11-22-1999OPEN SPACE & RECREATION COMMISSION November 22, 1999 Members present: Chuck Cahill, Jim Johnson, Linda Loomis, Jim Sicora, Liz Elder, Roger McConico, Tom Zins, and Jerry Sandler. Also present were Kris Tovson, Rick Jacobson and Sheila Elliott. AGENDA CHANGES OR ADDITIONS Rick Jacobson added to New Business, "2000 Street Reconstruction." MINUTES OF SEPTEMBER 27,1999 Linda Loomis brought to the commissions' attention, two changes to the minutes. Under the Adeline Lane Park Site Development, bullet three should read, hire a consulting engineer to develop a plan for the area with the emphasis on minimizing erosion from run-off until the street reconstruction is complete. Also, bullets seven and eleven combined to read; Develop a small open area with bench and observation area with the opportunity to launch canoes where the path will meet the lake. A motion was made by Roger McConico and seconded by Jerry Sandler to accept the amended minutes of September 27, 1999. Motion carried. APPOINTMENT OF LAUREL/WINNETKA AVENUES TASK FORCE Rick Jacobson and Linda Loomis gave details on the Laurel/Winnetka Avenues traffic study. Loomis shared with the members of the commission that the Council has asked for a representative from the commission to serve on the Laurel/Winnetka Avenues Traffic Study Advisory Committee. After detailed discussion, Linda Loomis was appointed to serve. GENERAL MILLS NATURE AREA Rick Jacobson gave a brief update on a proposal from General Mills regarding the donation and creation of a nature area on 24 acres of open General Mills property. This proposal would be contingent on General Mills being granted an exception from the DNR and other agencies, for having to replace their once -through water-cooled air conditioning system. CITY/ISD 270 BUILDING ADDITION — MEADOWBROOK SCHOOL Rick Jacobson discussed how the City is involved with the Hopkins School District in working to provide an addition to Meadowbrook School. A preliminary plan was shared with the commission showing the proposed addition, which could include two full sized gymnasiums for use by city programs evenings and weekends. BROOKVIEW GOLF REPORT Kris Tovson discussed the 1999 Golf season. • Course was open for 33 weeks, which included a beautiful November • Golf course hosted' 3`d Annual Celebration of Public Golf' • Excellent course conditions all year round • New cart paths added this year on holes one and eighteen • Keystone wall and plantings by hole #8 • Adding rough irrigation between holes • Driving range fence improvements should be done this winter • The Teemaster Reservation service is working out well Golf course fees were introduced for the 2000 season. Following some discussion, a motion was made by Chuck Cahill and seconded by Liz Elder to accept the proposed fees for 2000 season. Motion carried. FEES & CHARGES — RECREATION PROGRAMS The commission discussed the Fees & Charges for 2000. A motion was made by Jim Johnson and seconded by Jerry Sandler to accept the Fees & Charges. Motion carried. NEW BUSINESS Rick Jacobson informed the commission of the 2000 Street Reconstruction Program, which could affect the areas around Hampshire, Wesley, Wildwood, Seeman, Golden Oaks Park, and the open space area located on the corner of Plymouth Avenue and Orkla. With the reconstruction of the new streets comes the need for additional pond storage areas. The Engineering department is working on a study as to where these ponds could be located, which could include the possibility of additional ponds in some park areas.
