9-22-2003n gm alley Open Space & Recreation Commission Meeting Minutes Brookview Community Center Monday, September 22, 2003 — 7.00 PM CALL TO ORDER Meeting called to order at 7:05 p.m. II. ROLL CALL IV. IJ Present: Liz Elder, Roger McConico, Tom Zins, Chuck Cahill, Jim Vaughan, Jerry Sandler, Jim Johnson, Lance Ness, and Tom Kuelbs. City Staff: Rick Jacobson, Director of Parks & Recreation Sheila Van Sloun, Administrative Secretary Absent: None AGENDA CHANGES OR ADDITIONS None APPROVAL OF MINUTES — July 28, 2003 MOTION: Moved by Liz Elder, seconded by Jim Vaughan, to approve the minutes of the July 28th meeting. Motion carried. GOLDEN VALLEY GIRLS SOFTBALL UPDATE Jerry Sandler told the commission that there were 340 participants this year, which is up from last year. There are nineteen teams in the senior league for grades 7-12 and twelve teams in the junior league for grades 3-6. The traveling/All Star program has teams in the 12 and under, 14 and under, 16 and under, and 19 and under age divisions. Jerry reported that the 14 and under team won the summer and fall state tournaments and the 16 and under team took 2nd in state. Jerry thanked the staff on behalf of the association for the use of the fields and for their excellent condition. VI. OLD BUSINESS 1) South Tyrol Park Trail Update — Rick Jacobson updated the Commission on past and future meetings regarding this project. He explained that the October 27th OSRC meeting will be a joint meeting with the Environmental Commission to discuss proposed policy changes regarding trails. Correspondence from staff and the South Tyrol neighborhood were distributed. 2) Wirth Beach Study — Roger McConico updated the Commission on the Wirth Beach project explaining that funding had been secured for the project and construction is scheduled for 2004. OLD BUSINESS (continued) 3) Sidewalk Committee — Jim Vaughan reported on the Sidewalk Committee meeting which was held August 21St. The sidewalk priority list was reviewed along with the priority ranking system. Three Rivers Park District, First Tier Trail revised alignment in Golden Valley was discussed. The original trail was planned to go east on Culver from the new Highway 100 pedestrian bridge, but due to construction limitations a revised alignment which goes from the pedestrian bridge south along Unity Avenue, then east on Westbend to south on Regent to CSAH 66 (Duluth St./Golden Valley Rd.) to Wirth Parkway was discussed. The consensus of the Commission was agreement of the new alignment. 4) Envision Golden Valley — Jerry Sandler said that the committees are very active and that up to fifty facilitators need to be recruited and trained. Anyone interested should contact city hall. 5) Luce Line Trail — Rick Jacobson reported that he and City Manager, Tom Burt, had met with staff from the Three Rivers Park District to discuss the current status of the Luce Line Trail. Three Rivers staff indicated that if the Golden Valley City Council continues to support the construction of the trail, Three Rivers staff would recommend to their board that a feasibility study be conducted for the most appropriate alignment between Pennsylvania Avenue and Douglas Drive. 6) First Tier Trails — This information was covered under the Sidewalk Committee report. VII. NEW BUSINESS Rick Jacobson reminded the Commission that the next scheduled meeting will be a joint meeting with the Environmental Commission to discuss proposed policy changes regarding trails at City Hall on Monday, October 27th at 7:00 PM.
