January 17, 1950
Pursuant to due call and notice thereof, a regular meet-
ing of the Village Council of Golden Valley, Minnesota, was
duly held at the Village Hall in Golden Valley at 7:30 o'clock
P. M., on January 17, 1950.
The following members were present: Pinch, Putnam,
Reiss, Stasel, and the following were absent: Stark.
Minutes of the January 3 meeting were read and on motion
be Pinch seconded by Reiss approved.
Preliminary review was given to site plans and plans for
a round house for the Minneapolis Northfield and Southern
Railway to be located on Indiana Avenue north of Sixth Avenue
in the present yard area of the company. Mr. Mitchell, chief
engineer, and Mr. Davenport, industrial agent for the company,
explainedd the plans and intentions of the company. Mr. Daven-
port was requested to obtain legal descriptions of all rail-
road nronerties of the company, with the exception of rights
of way, which are to be included in the second reading of an
ordinance on railroad districts at the next meeting. Yotion
by Putnam seconded by Reiss carried to have Terzich refer the
discussion and preliminary plans for the Minneapolis North-
field and Southern mound house to the Planning Commission for
informational purposes.
Motion by Reiss seconded by Putnam carried to give a
first reading to "AN ORDINANCE AMENDING AN ORDINANCE LNTITLED
AN ORDINANCE REGULATING PLUMBING, AND LICENSING PLUMBERS, IN-
CLUDING REGULATION OF INST4LLATION OF CESSPOOLS AND SEPTIC
TANKS AND REQUIRING A PERMIT TO PERFORM SUCH PLUMBING AND
CESSPOOL 'PORK AND ADAPTING THE MINNESOTA PLUMBER'S CODE
ADOPT^D MARCH 16, 1946) AS AME'NDE'D MARCH 16, 1948." The
ordinance was given its first reading.
Motion by Pinch seconded by Reiss carried to transfer
$1400 from the P.I.R. Fund to Funds 11 & 12, and to approve
payment to Mr. F. C. Tessem in the amount of $1400 in accord-
ance with prior approval obtained on January 11, 1950.
Terzich explained his discussion with Mr. Harry Swanson
regarding the latter's appointment as weed inspector for 1950.
Mr. Swanson had indicated that he should receive $200 for the
year for his work. Question was raised as to whether or not
a statutory limitation of $75 per year is imposed on weed
inspectors. Procedure to be followed this coming year on weed
inspection and spraying which would -tend to decrease the weed
inspector's work was discussed. Mr Kane was to determine
any statutory limitation on salaries and Terzich was reauested
to discuss the matter with Mr. Swanson.

Motion by 'Putnam seconded by Pinch carried to grant
the following cigarette licenses as per applications on file:

by Mr. W. A. Moes for Anchor Casualty Company was discussed.
Action was postponed until the next meeting.
Terzich explained the discussion held by the Planning
Commission at its meeting on January 12 relating to the
establishment of a committee of the Planning Commission to
act as an industrial development body for the Village. It
was indicated that this committee would act in an advisory
capacity to encourage the location of desirable industry
on zoned properties. The Council indicated its approval
on the suggested proposal and it was further suggested that
this committee contact other development committees, such
as the industrial section of the Minneapolis Chamber of
Commerce. It was also indicated that the committee could
work in liaison with the Administrative Assistant in review
of plans and other factors before presentation to the Council,
where it was feasible to do so.
Trustee Putnam introduced the following resolution and
moved its adoption:
R79OLUTION FOR PUBLIC SALT
OF STREET IMPROVrMENT WARRANTS
BE IT RESOLVED by the Village Council of Golden Valley,
Minnesota, as follows:
1. It is hereby found, determined, and declared:
(a) That the Village has heretofore duly levied snecia.l
assessments against the properties in the Village benefited
by the paving and incidental improvements heretofore con-
structed in the Village during the year 1949, and which
assessments were appropriated to the fund of Improvement
No. 11 in the total amount of $26,500 and to the fund of
Improvement No. 12 in the total amount of $14,000.
(b) That the assessment due dates for said assessments
were fixed as January 19 and January 19, 1950, respectively,
and published notices were given that said assessments were
due and payable without interest within thirty days there-
after;
(e) That $00.00 of such assessments for Improvement No. 11
and X00.00 of such assessments for Improvement No. 12 have
heretofore been said, leaving $26,500 for Improvement No. 11
and $14,000 for Improvement No. 12 as the nrincinal amounts
of assessments to be spread in equal installments upon the
tax rolls for the years 1950 to 1959, inclusive, as to Improve-
ment No. 11, and for the years 1950 to 1954, inclusive, as to
Improvement No. 12, which assessments will normally be col-
lected during the ensuing years; and
(d) It is necessary and expedient for the Village at this
time to sell, issue, and deliver improvement warrants in the
principal amount of $26,500 payable from the fund of Improve-
ment No. 11, and 914,000 payable from the fund of Improvement
No. 12, for the purpose of haying the remainder of the costs
and expenses incurred in making said improvements, and which
warrants should be of the details set forth in the form of
notice of sale hereinafter prescribed.
2. This Council shall meet at the time and place and for
the purpose specified in the form of notice of sale set forth
below, and to take such further action as shall then be found
desirable or expedient in reference to the street improvement
warrants mentioned in said form of notice.
3. The Village Clerk is authorized and directed to give
public notice of the sale of said improvement warrants by
publication in one issue of the Robbinsdale post not later
than January 26, and in one issue of Commercial "Pest not
later than January 28, of a notice in substantially the fol-
lowiny form:

