Once approved, Council will distribute the booklet at the Legislative Breakfast scheduled for January 27, 2018 at 9:30 am. Support Tax Incentives For Community Reinvestment ..................13 Appendix 1 ...............................................................................................15 Appendix 2 ...............................................................................................17 Appendix 4 ...............................................................................................19 Appendix 6 ...............................................................................................21 These priorities are supported by the Golden Valley City Council, along with Metro Cities, League of Minnesota Cities, and Regional Council of Mayors policies, and may be used by local officials and staff to advocate for during the Legislative session.             Executive Summary   Golden Valley Council/Manager Meeting  December 12, 2017    Agenda Item   2. Employee Handbook Discussion    Prepared By  Kirsten Santelices, Human Resources Director    Summary  Council needs to review the Employee Handbook revisions to be approved at an upcoming  Council Meeting. Once approved, the handbook will be effective January 1, 2018 for all  employees. It is in the City’s best interest to regularly review all handbook policies and  procedures and update old, outdated language, consider new case law, and ensure the handbook  reflects any changes in statutes. Staff used a combination of current handbook policies and  sample policies from the League of Minnesota Cities to draft the new handbook. Each section  was reviewed carefully by the Best and Flannigan legal team. Aside from restructuring the  document, adding some additional legal requirements (eg, wage disclosure notice), and removing  some detailed procedures (important to Human Resources but not to employees), there were a  few significant policy changes. These changes are summarized below:    A. Respectful Workplace   Increased attention to the City’s commitment to a workplace free from discrimination,  harassment and retaliation. Also provided clearer language on the reporting procedures  for filing a complaint.    B. Tobacco, Drug and Alcohol   Due to law changes in Minnesota, the City needs a policy and procedures related to  medical cannabis.     C. Dress Code  City has moved to a “dress for your day” policy, which allows employees the flexibility to  dress either more professional or more casual dependent on their daily activities.  Language on dressing according to one’s gender identity, as well as reasonable religious  accommodations was also added.        D. External Communications   Policy changes to reflect appropriate procedures in communicating with the media,  communicating on behalf of the City, and communicating through social media outlets.    E. Separation   Policy change to how employees use vacation/PTO during period of time after giving a  notice of resignation or retirement. The policy change would require employees to give a  “working notice” of at least two weeks to leave employment in “good standing.” Leaving  in good standing means employees may be eligible to be paid out his/her accrued but  unused paid time in form of a severance.    Executive Summary Golden Valley Council/Manager Meeting December 12, 2017 Agenda Item 3.
