The Council of the Village of Golden Valley met at the
Village Hall on August 19 at 8:00 P.M. with the following
members answering to roll call: Swenson, Frandsen, Pinch,
Putnam, and Reiss.
Minutes of the August 5 meeting were read and on
motion by Reiss seconded by Pinch, approved.
The meeting opened with consideration of the im-
provement of Ottawa (Lake) Avenue. The following
interested persons appeared before the Council: Walter
Engel tLot 22), Mr. Scott (Lot 23) Mr. & Mrs. W. G.
Buchen (L.24), Dr. Lester (L.17 -18j, B. Arnoldy (19),
Mr. & Mrs. Homer Anderson (z•25), Mr. & Mrs. Paul
Anderson (L.26), Mr. Fred Sweet. Opposition was
expressed to the proposed five-foot out and some of
the parties requested that the waste dirt be used as fill
on the properties adjoining the street. Mr. Estabrook
stated that the gradehad been planned with a, view toward
safety and practicability but that a cut of approximately
3 feet would be feasible, although not permitting more
than a moderate rate of speed. A communication from
John H. Johnson requesting that the waste dirt be used
Southwest of the intersection of Glenwood and Natchez
Avenue was read. Mr. Kane offered the opinion that if
the grade were to be changed from that on which bids had
been taken it would be necessary to re -advertise for
new bids.
Motion by Putnam seconded by Reiss to reject all
bids, and for the clerk to return bonds and,notify
bidders was approved.
The following motionby Putnam seconded by Reiss
was approved: VE EREAS, pursuant to resolution adopted by
the Village Council of Golden Valley, August 20, 1946
and published in the Robbinsdale Post on August 22,
1946 the Village Council has metat the time and place
specified therein and heard all persons interested with
reference to the proposed improvement of Ottawe (Lake)
Avenue between its intersection with Glenwood Avenue
and Belt Line Highway by changing the grade thereof,
establishing new grades, grading and gravelling,
widening and improving; NOW, THEREFORE, be it resolved
that this improvement be made by contract to.be let
to the lowest responsible bidder and the Clerk is
directed to.prepare and publish an advertisement.for
bids thereon to be opened September 21 1947 which
bids shall be based upon plans and specifications which
shall hereafter be prepared by the engineering firm of
Hitchcock and Estabrook and approved by this Council,
which plans and specifications shall be filed with the
Village Clerk and the Firm of Hitchcock and Estabrook
not later than August 25, 1947.

Mr. Russell Smith came before the Council stating
that the roads in Golden Oaks had been blanketed with more
than six inches of good gravel and thst although culvert
installations had not been completed and some additional
grading is required on Plymouth Avenue the work would
progress and be completed in a manner to meet the approval
of the Council.

No bids were received for excavation and construction
of footings for the meter pit and following general dis-
cussion of the inadequacy of advertising for construction
work in the Robbinsdale Post, the following motion by Reiss
seconded by Frandsen was regulaxly approved: Resolved that
effective September 15 the Improvement Bulletin be desig-
nated as the official medium of advertising for all con-
struction work and that we continue to use the Robbinsdale
Post for other publications.
Motion by Reiss seconded by Pinch was approved, that
the Clerk be instructed to re -advertise for bids for this
work on the meter pit in the Construction Bulletin(formerly
Improvement Bulletin),bids to be opened at the Vilbge Hall
September 2, 1947.
Following the reading of a communication dated Aug.19
and accompanied by a check payable to the Village in the
amount of x"267.00 from Rosemary Triemert, motion by Reiss
seconded by Pinch to grant the issuance of on-sa.ie and
off -sale beer licenses and cigarette license to this
applicant for the operE.tion of Valley Inn received the
following vote: Frandsen, Pinch, Putnam, Reiss and
Swenson - Yes.
Following continued discussion of the activities of
the electrical inspector's office it was determined to
invite bir. Eistad to consult with the Council at its
next regular meeting.
After discussing the matter of creation of a Park
Board it was agreed that Mr. Pinch continue in the
capacity of Chairman of the Park Committee.
Trustee Pinch opened a discussion regarding the
problem of sewage, disposal in Glenview Terrace and the
necessity for the Council to take action to remedy the
situation. He stated that in the company of the buil-
ding and plumbing inspectors he had viewed the problem
and estimated that a flow of effluent of 4 or 5 gallons
per minute exists. The following resolution by Pinch
was seconded by Reiss and unanimously approved:
WHEREAS 'the sewage from a certain nine houses on
North Valley View Drive in Glenview Terrace is not
properly disposed of and constitutes a menace to the
hmlth of the community; NOW, THEREFORh, BE IT RL:OLVED
that unless remedied by October 19, 1947 the common
outlet from the septic tanks of these houses shall oe
blocked, and further that the Plumbing Inspector is
hereby ordered to inform the owners of those Properties
contributing to the violation of sanitary .laws to see
that the necessary steps are taken to correct the
situation. It was further agreed that the Plumbing
Inspector should make a thorough investigation of
similar sewage problems existing in Glenwood Addition
adjacent to 4th Avenue (Poplar Drive).
Discussion was given to the necessity for posting
signs to slow the traffic over the ungraded portion of
Parkview Terrace and it was agreed that the Road
Chairman be authorized to secure "Children at Play"
signs for installation. The Captain of Police was
instructed to consult with the Highway Department for
permission to block entrance to the roadway from Sixth
Avenue to the East side of Tivin Lake to eliminate the
nuisance of disorders which have been occurring them .
The Council generally approved the rei,uest of the
Calvary ILutheran Church for permission to install
direetionai signs to their Church insofar as their
installation would be on Village roadways.
Motion by Pinch seconded by Reiss was approved,
grant i-- permission to the Northern States Power Company

Motion by Reiss seconded by Frandsen approved,
granting the Northwestern Bell Telephone Company permission
to install poles and anchors per their drawing (3359.
Following the reading of a communication dated
August 12 from Tyrol Hilis, Inc. regarding loose sand
on the service road paralelling Wayzata Boulevard at
June Avenue the Road Chairman was directed to have this
sand removed.
Personal contributions were made by members of the
Council to provide for the $5.00 membership fee in the
Hennepin County League of Towns & Municipalities.
Two separate applications for permission to operate
gravel pits from R. W. Moser were presented by the Clerk.
Motion by Reiss seconded by Frandsen was approved, instruct-
ing the Clerk to return the applications inasmuch as no
bonds accompanied them, and for the clerk to inform the
applicant of the necessity for the operator of the pits
to join in the applications and the required surety bonds.
Notices from the Minneapolis Gas Light Company of their
intent to disturb Kyle and Lee Avenues from 34th to 29th
Avenue for the installation of gas mains were read.
Following discussion of the vacancy existing on the
Civil Service Commission President Swenson suggested that
either Dr. M. Kiehne or Rudolph E. Gulstrand (18 N. Tyrol
Trail) might fill the vacancy and that Mr. Gulstrand,
whom he had contacted, expressed his willingness to serve.
Motion by Reiss seconded by Putnam to appoint Mr. Gulstrand
to membership on the Civil Service Commission, term epiring
December 31, 1949 received the following vote: Frandsen,
Pinch, Putnam, Reiss and Swenson - Yes. It was further
agreed that the Attorney contact Mr. Smith to clarify his
status on the commission.
Communication dated August 15 from the Planning
Commission with reference to the previously considered
street re -naming was read. It was agreed to consider the
matter at the special meeting scheduled for September 9.
