Call to Order
The inaugural meeting was called to order at 6:32 pm by Gillian Rosenquist.
Roll Call
Members present: Randy Anderson, Nancy Azzam, Dipanjan Chatterjee, Daniel Feldman, Trey
Gladney, Chris Hartzler, Mark Hastie, Thomas Huling, Julie Jonas, Gloria
Kumagai, Randy Mahlen, James Rhodes, and Andrew Wold.
Staff present: Gillian Rosenquist, Council Liaison; Maria Cisneros, City Attorney; Kiarra
Zackery, Equity and Inclusion Manager; Jason Sturgis, Police Chief.
Introductions
Council Member Rosenquist welcomed everyone to the inaugural Police Commission Task Force
Meeting. All Task Force and staff members introduced themselves to the group and shared answers to
the following questions:
What called you to participate in this Task Force?
What do you hope/expect as a result of this Task Force?
Approval of Agenda
MOTION by member Rhodes amend agenda to add election of vice chair. Seconded by member Wold.
Motion carried 13-0.
New member onboarding
Equity and Inclusion Manager Zackery led the Police Commission Task Force new member orientation.
The presentation included a basic overview of the City’s structure, the City’s guiding principles and core
values, as well as the Task Force Structure and expectations. Zackery also provided instruction on
conduct at meetings and the requirements of the Open Meeting Law.
Vice Chair election
Chair Rosenquist outlined the roles of the Vice Chair and launched the debate for nominations for the
election of a Vice Chair. Members Azzam and Hartzler volunteered to act as Vice Chair.
MOTION by member Anderson to appoint Nancy Azzam as Vice Chair of the Police Commission Task
Force. Seconded by member Hastie. Motion carried 13-0.

New Business
Determine future meeting times
Members discussed the schedule for future meetings. Members shared their day and time-frame
preferences. The group scheduled the following meetings:
December 3, 2020 at 5:00 pm
December 17, 2020 at 5:00 pm
January 7, 2021 at 5:00 pm
January 28, 2021 at 5:00 pm
Beginning February, 2021 the Task Force will meet at 5:00 pm on the second and fourth Thursday of the
month.
FTP server site preview
Zackery explained the Task Force will be utilizing an FTP site as the cloud file sharing platform. Staff will
upload all reading assignment and meeting related materials to a shared link for members to access prior
to each scheduled meeting.
Adjourn
MOTION by member Chatterjee to adjourn at 8:15 pm seconded by member Azzam. Motion carried by
unanimous consent.
