11-06-46 Council MinutesNov. 6,1946 245 The meeting was called to order by the President Harold W Swenson Members present Swenson Reiss and Wilson Members absent Frandsen and Moe Minutes of the Council meeting held Oct 15,1946 were read. Uotion by Reiss seconded by Wilson that the minutes stand approved as read. Swenson Reiss Wilson (YES) Minutes of the special council meeting held Nov 1,1946 were read. Motion by Reiss seconded by Wilson that the minutes stand approved as re ,d. Swenson Reiss Wilson (YES) Mojgion by Reiss seconded by 'Wilson that the bids for drilling a 6 inch well be taken from the table. Swenson Reiss Wilson (YES) Motion by Reiss seconded by Wilson that the well bids be tabled until the next meetin Swenson Reiss Wilson TiES) The President opened the hearing on vacating a Dortion of June Ave. No one objected to the vacating Motion by Reiss seconded by Wilson to adopt the following resolutidn "Whereas petition of a majority of the owners of real property from on the line of June Ave which lies immediately east of lot one block three in Kennedy's South Tyrol Hills, and which Dart of June Ave is the thirty feet lying immediately east of said lot requesting vacation of said street has been duly filed with the Village Council and said Council has met at the time and place specified in a notice embracing a copy of said petition duly published and Dosted and has heard all interested persons and it appears in the interest of the public that said portion off said street be vacated. Be it resolved by the Village Council of the Village of Golden Valley that June Ave which lies immediately east of lot one Block Three in Kennedy's So Tyrol Hills, and which part of June Ave is the thirty feet lying immediately east of said lot as the same is now dedicated and laid out within the corn_orate limits of said vfDllage be hereby vacated. Swenson -Reiss Wilson (YES) A Bldg inspectors report was read and filed. A Police report was read and filed. Mr Montgomery, attorney, appeared for Mr H.C. Hiking and asked the Council to confirm the permit of the Bldg inspector for the building in So Tyrol Hills. The President and Village attorney agreed to meet with the parties involved. RD Motion by Reiss seconded by Wilson that in the event an agreement is reached the Bldg permit be confirmed. Swenson Reiss Wilson (YES) The President opened the hearing on the assessment for Blacktopping Meadow Lane from Olson Hghwy to Popular Orive. No one appeared against the assessment. Motion by Reiss seconded by `Nilson to adopt the following resolution Whereas Proposed assessment for the cost of the improvement of mead— ow Lane from Olson Hghwy to Popular give by Black topping has been duly filed with the Village Clerk and opened to public inspection and notice has been published in the Robbinsd'ale Post on Oct 17th and 24th 1946 that this council will pass upon said proposed assessment at this meeti-ag present meeting, and this Council has met at the time and place specified in said notice, and heard and passed upon all objections thereto, Now therefore be it resolved by the Village Council of the Village of Golden Valley that said proposed assessment which is hereby ref— erred to and made a part thereof, is hereby adopted , and an assess— ment is hereby levied against each of the lots, parts of lots, peices and parcels of land described therein in the sums therein respectively set forth, and each of said tracts of land is hereby found to be benefited in the amount of the assessment levied against it herein: Be it further resolved that the assessment shall be payable in one installment, to be payable on the first day of June 1947, all deferred payments are to bear interest at the rate of 5% ler annum. Said assess— ment and interest shall be a lien upon the property therein specified concurrent with general taxes as authorized by chapter 65 Laws of Minn 1919 as amended. Swenson Reiss Wilson (YES) Motion by Reiss seconded by Wilson that the Council accept the recom— mendations of the Village Attorney and turn over the Bloom matt to Mr kiendseth, chairman of the platt committee for his approval. Swenson Reiss Wilson (YES) The President read a notice of informal hearing on the Mpls St Paul Metropoliton Airport Commission plan at Chicago Nov 14th. A letter from W J Woodfill asking that his signature be withdrawn from the petition apposing the Bldg of the fire station on the Belt Line Hghwy was read and filed. Mr hoe appeared and took his seat as trustee of the Council Mr Reiss introduced an ordinance entitled " An ordinance to regulate shows, exhibitions, circuses, Motion pictures shows, entertainment theatrical plays and performances and other public amusements" and moved that said proposed ordinance be given it's first reading. Mr I':oe seconded this motion. The proposed ordinance was given it's 1st reading. Mr Reiss moved that the above entitled ordinance be laid on the table until the next meeting. Mr Moe seconded this motion. Motion by Reiss seconded by Moe to grant the Northern States Power Co permisi on to erect poles as requested. Swenson Reiss Moe Wilson (YES) U 1 (2) 1iovember 6,1946 Lotion by Reiss seconded by Moe that the motion picture application from Paul Enghauser and Stanley Kane be returned for a more complete detailed theatre plan. Swenson Reiss Moe Wilson (YES) Motion by Wilson seconded by Reiss that the plans and specifications of a fire station have been drawn be it hereby resolved that said plans be and hereby are accepted. Swenson. Reiss Moe Wilson (YES) Motion by Reiss seconded by floe that the clerk is instructed to ad- vertise for bids based on said plans and specifications and which bids shall be opened Nov.21,1946 at 8 oclock P,M. Swenson Reiss Moe Wilson (YES) Mr Sharpe appeared against Mr Toby'd location of home and foundation on his proaet#y . �r & %Irs Toby were present at the meeting.
