04-05-49 City Council Minutes29 April 5, 1949 Pursuant to due call a regular meeting of the Council of the Villa -,e of Golden Valley was held at the Village Hall at 7:30 P.M. April 5, 1949 with the following members pres- ent: President Stasel, Trustees Pinch, Reiss and Stark. Absent: Trustee Putnam. 1,Iinutes of the snecial meeting of March 29th were read and on motion by Reiss seconded by Pinch approve -1 Communication from the State Commissioner of Taxation relating to the annual meeting for instruction of assessors on April 12, 1949 was read and referred to Mr. Einar Lee, Assessor. Communication dated March 25, 1949 from the Hennepin County Ag I .-Prid-Li"tural Society was read which requested an ap- r.rc-rricntion to aid in sponsoring the Hennerin Ccunt Fair. Discussion on the matter brought out the fa-ct that 125.00 apprcrriaticris were made in previous years. Mot4cn by Reiss seccnded by Pinch carried to arprorriate $25.00 for this year. A cony of Laws 1949, Chapter 119, relating to the neiv Village code recently passed by the legislature and signed L by the governor il,�as presented for perusal and discussic­n. Z.-.) Moticn by Reiss seconded by Pinch carried to give a first reeding to "AN ORDINANCE TO LICENSE AIND REGULATE SHOWS, EXHIBITIONS, MERRY-GO-ROUNDS, AND OTHER PUBLIC AMUSEMENTS, AND PROVIDING FOR A PENALTY FOR THE VIOLATION THEREOF." The ordinance was given it's first reEding. Mr. Terzich reported on a study made of the request by Mr. John Durushia for a rermit to operate a dump in order to construct a rot:-dway to his rrc-erty frcm Tinnetka Avenue eastward for a distance of about 900 feet. A sketch of the area invclved and other pertinent factors were pr7�sented. Boyer License to collect garbage and rubbish (bond on file) 74 Norris Creamery License to distribute milk 75 Golden Valley Soft Drink License Golf Club 30 Building Department Reports for the month of March were filed with the following listings Building 6 permits Owners Valuaticn $29,850.00 Plumbing 12 permits 8,770.00 Electrical 17 rermits 5,595.00 Mr. Terzich re-,rcrted cn tll,,o matters previously referred to him at the 11arch 15th meeting. Report was made on the drainage problem on Toledo Avenue (Ola Homestead Road). It was indicated th-,t the problem, would be solved by cutting do -an a high point in the road �vith the grader and to fill a low spot with the dirt so moved and to clear the ditches on either side of the road. This activity would be under- taken after checking a previous pet iticn by abutting prop- erty owners agreeing tha,,t the grade in the road be changed to eliminate the low spot in the roaC1, where ,eater was collecting. On the second matter, thalt of the Parkview Terrace road portion which has not been surfaced, it was indicated that a preleminary study had been made and es- timates of costs would be obtained for report at a sub- sequent meeting. Mr. Pinch also reported on his inspection of the site with Mr. Parlcyn and Terzich on April 5th. He indicated the possibi1ity of the Village assuming some of the work in constructing a drainage ditch from the road to a water hole behind the Judge Weeks residence. After discuss- ing the matter, motion by Pinch seconded by Reiss carried to forgo action. to og obtain payment against Dr. Moore's estate. �j - Mr. Moes) of the Street Renaming Committee, appeared before the Council and explained that two of the proposed street naries were too similar and would lead to confusion in addresses. These streets are Georgia Avenue and George Street. Mr. Moes suggeoted that George Street bn renamed to Olympia Street, as this new name ,7,rould also fit mor approp— riately in the alphabetical listing. Mr. Shuttleworth also spoke in favor of the name change from a fire protection standpoint. Motion by Pinch seconded by Stark carried to renege Olympia George street to Street. C�) Dr. Hill. Mr. 'T. Johnson and Mr. V. Thomey, all residing along "26th Avenue North, Delphian Heights appeared and ex- plained the poor road surface condition along 208th Ave. No. where the City of Rob I cinsdale installed sewer lines in 1948. Mr. Terzich informed the council and the above named persons of a phone discussion on April 5th with Mr. Jaenisch, City Clerk of Robbinsdale, on this same matter. Mr. Jaenisch st,.-,,,ted th�,t Robbinsdale intended to restore the road sur- 31 fact to its former condition when road conditions were fav- orable. A further check of the situation was to be followed through by Mr. Terzich. Mr. V. Thomey, 2560 Byrd Avenue, appeared and requested that a grade be established for his driveway entrance in - order that he could put in a concrete driveway. The matt --r was referred to Mr. Terzich for execution. Mr. Don Palmer, Water Dept., exp_laine�,,L difficulties in deepinn, the meter -it free of water infiltration. Discussion centered on possillible solutions, including regrading of the road, building a berm around the meter pit opening, exten- sion of the boulevard which would place the meter pit in be- tween the two road surfaces, and building up the meter pit opening so that it extends above ground. L:, The matter was re- ferred to Mr. Terzich for investigation and report. Mr. Hipps explained his difficulty in getting clearance on the plat for his proposed new addition west of the Belt Line near the fire station. He was informed to arrange a meeting of the platting committee and F. H. A. officials to zzD c.� iron out the differences. 'Mr. Pinch reported on the poor condition of Natchez Avenue just north of Glenwood Avenue caused by reconstruct- ion and widening late in 1948. After discussion of the matter, it was agreed that the developer was resronsible for the reo-ravelin- of t-1-te surface and construction of ditches.
