GOLDEN VALLEY PARK AND RECREATION COMMISSION
December 5, 1974
A regular meeting of the Golden Valley Park and Recreation Commission was held
on Thursday, December 5, 1974, at 7:30 p.m. at the Brookview Community Center,
8200 Wayzata Blvd., Golden Valley, Minnesota.
Chairman Gergen presided, and the following members were present: Brown,
Courey, Duebner, Hammer, Kelby, and Petersen; absent, Jaffe. Also present
were John L. Brenna, Director of Parks and Recreation, Corey J. Bakken, Golf
Operations Manager, and Gertrude Peterson, secretary.
MINUTES
It was moved by Petersen and seconded by Brown, that the minutes of the
regular meeting of October 31, 1974, be approved. Motion carried.
BRIARWOOD PATIO HOMES ASSOCIATION
Citizens of the Briarwood Patio Homes Association were present, and the matter
of the trail through their area was considered. The citizens feel that the
trail as proposed is not satisfactory to them, and is an invasion upon their
private property. Mr. Brenna discussed an alternative to the proposed trail.
Following discussion by the Commission, it was moved by Kelby and seconded by
Brown, that the trail plan be amended to provide a trail running approximately
300 feet south from City owned property on the north, to a turn around, and
then return to the City owned property on the north, with a bike rack located
at the north end of the trail; and that the City retain the deed granted to
the City of Golden Valley by Briarwood Patio Homes Association dated October
5, 1973.
Duebner moved to table the motion until the Trails Committee met. Discussion
followed and the motion failed.
The original motion was then carried.
OPEN SPACE COMMITTEE
Chairman Gergen read a letter from the Open Space Committee relative to noxious
weeds. The letter stated that the State Department of Agriculture is
recommending to reduce the list of noxious weeds in the state to nine, and
that the Open Space Committee is in agreement. The Open Space Committee felt
that the reduction in noxious weeds was necessary because (1) the state is
so diverse that the original reasons are not longer applicable. For example,
areas which were once agricultural, are now urbanized. (2) it would be better
for the environment if areas could be left in their natural state thereby
contributing to permanency of wild life cover. After discussion by the
Commission, it was moved by Hammer and seconded by Kelby that the Park and
Recreation Commission concurs with the Open Space Committee's recommendation
and further recommends that the City Council support the State Department
of Agriculture's recommendation.

BROOKVIEW GOLF COURSE
Corey J. Bakken, Golf Operations Manager, presented and discussed the
Brookview Enterprise Fund's annual report. Discussion followed relative to
{; the driving range, traps, fairways, etc. Kelby proposed that the chairman
appoint a sub committee to work with the staff om matters pertaining to the
golf course. Courey, Brown, Kelby, and Hammer were appointed as a sub—
committee.
BROOKVIEW COMMUNITY CENTER — alcoholic beverages
Chairman Bergen read a letter from the City Manager relative to the consumption
of alcoholic beverages at Brookview Community Center. After much discussion,
it was moved by Courey and seconded by Brown, that the matter be tabled for
thirty days to obtain further information on comparable rates, legal liability,
fees, added insurance, etc. Motion carried.
PARK AND RECREATIDN COMMISSION — procedures
Commission procedures were discussed relative to Commission, staff, and council
relationships. After much discussion, it was the concensus of the members
present that (1) the Commission must maintain a clear—cut division of
responsibility between itself, its parent body, and the professional staff. The
Commission has the responsibility to advise the City Council and the administration
on various policy matters that have been referred to them in regard to the
provisions of park and recreation services to the total community. It has no
administrative authority or responsibility. It makes general recommendations
only. (2) it is responsible for advising on the basic policies that guide the
department. The administration of the policy — the actual provision of the
park and recreation service — is a technical problem that requires a technically
trained staff. Their division of work principle serves the important and practical
purpose of enabling the commission and staff to recognize their respective
functions and to achieve the most effective working relationships to fulfill the
department's purpose.

There being no further business, it was moved by Hammer and seconded by
Petersen, that the meeting adjourn. Motion carried and the meeting was
adjourned at 11:30 p.m.
