Minutes of Civil Service Commission
Meeting of the Civil Service Commission was held at the Village
Hall at 4:15 P.M., September 14, 10',60.
Members_Rresent Chm. Enghauser; Secretary, Blasing; Comm. Reiss;
Also ,�invited-gdests present were, Roger Ulstad, Village Manager,
and Everett Frandsen, Chief of Police, and Patrolman Alois Stein.
Pursuant to the minutes of the July 14, 1960 meeting, the
Commission met today to again further consider the status of patrol-
man Alois Stein relative to the series of garnishments as noted
previously.
Chairman Enghauser pointed out to Stein that the Villave has a
large investment in him, -re-training, experience, etc., and that
the Commission has as a prime duty to the Village to see that the
Village has an efficient and effective police force. Ohm. Eng-
hauser pointed out that Stein places himself in a position
whereby his efficiency and effectiveness might be impaired as a
result of his (Stein's) financial position.
After some discussion with member Reiss and Secy. Blasing, Ohm.
Enghauser asked Stein if he would be willing to list all of his
obligations so that creditors could be satisfied over a period of
time. Stein refused. Ohm. Enghauser then asked Roger Ulstad
what his thoughts were and he explained to Stein that the
Village would not countenance any more garnishments which had
been spelled out in his previous meeting with Stein and that he
felt the same as the Com -mission relative to efficiency and
effectiveness of Stein. Ulstad then proceeded to lay out a
possible plan for a third party to administer the gradual pay
off of creditors so that the village's &nvestment in Stein could
be salvaged and prevent any further garnishment actions. Stein
asked for time to consider the proposal and the Commission set
October 1, 1960 as the deadline for an answer, that a plan has
been worked out, accepted by Stein and his creditors, and ready
to be implemented or that Stein has turned down the plan.
After some further discussion Stein was excused and then Chief
Frandsen and Roger Ulstad had some further discussions of the
above with the Commission. They were then excused.
Secretary Blasing then informed the Commission that the eligible
register for patrolmen was now depleted to two men because of
resignation of probationer Bauman, the physical unfitness of
Niskanan, the request to be taken off the roster by Hagen, and
the appointment of McGary to probationary status as of September
16P 1960.

Motion by Reiss to instruct Chief Frandsen to set in motion
necessary procedure for holding of anotiker Civil Service examin-
ation for position of patrolman. Seconded Enghauser, unanimously
carried. Secretary so instructed Chief orally this date.
Theee being no further business, Reiss moved, Blasing seconded,
carried unanimously that the Commission adjourn.
