07-19-49 City Council MinutesJuly 19, 1949 A regular meeting of the Council of the Village of Golden Valley was held pursuant to due notice thereof on July 19, 1949 at 7:30 o'clock P.M. at the Village Hall, with the following members present: Clerk Putnam, Trustees Pinch and Stark. Absent: Mayor Stasel and Trustee Reiss. Trustee Pinch was act- ing chairman of the meeting. Itsotion by Stark seconded by pinch carried to dispense with the reading of the minutes until the next meeting of the Council. The meeting was open to receiving bids for furnishing one tractor loader and trailer. IRotion by Putnam seconded by Stark carried to continue the hearing on vacation of alley in Block 4 Delphian,Heights to August 2 meeting. The meeting was open to discussion of condition of roads in Moodlawn Park. Yr. William Wilkinson stated he would go along with request of 17oodlawn residents to have the roads put in shape so they are acceptable to the Village Council. Mr. Laviski requested that L. Z. Carlson prepare roads for acceptance and that the Council demand comnliance with an order from the Council. Question was raised on vacation of Lowry Terrace and status of the service road running parallel to Noble Avenue. Mr. Wilkinson stated he wisher_ to rescind any previous commitments he has made regarding the vacation of Lowry Terrace and that he did not want to be a party to any such agreement until the service road paralleling Noble Avenue is properly constructed and dedicated to the Village. 1r. Wil- kinson also stated he was renresenting Investors Diversified Services, as their agent could not be present, and that any statements or agreements made by Wilkinson would be acceptable to the Investors Diversified Services. 1'r. YcDonald and cr. Kelsey also made statements regarding the condition of the roads and the necessary improvements. Reference -was made to a meeting held on July 14 in Woodlawn park attended by vessrs. Pinch, Kane, 'Putnam, Pinder, Terzich, several residents of Woodlawn park, and Mr. Carlson. At this meeting it was agreed that vr. Carlson would submit profiles of the roads and plans for correction of conditions at the intersections of Culver Road and Quail Avenue and of Triton Drive and Quail Avenue, these to be forwarded to !,gr. I.�inder or Terzick at the earliest possible opportunity. Since neither profiles nor plans had been received by Yinder, Terzich or any member of the Council uv to the time of the Council meeting, Terzich was instructed to advise err. Carlson a] to submit them to yr. yinder in sufficient time so that he might review them and report to the Council at its next regular meet— in August 2. In reply to a question from the floor as to what action could be taken in case mr. Carlson did not carry through on his pro -mise to put the roads in shape, the Council indicated a sizable bond was held for the completion of the roads in Toodlawn park and, if necessary, legal action could be taken. yotion by Stark seconded by Putnam carried instructing the Village Attorney to file the deed for the following section of road on Parkview Terrace: The '"est 60 feet of the Fast 275 feet of the South z of the Southeast 1 of the Northeast 4 of the Northeast j of Section 30, Township 29, ?Range 24, Hennepin County, Minnesota.. yr. Mr. Atkinson, of the Home Counselors, represented Mr. Hipp in presenting the plat and urged its acceptance. motion by Stark seconded by Putnam carried to authorize the proper officers to sign, to execute acceptance of the plat, to execute the contract presented in lieu of a bond, and to keep the plat in the files of the Village Clerk until such time as a bond, cash or certified check in the amount of $4000.00 is placed on file with the Village Clerk. Mr. Hipp was to prepare and present to Terzich a cross section of the road in Hipps Addition indicating the crown, slope of road, width, and improved gutters.
