OPEN SPACE AND RECREATION COMMISSION
July 9, 1979
A regular meeting of the Golden Valley Open Space and Recreation Commission
was held on Monday, July 9, 1979, at the Brookview Community Center. Members
present were: Diane Asproth, Lowell Benson, G. Burton Brown, Charles
Burmeister, Rhoda Jaffe, Emilie Johnson, Richard Lyons, Raymond Petersen, and
Robert Szyman. Also present were Mayor Hoover and John L. Brenna, Director
of Parks and Recreation.
ELECTION OF TEMPORARY CHAIRMAN
G. Burton Brown was nominated and seconded as temporary chairman. There being
no further nominations, the election was declared closed.
CHARGE BY MAYOR HOOVER
Mayor Hoover read and discussed the list of duties which the Council has
assigned to the Open Space and Recreation Commission. Dr. Hoover stated that
the Commission should establish their own priorities, but that the community
center issue, Laurel Avenue Ponds, and prioritizing capital long range improve—
ments perhaps are among the important issues to the Commission's agenda. Dr.
Hoover stated that the Council would like to have minority views (if any)
presented to the Council at the time the majority recommendation is presented.
MEETING SCHEDULE
The fourth Monday of each month was scheduled as the day of the regular meeting
of the Open Space and Recreation Commission. However, the July meeting is
to be held either July 16th or July 30th, depending upon availability of needed
input.
LAUREL AVENUE PONDS
Mr. Brenna explained the background and status of the landscaping efforts
around these ponds and the trail corridor, and presented the resident's
proposed modifications. Members discussed the issues involved including:
(a) policy vs. implementation, (b) desires of immediate vs. more distant
residents, (c) long term vs. short term results. At the next meeting, views
of the neighborhood and the City's opn space consultant will be heard.
ORIENTATION AND PARK TOUR
After discussion, members agreed on Tuesday, August 7th, as the date for an
orientation on the City's parks, trails, open space, and recreation programs.
The orientation will be given by Mr. Brenna at 7:30 p.m. at Brookview
Community Center
A tour of the parks and open space areas is scheduled for Saturday, August
25th, starting at 9:00 a.m. Staff will make arrangements and invite
Council members to join us. Hiking clothes should be worn.
FUTURE AGENDA ITEMS
After discussion of future items, members scheduled the following for
Open Space and Recreation Commission

intensive study and action at the next meeting:
1. Laurel Avenue Ponds (members are requested to examine the area)
2. Community Center (Mr. Brenna and Rhoda Jaffe will provide background)
3. Womens Golf Association (a change in by laws is requested)
4. Election of permanent officers (chairman, vice chairman, and
secretary required)
BROOKVIEW TENNIS
A letter from Mr. Fred Meyer of 5037 Culver Road was discussed. Mr. Brenna
will write to Mr. Meyer explaining that we would like to hear his views at
a meeting later in the season. Staff will take names of persons requesting
reservations for the remainder of the season.
GEARTY PARK
Members are invited to attend the Gearty Park dedication on Sunday,
July 15th, at 2:00 p.m.

THE OPEN SPACE AND RECREATION COMMISSION SHALL:
a) Study and review the sections of the Comprehensive Plan which relate
to Park and Recreation and Open Space, and on a yearly basis advise
the Council as to desired changes.
b) Stay abreast of current innovations in recreation, park development
programs and natural resource management by attending seminars and
subscribing to related publications.
C) Communicate with community as to total programing and assess the
needs of the residents and our ability to respond.
d) Review the periodical Golden Valley Recreation Bulletin as to con-
sistency with policy.
e) Review and recommend changes in current programs and policies based
on need, demographics, cost effectiveness.
f) Coordinate all recreation activities through personal liaison with
all organizations providing recreational opportunities.
g) Investigate all opportunities of funding from Governmental agencies
or the private sector to support park and recreation programing
and open space management.
h) Review and recommend capital improvement planning and type of
funding.
I) Be responsive to the community recognizing staff's responsibility
to administer programs and facilities.
