The meeting wAts called to order by the President Raymond T. Raskop.
Upon call of the roll members present were: Raskop, Frandsen, Busch, and,Reiss.
Members absent: Wilson.
The President asked for the reading of the minutes of the last regular meeting
on June 16. Motion by Busch seconded by Reiss that the minutes stand approved
as read. Raskop, Busch, Reiss, Frandsen, Yes. Motion carried.
Treasurer's report was read and ordered approved and placed on file.
A brief report was given by Arvid Johnson and Charley Frandsen on work done on
the roads. Several ;people had been laid off on WPA and Arvid Johnson reported
hiring several doing common labor at the Village scale.
The recently appointed Fire Committee was present and had a very fine report to
_present to the Council on the investigation made in the matter of establishing
a Volunteer Fire Department -in theVillageof Golden Valley and the purchasing
of fire equipment. A report was read from the President setting forth the de-
tails of a trip he made with two members of the Fire Committee, namely, Fletcher
Olson and Art Campbell to -Winstead, --Minnesota to inspect their fire equipment
and fire department setup. The clerk also read a letter from the Fire Committee
in which they set forth three recommendations to the Village Council:
1. Establishment of a Volunteer Fire Department and adoption of
an appropriate ordinance, of which a model was submitted.
2.. Purchase of Afire equipment in accordance with proposal and
bid submitted by Flour City Body Corporation.
3. Establishment of a Volunteer Fire Department and purchase of
equipment be done in cooperation v:ith National Board of Fire
Underwriters in Minneapolis,

The inembers of the Fare Comi.ttee who represented the Various districts in Golden
Valley were heard from in a discussion conducted with the members of the Council
and on the floor. Nr. Ostrood read a report and gave statistical figures on costs
of equipment purchased, and operations of the Village of Richfield, which was based
on a State Public 'Examiner Report of Audit for the years 1940 and 1941. Jar. Campbell
made mention also of another bid which was received from Excelsior on a truck two
years older than the previous bid., and for which they asked $1200 not including any
equipment. mrr. Hartunee renorted on an investigation he had made in regard to the
housing of the fire equipment. The Minneanolis Northfield and Southern Ra.ilroid
had given their permission to house the equipment and also would furnieh a driver
six days a week. Pletcher Olson spoke favorably of the tri -,o made to Winstead,
Minnesota saying the truck which this fire department had previously owned. was the
one on which the bid was presented by the Flour City Body Corporation. He said
the truck was in good sha-oe and recommended buying it. Lir. Campbell urged the
purchase of this equipment now as it would not be available at a later date and
new equipment would not be available at all. Mr. Ra.skop expressed the Council's
appreciation for the thorough investigation and report which the Fire Committee
had made and presented to the Council,
Motion by Reiss seconded by Busch that a first reading be given the ordinance
entitled: 111U Ordinance to Provide for the Organi?ation and Regulation of a
Volunteer Fire Department in. the Village of Golden Valley". I skop, Reiss, Busch,
Frandsen, Yes. Motion curried.
After extensive deliberation by the Council, it was moved by Reiss and seconded
by Frandsen that the Council inspect the equipment before anything further be done
in consideration of a purchase, and thereafter a special meeting of the Council.
should be called for the purpose of considering the purchase of the fire equip-
ment. A tentative date was set for Friday evening, July 10.
Notion by Reiss seconded by Busch to adopt the follorin resolution:
RESOLUTION PROVIDING ^OR'M, ISS1CANCE AND SALE OF $17,540
STREET ILTROVIMIENT WARRANTS
WHEREAS, the Village of Golden Valley has heretofore determined to
issue and sell street improvement warrants on account of Street Improvement
No. 2 of said Village, 'and has entered into a. contract for the sale of said
warrants to Thrall 'Gest Company; and
WHEREU, special a ssessments have been duly levied against benefited
property by resolution of the Village Council; and
1'HERP.�.S, three of the property owners :assessed for said improvement
appealed from the special assessment and upon order of the Distriot Court of
Hennepin County a reassessment has been made, confirmed, and adopt�;d, and said
owners have now appealed from such reassessment, which appeal is now pending
before the said. Court; and
'HER.EAS, the contractors for said improvement are demanding payment
and the Village has no funds with which to pay the amount due therefor; and
Mdl3EREAS, Thrall nest Company are willing to accept 417,500 of said
warrants in anticipation of the special assessments as heretofore levied and
certified to the County Auditor;
ATU111i', THEREFORE, BE IT RESOLVED by the Village Cou):Icil of the Village

the Treasurer is authorized to deliver to Thrall Widest Company $17,500 Street
Improvement No. 2 Warrants, dated July 1, 1941, bearing interest at 6% per
nnum, and maturing on January 1 in the amount of $500 in 1943, $2000 in each

each shall be cancelled and destroyed yard ro more than $17,500 of said vrarrants
shall be issued in anticipation of the csssesements heretofore levied for said

4. The proceeds of the special assessments heretofore levied for
Street Improvement �=o, 2 shall be used solely for the payment of the warrants
hereinabove described and to be issued hereunder, and shall be used for no
other purpose until all of such warranits and interest thereon shall have
been paid in full.

The President reported that the Village Doctor was in the Army and that the
Council of necessity was compelled to appoint or elect a new Village Doctor.
The name of Dr. Arthur C. Kerkhof was suggested. Lotion by Reiss seconded -by
Frandsen to appoint Dr. Kerkhof of the Glenurban Addition as the new Village
Doctor. Raskop, Busch, Frandsen, Reiss, Yes, Motion carried.
The President also presented some material he had received,on sirens and turned
it over to the Fire Committee for investigation.
