07/28/59 CSC MinutesE VILLAGE OF GOLDEN VALLEY MINNESOTA OFFICE OF 7830 SIXTH AVENUE NORTH POLICE DEPARTMENT GOLDEN VALLEY, MINNESOTA LI. 5-8841 LI. 5-8811 CIVIL SERVICE COMMISSION MEETING A meeting of the Golden Valley Civil Service Commission was held on July 28., 1959, at the Village of Golden Valley Civic Center - 7800 Golden Valley Road. The meeting was called to order by the President,, Hans Reiss,, at 8:15 o'clock P. M. Members present were Reiss and Alfred Blasing. Member absent: Enghauser. Police chief Frandsen also attended. Mr. Reiss asked the Chief if he would discuss or explain the letter that he had sent to the Commissioners the prior week. The Chief explained that the eligible register was entirely used up and that a new one probably should be established before the first ofDecember, so that if one of the present officers, who are serving their probationary period did not work out, that there would be a register from which another man could be taken. After a discussion, Mr. Blasing made a motion to adypr se in the official news- paper of the Village (Suburban Press) on September, I 959, and the Minneapolis paper on September 13, 14, 15, and 16, 1959, if the OtK1 was received from the Vi-Ilage Council for an examination for the purpose of,establishing an eligible register for Police Patrolmen for the Village of Golden Valley on October 17, 1959, and the oral examination two weeks later. Mr. Reiss seconded. The motion carried. Mr. Blasing made a motion to contact the State Civil Service Department in regard to obtaining examination booklets for the above examination. Mr. Reiss seconded the motion. The motion was carried. The matter of establishing a Sergeant, Lieutenant or Captain was brought to the attention of the Commissioners by the Chief (Frandsen) and after discussing the matter the Commissioners thought an examination may possibly be given at the same time as the one on October 17, 1959. Another meeting was suggested in the near future, so that specifications for the above positions could be incorporated in the Civil Service Rules &,Regulations, and provisions made for examination. Motion made by Mr. Blasing and seconded by Mr. -Reiss to have Mr. Frandsen contact the following: Minneapolis Police Department St. Paul Police Department St. Louis Park Police 'Department Edina Police 'Department Civil Service Department League of Minnesota Municipalities for specifications., wage schedules and any other information they may be able to supply regarding the ranks of Sergeant, Lieutenant and Captain positions. Motion carried, Mr. Frandsen was so ordered. Motion was made by Blasing and seconded by Reiss to adjourn --carried. These minutes were taken by Chief Frandsen in the absence of the Secretary, John Enghauser, as requested by the President Hans Reiss.
