Minu tes of the Couneil meeting held Nov. 20,1945 was read. Motion by Moe seconded by Frandsen that the minutes stand approved as read. Hanson Frandsen Moe Wilson (YES) Letters from $rho Beacon Heights School and the Westview School P.T A protesting the use of thier names in conjuction with the Bingo games being played at the Bowery were read and filed. A letter from Mr Sigvald Stoylen thanking Officer Homberger and Constable Faust for their courtesy and help was read and filed. A letter from the Planning COmmission notifying the Council of the resignation of Mrs J.J. Finn, and also a motion passed that no permits be granted for the erection of Commercial buildings abbutting on 6th Ave No, until plans from the State Highway Dept. are known p was read and filed. The Clerk read Everett Frandsen's application for a fillinIt station, The President recommended that the application be tabled. Motion by Moe seconded by Frandsen that the application be tabled until the next Council meeting. Hanson Frandsen Moe Wilson (YES) Motion by Moe seconded by Frandsen that permission be granted the Northern States Power Co. to install poles and wires in conformance with its request #2392 Hanson Frandsen Moe Wilson (YES) Motion by Wilson seconded by Frandsen that the Council resolve itself into a canvassing board for the purpose of considering the results of the General Village Election. Hanson Frandsen Moe Wilson (YS) The Clerk read the following returns from the General Village Election held Dec. 4p1945. For President : Harold Swenson received 539 votespand Rodany Jacobson received 351 votes. For Trustee: Chas Frandsen received 483 votes; Carl Quist received 410 votes and Goo Hanson received one vote. -For Treasurer : Goo L Casejr received 497 votes; 'ester Johnson received 385 votes) and Paul Seeman received one vote. For Justice of the Peace John Enghauser received 484 votes and Bert Putnam received 409 votes. 126 For Constable Jack Smith received 477 votes and Edwin Barch received 406 votes. On the question 11 Shall the Village of Golden Valley incur indedt- edness in the amount of $15t000-00 by the issuance of bonds of the said Village of Golden Valley for the purpose of acquiring a site for a fire station and for the further purpose of building thereon a fire station".? There were 506 )YES) 347 (NO) and 45 blanks Motion by Wilson seconded by Moe that the Council meeting as a, canvassing board accept the returns as read. A petition with 50 signitures asking the Council not to let any con- tracts for any of the DroDee"d work in Drainage Areas # 1 -2- 3) was read and filed* Mr Strong) attorney for Mr Ellstrom was present. "Ir. Frank Slevin spoke in favor of the petition. The president stated that an open discusstion was out of order. Motion by Wilson seconded by Moe to adopt the following resolution: 'Nhereas,&etition was filed and several residents of the Village of Golden 2alley appeared in person in opposition to the accepting of,any bid for the construction of a storm sewer in Sewer District No 1; and Whereas) there had been no previous objection to the construction of -said storm sewer in Sewer District No, 1p It is hereby resolved that the matter of accepting bids for a storm sewer in Sewer District No 1 be tabled until the next regular meeting to be held on December 18,1945 and that at said meeting all persons interested in the acceptance or rejection of said bids be given the oDDottunity of being heard in.said matter, Roll call Hanson Frandsen Moe Wilson (YES) Bids for a snow plow were opened. The following bids were received. 1. Bid of Geo T Ryan Co 3000 University Ave S -E in the sum of $361.50 and $553.50. 2. Bid of Rosholt Equipment Co 3138 Snelling Ave Mpla in the sum of $345.00. All bids were submitted on specifications prepared by the Road sunerviso r Motion by Wilson seconded by Moe that the snow plow bids be referred to Arno Denzin for further study and recommendations and that the: bids lay o3zer until the next Council meeting. Hanson Frandsen Mee Wilson (YES) Mr Rendahlp acting Village Attorney read an oninion'from the Attorney General in regard to appointing a new Village assessor) the matter was tabled until the next regular Council matting . The president announced that the li#agation commenced by Mr Bert Mosher I I . (2) December 5,1945 involing the zoning oradenance of the Village had been decided in favor of the Village by the District Court of Hennepin County Minnesota. The President asked Mr La Zerty to have all his equipment removed from his premises by Dec. 17,1945. Mr. La Zerty stated 11 1 defy you to take action".. The President opened the hearing on the grading and graveling of an alley in Block four Delphian Heights. No one objected. Motion by Moe seconded by Frandsen to adopt the following resolution Whereas ,pursuant to resolution adopted by the Village Council Nov. 6;1945, the Village Council has met at the time and place specified therein and heard all persons interested with refferrelm to proposed improvement of alley in Block four Delphian Heights be improved by grading and graveling; Now therefore be it resolved by the Village Council of the Village of Golden Valley that said improvement described in said resolution shall be undertaken, the entire expense thereof tp be assessed against the adjoining land owners. Be it further resolved that the Street Commissioner is hereby authorized and directed to make said improvement in accordance with plans and specifications to be prepared by the Village enginee3e.
