GOLDEN VALLEY PARK AND RECREATION COMMISSION November 28, 1973
A regular meeting of the Golden Valley Park and Recreation Commission was held
at 7:30 p.m. on Thursday, November 28, 1973, at the Brookview Community Center,
8200 Wayzata Boulevard, Golden Valley, Minnesota.
Chairman Brown presided and the following members were present: Duebner,
Gergen, Hammer, Jackson, Petersen and Thrall; absent, Burmeister and Kelby.
Also present were Corey Bakken, golf operation manger, John L. Brenna, Director
of Parks and Recreation, and Gertrude Peterson, secretary.
MINUTES
It was moved by Peterson, and seconded by Jackson, that the minutes of the meet-
ing of October 25, 1973 be approved. Motion carried.
OAK GROVE SCHOOL
Members present who toured the Oak Grove School building stated that they
observed a building in need of repair. They also feel that the newly acquired
Bassetts Creek Plaza park site was close enough in proximity that the school
site would not be needed for an active play area.
After much discussion, it was the consensus of members present that they would
like additional information as to the cost of placing the school building back
in shape and the appraised value of the land.
Mr. Brenna stated that he would obtain the above information for the next
Commission meeting.
Commission members were also asked to look at the school site from the standpoint
that the building might fit into a long.range program, and to come prepared to
discuss possibilities at the next meeting.
SUBDIVISION ORDINANCE
At this time, members discussed a subdivision ordinance whereby dedication
of land, or a cash equivalent, would be possible, relative to the remaining
open space in the Village. After considerable discussion, and a review of
the remaining open space, it was moved by Petersen, and seconded by Gergen
that the Park and Recreation staff and the Planning Department staff prepare
an ordinance for the dedication of land and or cash equivalent using a 10%
factor for consideration by the Park and Recreation Commission at the December
meeting. Motion carried.
RICE LAKE PARK
Mr. Brenna brought forth a proposed park development plan for Rice Lake Park,

also discussed the
possibility of a PUD development to the east of
the Rice Lake
Park area in that
additinnal land may be available. All Commission
members agreed
that the Rice Lake
Park neighborhood be called to discuss the park
at our January
meeting.
SNOWMOBILING
The Park and Recreation Commission discussed whether snowmobiling and cross country
skiing should be allowed on Brookview Golf Course this year in light of the damage
to a number of greens by snowmobiling and skiers last winter.
Mr. Bakken, Golf Operations Manager, stated that he has fenced all greens with the
exception of 8, 9, 18 and 17. It was Mr. Bakken's recommendation that no snow-
mobiling be allowed on the golf course this year, but that cross country skiing
be allowed. The motinn failed.
After further discussion, wherein all greens would be fenced, it was then moved by
Gergen and seconded by Duebher that snowmobiling and cross country skiing be permitted
on Brookview Golf Course this year, and that the Park and Recreation Commission
recommend to the Village Council that the fee for snowmobiling be set at $5.00
for each snowmobile that utilizes Brookview. Motion carried.
SKATING RINK CLOSINGS
- Re Manpower
Mr. Brenna explained the procedure for maintaing skating rinks and how man hours
are spread. He also explained that due to manpower shortage, some of the smaller
rinks would have to be closed, but that many of these rinks were clost to the
parks where our new recreation buildings have been built. It is felt that fewer
rinks will result in better maintenance and the rinks will be in better shape,
and therefore, will attract more residents to that rink. After discussion, it was
moved by Gergen and seconded by Thrall, that rinks for ice skating for the
1973-1974 season be maintained at the following parks: Medley Hills, Wesley,
Hampshire, Lions, Scheid, Woodlawn, Natchez, Lakeveiw Heights, Yosemite, and North
Tyrol Motion carried.
GOLF REPORT
Mr. Corey Bakken, Golf Operations Manager, gave his annual report to the Commission.
In summary, a general recap of the statistics would seem to show that the overall
Enterprize Fund showed an approximate gain or net profit of $7,000.
This gain would seem to be reflected for the most part in the area of golf fees.
Revenues received from golf activity rose from approximately $130,000 in 1972,
to $144,000 in 1973. This increase was anticipated and reflected in the 1973
budget because of the increase in green fees for the current year.
An analysis of each of the six sub operations making up theFund, show that the
current year was basically one similar to past years performance. That is to say,
that the adopted increases in fees in each area had their anticipated effect in
raising revenue where needed.

There being no further business, upon motion by Petersen, seconded by
Hammer, the meeting was adjourned at 12 o'clock.
