrall and Petersen. Also present, David
Latvaaho, Assistant Director, John Brenna, Director, and
Gertrude Peterson, secretary.
MINUTES
It was moved by Kelby and seconded by Burmeister, to approve
the minutes of the regular meeting of February 22, 1973. Carried.
It was moved by Kelby and seconded by Burmeister, to approve the
minutes of the special meeting of March 15, 1973. Carried.
NEW COMMISSION MEMBER - Dr. Thomas L. Jackson.
At this time, Chairman Brown introduced Dr. Jackson to all
members present.
TRAILS COMMITTEE REPORT
At this time, Rosemary Thorson, Chairman of the Golden Valley Trails
Committee, discussed the progress of the Trails Committee to date,
pointing out proposed trails, problem areas, and possible altern-
atives. Mrs. Thorson also discussed coordinating the trails
system with Crystal, St, Louis Park, New Hope and Minneppolis.
After much discussion, Chairman Brown suggested that the Park and
Recreation Commission hold a special meeting with the Trails
Committee concerning the total trail proposal; members present
agreed to meet on April 10th at the Brookview Community Center.
Commission members also agreed to meet on April 4th at 4:00 p.m.
and on April 7th, at 1:00 p.m. to tour the trail system.
STEPHANNIE LUNDSGAARU
Re: Trail Way - Footbridge Highway #12
At this point, Mrs. Lundsgaard read
proposed Highway #12 footbridge, and
tie the neighborhoods of North Tyrol
from the standpoint of park access,
system link. Mrs. Lundsgaard asked
Commission to endorse the concept of

Chairman Brown stated that the bridge has been approved by the
Village Council and that the Park and Recreation Commission will
consider tt.e bridge when the Village Trail plan is developed.
At this point, Mr. Brenna stated that the bridge, when completed,
will help from a programming standpoint, in that youngsters will
be able to participate in activities more readily at North Tyrol
Park, South Tyrol Park, and at the playfield for the Southeast
quadrant, Natchez Park.
DARYL NATZ - South Tyrol Association
At this time, Mr. Daryl Natz, on behalf of the South Tryol
Association, presented a petition for a change in the past Park
Bond issue as it pertains to South Tryol Park. Mr. Natz stated
that the residents would like the proposed sun shelter deleted
from the plan, because they felt it would detract from their area
in that the shelter will be a place where drugs could be distributed
to the youth in the neighborhood, as the Association understands
this to be the case in other parks within the Village. At this
point, Mr. Brenna stated to his knowledge and that of our Police
Department, drugs are not being trafficked in or around park
shelters. After much discussion, it was moved by Brown and seconded
by Hammer, to hold in abeyance construction plans for South Tyrol
Park until such time as residents from South Tyrol can be invited
in for a meeting to discuss procedures for considering changes
in Park development plans. Carried.
DUCK NESTING AREA Glenwood Avenue
At the Park and Recreation Commission's Special Meeting on March
15th, Mr. Kelby stated that he had met with Vice president of the
Minneapolis, Northfield and Southern Railway relative to our trail
system, and at that time Mr. Kelby had also asked about the
possibility of designating the duck meeting area that is located
along Glenwood Avenue next to the Minneapolis, Northfield, and
Southern trackage, as a natural area. Mr. Kelby stated that the
Vice president was receptive to the idea, ans asked that we come
up with something substantive. At this point, Mr. Brenna stated
that he had talked with the Railroad, and that a sign depicting
the area as a duck nesting area with the word "Minneapolis,
Northfield and Southern Railway's duck nesting area" on the sign
would be appropriate. It was suggested by Chairman Brown that the
ad hoc natural area study group be advised of our action.,
BROOKVIEW WOMEN'S GOLF ASSOCIATION
At this time, Ruth Reed, representing the Brookview Women's
Golf Association, presented the B.W.G.A.'s revised by laws for
review. The only changes in the by laws from the previous by laws
was in Article III Membership, where membership would be extended
to resident card holders (a new classification institued by the
Park and Recreation Commission this year), and in the preamble

where membership is restricted to residents. It was pointed out
that in the Preamble of the by laws, and under Article III, the
statement "Membership shall be limited to Golden Valley residents
who are patron card or resident card holders" raised the question
relative to the resolution passed by the Village Council in March
of 1969, where Village employees who live out of the Village were
extended the privilege of purchasing a patron card. The new by-
laws state that only Golden Valley residents who are patron card
or resident card holders may join the BWGA. It was the moved
by Dueber and seconded by Hammer that ARTICLE 1II and Preamble
of the Brookview Women's Golf Association By Laws which reads:
"Membership shall be limited to Golden Valley residents who are
patron card or resident card holders" be approved. After much
discussion, it was moved by Hammer, and seconded by Jackson to
table the motion until the next meeting at which time a
clarification can be obtained from the Village Council as to an
interpretation of its resolution pertaining to Village employees.
Carried.
MEDLEY HILLS ACQUISITION
At this time, a memorandum was read from the Village Deputy
Assessor relative to preliminary negotiations with Mr. Elmo
Minkel, the owner of a parcel of land that the Park and
Recreation Commission is considering for purchase. After discussion,
it was suggested by Kelby that our Village Attorney be contacted
as to any legal procedure relative to past offersp documentation,
etc. Mr. Brenna stated that he will check with our attorney.
WINTER AND SPRING PROGRAMS
Dr. David Latvaaho, Assistant Park and Recreation Director,
briefed the Park and Recreation Commission on the department's
winter and spring programs. After a question and answer period,
Commission members commended Mr. Latvaaho for his fine work.
PARK CONSTRUCTION REPORT
Mr. Brenna stated that the contract with the First Minnesota
Construction Company has been signed, and they have provided a
performance bond. Mr. Brenna also stated that the First Minnesota
has started driving piles this morning for the shelter building
at Lions Club Park. Mr. Brenna stated that he will bring forth
a progress report on all park construction at each commission
meeting as the construction season progresses.

Ir was moved by Hammer and seconded by Kelby that the Park
and Recreation Commission retain its current officers for
1973. Carried. It was then moved by Burmeister and
seconded by Jackson that nominations close. Carried. It
was moved by Jackson that the officers be acclaimed elected
by unanimous vote, seconded by Uuebner. Carried unanimously.
ADJOURNMENT
There being no further business. it was moved by Hammer and
seconded by Ke by to adjourn the meeting at 11:00 p.m.
Carried.
