07-15-47 City Council MinutesM July 15, 1947 The Golden Valley Village Council met at the Village Hall at 8:00 P.M. on Tuesday July 15, with the following present: President Swenson; Trustees Frandsen, Pinch and Putnam. Absent: Trustee Reiss. Minutes of July l were on motion by Pinch seoonded by Frandsen approved as read. Treasurer's report dated July 1 showed a balance of $10,944.91 and a copy was placed on file with the Clerk. Discussion of bills presented for approval led to the following action. At the request of the attormy, payment to Lester Estad for services as electrical inspector was deferred pending determination of a legal question. No action was taken on invoice of G. W. Brandhorst in the amount of $840.00 for second plans and specifications for fire station. Swanson, Weed Inspector Sears Roebuck & Co. 269.70 84.90 88.80 92.80 116.95 99.75 37.05 7.25 15.50 1.05 247.50 39.15 99.10 28.49 11.80 31.50 1.28 35.78 149.50 �l� 457.85 The Clerk reported that through a visit with Mr. Chard of the State Highway Department, signs identifying Glenwood Avenue at,the intersection of the Belt Line would be installed and further that Mr. Chard stated that lights were planned for installation this year at the intersections of Highway 100 with Glenwood and Golden Valley Road, but that no definite promise could be made regarding installa- tion of automatic signals. 62 Mr. Al Peterson, who had been operating the dump on Winnetka Avenue, in response to criticism of the general condition there and recent fires, stated that the business was not a profitable one for him and that the operation should be discontinued. Motion by Pinch seconded by Frandsen to officially close the dump and blockade aocess to it, and for the Clerk to so inform Mr. Peterson and Mr. John Hebing was approved. Mr. Peterson stated that he would do a good job in cleaning up before leaving the site. Mr. Gordon Greene appeared before the Council and introduced Mr. John Wright of Wayzata, his associate in the Valley Theatre Company. Communication from Mr. Wright dated July 10 and one from the Goodhue County National Hank dated July 11 ware read in support of the applicants' financial ability to construct a theatre. Motion by Pinch to accept the information as sufficient to allow for the issuance of a license was seconded by Frandsen and unanimously carried. A communication dated July 16 from the Playground Committee of the Glenview Terrace Improvement Assn. expressing their interest in establishing small play- grounds in Glenview was read. Motion by Putnam seconded by Frandsen to refer the matter to Park Commissioner Pinch was unanimously approved. Mr. Kane reported that Judge Selover has directed that the City of Minneapolis supply water to the Village of Golden "Valley, cost of the 6 -inch outlet, meter and meter pit to be borne by the Village, and with the provision that the tapping in could not be done during either the summer peak load months nor in the wintertime. Mr. D. J. Aibrecht's request for information as to the status of a 100 -foot one -rod road- on -the Keller Farm off Medicine Lake Road was referred to the Attorney. Report of Hitchcock and Estabrook on the matter of the road entrance to the McCormick property was referred to the attorney. Yes. @ 37¢ - `�447.(0) Lake Avenue 2236.38 63 Motion by Pinch seconded by Frandsen was approved to reject all bids on Summit Avenue, instructing Road Chairman to hire excavating equipment on contract basis for approxi- mately 2 days and using Village ecuipment to complete, payment to be made by special assessment. Motion by Pinch seconded by Frandsen to continue consideration of Lake Avenue to an adjourned meeting August 5, keeping the bids under advisement, was approved. Following a discussion of the incomplete condition of roads in Golden Oaks it was agreed that Mr. Kane should contact Mr. Russell Smith, co -developer of this area with reference to bond on road completion. Petition for work on Monroe Avenue from 12th to Bassett's Creek was referred to the Attorney. Following the reading of a communication dated July 15 with reference to the licensing of garbage collectors, Mr. Kane reported that he was working on such an ordinance. Motion by Putnam that whereas A. W. Pence has paid the sum of 4375.00 for five pinball licenses and C. B. Case 475.00 for one pinball machine license, to run for nine months from July 1, said licenses be granted, was seconded by Frandsen snd received the following vote: Frandsen, Pinch, Putnam and S7aenson - Yes. Communication of July 15 from the Planning Commission was read with respect to disposition of the proposed subdivision requirements by the Council. Following the reading of F. communication from the Planning Commisaion dated July 15 with reference to a bad curve in Glenwood Avenue near the intersection of Harold Avenue, motion by Pinch seconded by Frandsen that the Clerk contact the County Highway authorities for installation of suitable warning signs carried. vommunication dated July 15 from the Planning Commis- sion was read in which it was stated that the Planning Commission is on record approving construction of a fire station as soon as possible. Motion by Frandsen seconded by Putnam to grant the northern States Power Company permission to install pole on Glenview Avenue per their drawing 4,-62-4556 was approved. The adjusted bill of Dr. Cummings, and invoice of the Jay W. Craig Company for $2141.21 for blacktop on Sunset Ridge were referred to the attorney. After discussion of the work done by the Village A' in covering ditches following gas main installation in Turners Cross Road, it was agreed to invoice the Gas Company in the amount of $111.65 for this work.
