Presentation - Lime Bike Prepared By Marc Nevinski, Physical Development Director Summary Representatives for Lime Bike, a dockless biking system, will be in attendance to discuss with Council a possible pilot project for our City. METRO Blue Line Extension Update Prepared By Jason Zimmerman, Planning Manager Summary Work on the light rail project, the METRO Blue Line Extension (Bottineau), continues to be carried out on many fronts, even as the wait for a green light from the federal government continues. Metro Transit Metro Transit’s Project Office, which is leading the efforts to construct the line, recently completed plans at the 90% level. These were reviewed by staff. At this point, the vast majority of issues have been resolved and remaining items are typically smaller details, such as the design of fencing along a walkway or the type of pavement markings that will be used at a station platform. City staff continues to meet with the Project Office every other week to address remaining questions and discuss plans for construction. Every month, staff meets with others from the corridor cities as well as Hennepin County, MnDOT, Three Rivers, and other partners at the Technical Project Advisory Committee (TPAC) meetings. Other representatives from the community and local businesses meet monthly at the Community Advisory Committee (CAC) and the Business Advisory Committee (BAC) meetings. Representatives from each city meet monthly at the Corridor Management Committee (CMC) meetings. Two primary issues remain as roadblocks to implementation of the light rail plans. The first is negotiations with the Burlington Northern Santa Fe (BNSF) railroad to secure rights to the eastern half of the rail corridor through Golden Valley, Robbinsdale, and Crystal. The railroad has said they will not engage in negotiations for the Blue Line Extension until all negotiations with the Green Line Extension (Southwest) have been concluded. This is expected to happen soon. The second is the unclear status of federal funding for the project, which would cover approximately 50% of the total cost. Due to clouded budget talks in Washington, DC, the timing for resolution of this issue is unclear. Construction is currently slated to begin in 2019 with daily operations beginning in 2022, though these dates may slip as the outstanding issues remain unresolved. Hennepin County - Bottineau Community Works Hennepin County Community Works, which strives to collaborate with local partners to address problems and strengthen neighborhoods, has created Bottineau Community Works to assist with the planning and implementation of projects “beyond the rails” of Metro Transit’s Blue Line Extension work. City staff meets monthly with partners from other organizations; a steering committee of elected officials meets quarterly. There are currently three major initiatives associated with the light rail project: a Federal Transit Administration (FTA) grant that is addressing housing, zoning, infrastructure, wayfinding, and community engagement; a McKnight Foundation grant that is coordinating small business support and placemaking, and a Blue Cross Blue Shield MN grant that is examining health equity along the corridor. Golden Valley staff is involved in each of these efforts to varying degrees. Two studies are underway as part of the FTA grant. The first is being led by the consulting team of Perkins + Will and has conducted housing and commercial market studies that will help inform what types of developments may be needed in the light rail station areas. Staff has reviewed the housing market study draft report and received the preliminary findings from the commercial market study. Final reports for both are forthcoming. In addition, this team is researching and will be proposing new Transit Oriented Development (TOD) zoning language, ready for adoption into City Code, that would regulate new development in the station areas. The second study, just underway, is being led by SRF and will examine a range of infrastructure topics, including performing a circulation and connectivity assessment, drafting a bicycle and pedestrian connection implementation plan, and researching the feasibility of shared mobility options to link the wider community with the light rail line. Golden Valley is most interested in understanding what a citywide circulator might look like and how it could connect employees with the Golden Valley Road station. Both efforts require community engagement. The consultants would like to conduct a public meeting in March to present information and gather feedback on the two studies. Additional future work will include developing standards for corridor wayfinding and investigating innovative financing tools for implementation of station area plans. The McKnight Foundation has funded an initiative that will provide small business support and will also utilize local artists to conducting placemaking in advance of light rail construction. This is similar to work that was done along the Green Line in St. Paul. Finally, Blue Cross Blue Shield MN is wrapping up a multi-year effort to explore health equity along the proposed line. Though this work, a handful of demonstration projects have been tested along the corridor. In Golden Valley, pedestrian improvements (pavement markings and delineators) on Golden Valley Road near Courage Kenny were tested for possible long-term implementation. Connect Blue Line Now! Lobbying efforts by leadership from the corridor cities continue to urge state and federal officials to support the line. Staff Request Consultants for the TOD Zoning study are available to present to the City Council and/or Planning Commission on the potential for transit oriented development at the Golden Valley Road station. Staff would like direction from the City Council as to when this information should be shared and in what venue.
