9-27-1999OPEN SPACE & RECREATION COMMISSION September 27, 1999 Members present: Chuck Cahill, Jim Johnson, Linda Loomis, Jim Vaughan, Jim Sicora, Roger McConico, Tom Zins and Jerry Sandler. Also present were Tom Klatt, Rick Jacobson and Sharyl Thompson. PARK TOUR Following dinner in the Lilac Room, the Commission went on their annual park tour. The sites visited were: General Mills Research Area Trails Adeline Lane cul-de-sac — Future Park site Arts School soccer field City trail — Western Avenue to Laurel Avenue MINUTES OF JULY 26 AND AUGUST 9,1999 The minutes of July 26, 1999 need to be amended to include Chuck Cahill in attendance. A motion was made by Jim Johnson and seconded by Jerry Sandler to accept the minutes of July 26, 1999 as amended, and August 9, 1999 as printed. Motion carried. ADELINE LANE PARK SITE DEVELOPMENT There was extensive discussion on the development of the Adeline Lane Park site. A motion was made by Chuck Cahill and seconded by Tom Zins to recommend the City Council consider the following: ♦ Proceed on identifying the city -owned lot on Adeline Lane as an open space/nature area ♦ Allocate money in the CIP for the development of this nature area ♦ Hire a consulting engineer to develop a plan for the area with emphasis on minimizing erosion from run-off until the street reconstruction is completed ♦ Have the lot lines officially surveyed ♦ Due to the deterioration of the path from erosion, start to maintain the path immediately at least to the sanitary sewer ♦ Improve drainage off the cul-de-sac ♦ Develop a small open area with a bench and observation area, with the opportunity to launch canoes where the path will meet the lake ♦ Provide plantings in openings along the property line adjacent to Floyd & Sue Anderson's home ♦ Install standard park signage ♦ Re -grade the path down to the lake ♦ Minimize tree loss and enhance the shoreline with appropriate plantings ♦ Secure the chain link fence between the Anderson property and city -owned lot It was the consensus of the Commission that this list of recommendations be sent to the neighbors who attended the last meeting. However, it was felt that more information should be obtained from a consulting engineer before there is another meeting with the neighborhood. Motion carried unanimously. COMPREHENSIVE PLAN The Commissioners received a copy of the Comprehensive Plan showing revisions. The Planning Commission and City Council have unanimously approved the Plan. It will now be sent on to the Metropolitan Council, neighboring cities and school districts for a sixty-day review. CIP REVIEW Rick Jacobson reported that staff is currently working on the capital improvements budget for the years 2000 through 2004. Rick reviewed potential projects to be included in the plan. PAVING OF TRAILS A motion was made by Jerry Sandler and seconded by Chuck Cahill to direct staff to pave trails where maintenance problems exist, as they deem necessary. Tom Klatt stated that they would like to pave the worst areas first, using City staff as time allows. Motion carried. There was some discussion on the trail between Western Avenue and Laurel Avenue. It was decided that a letter should be sent to the neighbors informing them of the improvements to the area ADJOURNMENT A motion was made by Chuck Cahill and seconded by Tom Zins to adjourn.
