08-07-45 Council MinutesAug. 7,1945 The meeting was called to order by the President Geo.E. Hanson Members present Ha -son Frandsen Reiss Moe Wilson Minutes of the regular Council meeting held July 17,1945 were read Motion by koe seconded by Reiss that the minutes stand aonroved as Hanson Frandsel l iss Uoe Nilson (YES) klotion by Reiss seconded by Moe to grant the Northern States Power Cc permission to install 2 poles in Village Streets in accordance with its plan #E -784-D . -Hanson Frandsen Reiss Moe Wilson (YES) Motion by Moe seconded by Reiss to grant the Golden Valley golf Club a club on sale liquor license. Hanson Frandsen reiss Moe'Wildon (YES) A letter from Cleo Kennedy asking the Council for permission to build on lot 12 Block 3 Tyrol Hills, was read. Motion by Reiss seconded by Frandsen that the letter be referred to the Planning Commission. Hanson Frandsen Reiss Moe Wilson (YES) A netetion from Harry Lund and others for an outlet road from 14th & Kelly Drive, East to kedicine Lake Rd and Belt Line, also "Nest to Winnetka Ave, was read. Motion by Frandsen seconded by Reiss that the netetion be referred to the Planning Commission. Han son Frandsen Reiss A oe Wil3oh (YES) A letter from Er Spaeth Commissioner of Taxation stating that a reassessment of all property in the Village has been officially ordered, was read and filed. A petetion from Leo Schulz and -others asking that an alley in block 1 Glenview Terrace Unit 2 be graded and graveled was read and filed. Motion by Moe seconded by :*ins to ado-ot the following resolution T Whereas petetion in writing signed by Leo Schulz and others A dated August 7,1945 has been duly filed with the Village Council requesting that the alley in Block 1 Glenview Terrace be improved by grading and graveling now therefore; Be it resolved that said petition is hereby determined to have been signed by a majority of the owners of pro-perty abutting on said propoded improvement as required by chapter 311, laws 1927 BE IT RESOLVED by the Village Council of the Village of Golden Valley that it deemed necessary and expedient to improve by grading and graveling the ally in block 1 Glenview Terrace Unit 2, and that dire the 21st day of Aug. 1945 ,at 8 o'clock p.m.,this Council will meet at the Village Hall in said Village and will at said time and -place hear the parties interested therein in reference to such improvement, in whole or in part. !611 84 41', Passed Aug.7Y1945 `resident �'/ resident of the Village Council attest; Clerk Hanson Fr6nds-:n Reiss Moo Wilson (YES) A latter from the Glenview Terrace Improvement Ass'n inquiring as to what action had been taken by the Council with recards to o,jllnecting to the M-ols Water System) was read. Motion by Reiss seconded by Frandsen that the Village attorney be instructed to check into the possibility of connecting to the Mple Water System. Hanson Frandsen Reiss Moe Wilson (YES) Motion by Reiss seconded by Frandsen that the question of Federal Gov't loans to the Village as outlined by Mr Esterbrook be referred to the Planning Commission for recommendation. Hanson Frandsen Reiss Moe Wilson (YES) - The Clerk read the resignation of Leonard Beis from the Planning Commission. Motion by Reiss seconded by Frandsen that the resignation of Leonard Beis be accepted. Hanson Frandsen Reiss Moe Wilson (YES) The president recommended that Harold Kindseth fill the unexpired term of Leonadd Bies. Motion by Wilson seconded by Moe that 'Harold Kindseth be appointed to the Golden Valley Planning Commission to fill the unexpired term of Leonard Bied. Term to expire Dec.21,1947 Hanson Moe Wilson (YES) Frandsen Reiss (NO) The Clerk read the resignation of Mrs Crandall from the Planning Commission. Motion by Reisss seconded by Moe that the resignation of 1`irs Crandall be accepted. Hanson Frandsen Reiss Moe Wilson (YES) Motion by Reiss seconded by Frandsen that the appointment of a new membbr to succeed Mrs Grandall on the Planning Commotion be tabled until the next Council meeting, Hanson Frandsen Reiss Moe 'Nilson (YES) Bldg Inspectors, Police and Treasurers renorts were read an d filed. Motion by Moe seconded by Reiss that the attorney be instructed to .0 make arrangments to redeem as many state water main bonds as possible in accordance with the rules of the State Board 6f Invest- ments adopted April 23,1945. Hanson Frandsen Reiss Moe Wilson (YES) I I 2 Aug 7,1945 The President appointed the:"�intire Council a, committee to meet with the fire committee on Ion. nite at 8 o'clock P.M. to look over a fire ststion site. Ur Beal presented a, petition with 260 signitures asking for a special election to determine whether or not a primary election be established in the Village. Potion by Reiss seconded by Moe thatnthe clerk be instructed to check names with the official registration list and report back at the next Council meeting. Hanson Frandsen Reiss Moe Wilson (YES) The Fire chief recommended that the Council not renew option on the R.R. property for a fire station. A lengthy discussion between the Council and the audiance on the special census was held. The president recommended that the Village attorney be removed. No action was taken.
