Chairman Meyer called the meeting to order at 7 :40 P.M.
Eligibility Requirements for Sergeant
The minimum requirements are :
" (1) Graduation from an accredited four year college or
university with a baccalaureate degree (this educa-
tional requirement shall be waived for police officers
on the Golden Valley Department of Public Safety as ,
of 1/1/73, except that aft�r 1/1/78 such police
officers must have completed 90 credits) , and
(2) At least two years full time experience in a federal, �
state, or municipality law enforcement agency, and '

and
(4) Satisfactory character reference, and
(5) United States citizenship. ��

Meeting of Civil Service Commissions
Dave Gorski was asked to investigate the possibility of the
League of Municipali.ties sponsoring a meeting of civil service
corrunissioners of the Western suburbs. The purpose will be to
discuss police �ff.icer reciu.i-rements and open examination.

Human Rights Commission Request
Human Rights Commission members may observe the proceedings of
selective civi.l service oral interviewC. The HRC representative
will be free to ask questions during the interviews, but will
have no voting powers.
(Mitchell, Heckman) Motion passed 3-0
Eligibility Register for Sergeant
A new register is needed and a testing procedure must be estab-
lished. Consideration will be given to developing a new written
test. Bob Heckman will review available materials and suggest
a reasonable approach to develop such tests.
Relationship of Civil Service Conunission and Police Personnel
The `CSC is to be used as a source of appeal in cases of police
personnel discipline action. Hence, the CS� shall not be a
part of the discipline process. Commission mem�ers concurred
on this procedure.
