1:30 pm in the City of Golden Valley Council Chambers.

Approval of Revised Minutes — May 1 2019
Moved by McDonald seconded by Cruikshank to approve the revised minutes of the May 1, 2019 Joint
Water Commission Meeting. Motion carried.
Received and File 2018 Financial Report and Management Letters
Staff reviewed and reported on the 2018 Financial Report. As no motion is required, the Commission
directed Staff to accept, receive, and file the 2018 Financial Report and Management Letter.
Approve Resolution #19-03 Adopting the 2020-2024 Capital Projects for the Golden Valley -Crystal -
New Hope Joint Water Commission
Staff reported on the 2020 through 2024 Capital Projects. The Commission stated they are approving
the Capital Plan as presented. The Commission directed staff to notify Commissioners when Golden
Valley, Crystal, and New Hope City Councils approve their individual Capital Project budgets.
Commissioner McDonald introduced the following resolution and moved it adoption:

SCOPE: This report covers the project design's effect on the safety and sanitary quality of the drinking
water. This report applies to this project only, and not to any additional parts of the water system. The
examination of plans is based on the assumption that the information provided is accurate and
complete and that the owner has the necessary legal authority to construct the project. The project
designer is responsibile for, but not limited to, the structural features, material selection, sizing of
materials and equipment, equipment effectiveness and installation methods.
Plans and specifications are examined with regard to the location, construction, and operational
features of the design and maintenance of all parts of the system, which may affect the safety and
sanitary quality of the water. Examination is based on the standards of thip..,department.
COMPLIANCE: Construction must be according to the approved plans and specifications. If changes are
made to the approved plans, Minnesota Department of Health (MDH) approval must be obtained before
such changes are made. Otherwise, the construction will be considered as installed without proper
approval. A separate correspondence will be issued for changes or addenda.
INSPECTIONS: It is the responsibility of the owner or owner's agent to contact MDH for any inspections
that are listed in the requirements of this report.
This project consists rehabilitation of the clearwell and the north and south reservoirs for the city of
Golden Valley.

The reservoirs rehabilitation includes caulk replacement, concrete repair, and interior piping sand
blasting and recoating.
The clearwell rehabilitation includes the sand blasting and recoating of the sluice gates, overflow, inlet
and outlet piping, and other miscellaneous work.

1. No additional requirements.
The approval for construction of this project is valid for 2 years from the date of this letter. If project
construction has not begun within the two-year period, plans and specifications must be resubmitted to
MDH for approval before any construction takes place. While the project has been approved, additional
recommendations or requirements may be made to the project when changed conditions, additional
information or advanced knowledge make improvements necessary.

The City of Minneapolis Water Treatment and Distribution Services Division (WTDS) recently completed
its updating of the Cost of Service (COS) Model, a process which occurs every three years per your
wholesale customer contract. This update of the model will be used as the basis to set WTDS
wholesale customer rates for 2020, 2021, and 2022. Below is a brief refresher on the wholesale rate
setting process.
0 In a non -COS Model year (e.g., 2018, 2019) the wholesale customer rate from the previous year
is adjusted by the percentage change in the average monthly Minneapolis residential bill
compared to the previous year to arrive at the new wholesale customer rate. For example, the
current year's rates, 2019, were set by applying the percentages change in the average monthly
Minneapolis residential bill from 2018 to 2019 (2.88%) to the 2018 wholesale rates.
o "Average monthly Minneapolis residential bill" is defined as the monthly bill for a
Minneapolis residential customer consisting of 7 billing units of water consumption and
the fixed charge fee for a 5/8" meter).
In a COS Model year (e.g., '2020) rates are first reset with the updating of the COS Model and
then adjusted to the upcoming year based on the percentage change in the average monthly
Minneapolis residential bill. WTDS starts by updating the COS Model with the most recent
year's data, 2018. This generates wholesale rates for the year 2018. Next, to get to the rates for
2020, these 2018 rates are adjusted by the change in the average monthly Minneapolis
residential bill from 2018 to 2019 (2.88%) and again by the change from 2019 to 2020 (2.80%) to
come up with the rate that will go in effect January 1, 2020.

near their pump house this year.

Valley tower painting In 2020.
