A Special Meeting of the Villa.ge Council of Golden Valley was
held at the VillageHa.11 on March 23, 1946 at 3:00 o'clock pursuant
to motion made and adopted at the Special Meeting of the Council on
March 20, 1946.
Councilmen present were Harold Swenson, President and Trustees,
Hans Reiss, Curtis V. Aloe and Charles Franzen.
Further discussion was held on the question of raising licenses
In the Village of Golden Valley and P?r. Radish and Mr. Florida spoke
again and W.E. Nelson and Donald Lucier and Pyr. Parker spoke on the
r*tter of the licenses. The matters were discussed by the Council.
Mr. Moe introduced an ordinance amending the ordinance relating
to the use and sale of non --intoxicating malt and liquor and which
proposed ordinance so amended the previous ordinande as to raise
the annual license fee'for an on -sale non -intoxicating malt liquor
license from $100 to 8200. Pyr. Yoe moved that whereas existing
licenses expired on April 1, 1946 and an urgency exists that said
ordinances be given its first and second reading and placed upon its
final passage. This motion was seconded by Charles Franzen and the
roll call thereon was as follows: Harold Swenson, Yes; Hans Reiss,
fes, Charles Franzen, Yes; Curtis V. Voe, Yes; and the Chair declared
said motion adopted and ordered that said ordinance be given its
first and second reading.
An ordinance amending an ordinance relating to the use and sale'
of non -intoxicating malt liouor amending ordinance #29, passed on Iffarch
28) 1933 was thereu�oon given its first and second reading. The

Mr. Reiss introduced an ordinance: "An ordinance to Amend an
Ordinance licensing and regulating the sale of intoxicating liquor,'
and moved that whereas it was les rable that all liouor linen es be
established at this time and that certain licenses expire on the lst
,day of Anril, 1946 and that an urgency heretofore exists that the
rules be so far suspended and that said ordinance be given its first
and second reading and placed upon its final passage. This motion

was seconded by Yr. Moe and roll call on the motion was as follows:
Harold Swenson, Yes; Hans Reiss, Yes, Curtis V. Moe Yes; Charles
Franzen, Yes. President of the Council declared said motion passed
and ordered that said ordinance be given its first and second reading.
An ordinance to amend an ordinance licensing and. regulating the
sale of intoxicating liquor was thereupon _ ereupon given its first and second
reading and the Chair ordered the roll call on the final passage of
the ordinance. Roll call on final passage of the above ordinance was
as follows: Harold Swenson, Yes; Hans Reiss, Yes, Charles Franzen,
Yes; Curtis V. PToe, Yes;
The President thereupon declared said ordinance massed.
Mr. Franzen introduced an ordinance to amend an ordinance licensing
and regulating games of skill and providing penalties fcpr the violation
thereof and moved that whereas an urgency exists because the present
licenses expire on Anril 1, 1946 that the rules be so far susnended
that said ordinance by given its first and second reading and placed
upon its final passage. The motion was seconded by Curtis V. Igoe and
the roll call on the motion was as follows: Harold Swenson, Yes;
Hans Reiss, Yes; Charles Franzen, Yes; Curtis V. I!oe, Yes. The
President declared said motion adopted and ordered the roll call on
the final passage of the ordinance. Roll call was as follows Harold

Mr. Moe moved that the attorney for the Village prepare an
ordinance regulating taverns and providing for an annual license fee
of $500 payable on the lst day of April of each ,year. This motion
was seconded by Mr. Franzen and the roll call thereon was as follows:

V. floe, Yes. The Chair thereupon declared said motion passed.

The President of the Council sug,�:ested the name of Victor Lindrud
for appointment as constable to complete the unexpired term of Peter
Faust who recently resigned. Mr. Reiss moved that Victor Lindrud
be appointed constable to fill the unexpired term of Peter Faust.
This motion was seconded by Charles Franzen and the roll call thereon
.was as follows: Harold Swenson, Yes; Hans Reiss, Yes; Charles
Franzen, Yes; Curtis V. Mloe Yes. The Chair thereupon declared
Victor Lindrud a.ppointedconstable for the Village of Golden Valley
