08-01-39 City Council MinutesAugust 1, 1939 73 Meeting called to order by the chairman, Paul A. Seeman. berrbers present; Seeman, Frandsen, Reiss, Wilson. Minutes of the previcus meeting read. There being no corrections or objections, minutes accepted as read. Motion by Feiss, seconded by Frandsen, that the municipality of Golden Valley accept the offer of membership in the League of Minnesota Municiralities from September, 1939, through August, 1940. Seeman, Frandsen, Reiss, Filson (Yes). Yotion by Reiss, seconded by Frandsen, to grant the Minneapolis General Electric Co. permit to erect poles as requested. Seeman, Frandsen, Reiss, Wilson (Yes). Motion by Reiss, seconded by Frandsen, that the report from engineer, Mr. Graber, in regard to the improvement of ?Meadow Lane Avenue, commencing at 4th Avenue No. and end -Ing at the intersection of Glenwood Avenue, be accepted and that a notice of Hearing be published, and the date of Hearing set for August 21, 1939. Seeman, Frandsen, Reiss, Nilson (Yes). Motion by Reiss, seconded by Frandsen, that the proposed Hearing in connection with the streets in Vest Tyrol Hills be August 21, 1939. Seeman, Frandsen, Reiss, Wilson (Yes) . Sealed bids on 750 feet more or less of 18 inch culverts were opened. Motion by Reiss, seconded by Frandsen, that these bids on 18 inch culverts lay over until the next meeting. Seeman, Frandsen, Reiss, Wilson (Yes). Motion was open to fill the vacancy on the ccxncil caused by the death of Wm. Engelbretsen. Clarence Tolg was nominated by 'Nilson; Jack Finn was nominated by Reiss; P. B. Olson w.s nominated by Frandsen. Voting by secret ballot. Clarence Tolg - 2 votes; Jacr Finn.- 0 votes; P. B. Olson - 2 votes. Ended. in a tie vote. Motion by Reiss, seconded by Frandsen, that balloting be discontinued. Seeman, Frandsen, Reiss, Wilson (yes). The chairman announced that there being a tie vote to fill the vacancy on the council and there ao'p eared to be no grounds for settling the matter, it would be necessary to appoint someone to fill the vacancy. The chairman appointed Mr. Clarence Tolg to fill the vacancy caused by the death of Wm. Engelbretson. Mr. Edelman, village attorney, administered. the oat's of office to Mr. Clarence Tolg and 14r. Tolg took his seat on the council. Legal notice of Hearin.- on vacating that portion of South Tyrol Trail in Tyrol Hills addition between France Avenue South and the intersection of Brenner Pass. No objection to vacating,the following resolution prevailed: Notion by Reiss, seconded by Frandsen, that we vacate that portion of South Tyrol Trail as per notice and that Don Fu.ren be required to furnish our attorney- vrith the necessary deeds.
