City Attorney Cisneros responded that there was only one minor ch�i��e t��`�+t�irding to accurately reflect agreed upon rule changes from April ���� 23 meeting. Chair Kumagai also`asked for clarification around the commission members responsibilities under the new rules, and the accountability of the City Manager. City Attorney Cisneros responded that the City Manager is accountable to the City Council. Commissioner Wold responded that the City staff would continue to operate the day-to-day responsibilities within the department with the Commission's oversight and approval of each process and steps within the process. Commissioner Schultz asked about the Commission's ability to change the rules and regulations at any time. He expressed concerns about the Commission's ability to change the rules at any time. City Commissioner Wold responded that the Commission does have sole authority, given by State statute, to MEETING MINUTES—Civil Service Commission 2 change the rules at any time without running it by the City staff, the City Manager, or City Council. Commissioner Wold further stated that just because the Commission did have that authority, doesn't mean that they would make changes without consulting the staff, City Attorney or City Council for , advice. Discussion continued around how, when, and why the Commission would make changes to the �I rules. Council Member Clausen shared concern that if the Commission could make these changes at any time that the entire process of changing the current rules could be considered a loss. City Attorney and City Manager confirmed that the statute does allow the Commission to change the rules at any time, and that it is not inconsistent with how other co assions operate, except that in the other commissions, all bylaw changes must be approved by the Cc���il. y���, �f No further discussion ensued.