NOTICE IS HEREEY GIVEN that the Village Council of
the Village of Golden Valley, Minnesota, will meet at
the Village Hall in said Village on February ?1, 1950,
at 7:30 o'clock P.M. to open and consider sealed bids
for the purchase of 44C,500 nrincinal amount of improve-
ment warrants of the Village to be issued in anticipa-
tion of collection of special assessments heretofore
duly levied upon properties in the Village and annro-
priated to the fund of Improvement No. ll and to the
fund of Improvement No. 12. All of said warra.rts will
be dated February 15, 1950.
The warrants naya.bl e from Fund of Improvement No. 11
are in the nrincinal amount of 126 500, and will mature
on February 15, as follows: 1952 42000, 1953 13000,
1954 $2000, 1955 $3000, 1956 12000, 1957 13000, 1958
$2000 1959 13000, without option of prior payment, a.nc?.
1960 -3000, and. 1961 13500, optionally nrepaya.ble February
15, 1955, and any interest date thereafter, at nar and
accrued interest.
The warrants payable from Fund of Improvement
No. 12 are in the principal amount of $14,000, and
will mature February 15, as follows: 1952 92000,
1953 $30002 1954 $3000, and 1955 $3000, without
option of prior payment, and 1956 $3000, optionally
prepayable February 15, 1953, and on any interest
date thereafter, at pas and accrued interest.
The warrants will be in denomination of !1000
each, except those that are nrenayable as aforesaid,
which are to be in denomination of #500 each. Prin-
cipal and interest will be na.ya.ble at any Vinneanolis
or St. 'Paul bank designated by the successful bidder.
The warrants will bear interest at a, rate specified
by the successful bidder, naya.ble February 15, 1951,
and semiannually thereafter.
The Village will furnish the printed warrants
and coupons and the annroving legal opinion of
Messrs. Dorsey, Colman, Barker, Scott & Barber, of
Minneapolis, Minnesota, and will deliver them to
the purchaser at any Minneanolis or St. Paul bank
designated by the successful bidder, within thirty
days after acceptance of bid, all without cost to
the purchaser.
Sealed bids marked "Bid for Improvement Warrants"
may be mailed or otherwise delivered to the under-
signed, and must be received prior to the time of
said meeting. Oral bids will not be considered.
Bids must state the price and rate separately for
the warrants of the two funds above named; but, if
desired, either bid may be conditioned on the entire
940,500 being awarded to the bidder. 'Tach bid must
be otherwise unconditional and accompanied by a
cashier's check or certified check on a responsible
bank, in the amount of at least `800, payable to
the order of "Treasurer of the Village of Golden
Valley, Minnesota.", to be forfeited as liquidated
damages in case the bid is accented and the bidder
shall fail to comely therewith. The interest rate
bid shall be uniform for all warrants of the
particular fund and stated in an integral multiple
of 1/4 or 1/10 of 11, per annum. The bidder offer-
ing the lowest net interest cost, total interest
to maturity less any premium offered, will be
deemed the most favorable. No bid of less than nar
and accrued interest will be considered, and the
Village reserves the right to reject any and all bids.

The motion for the adoption of the foregoing resolution
was duly seconded by Trustee Reiss, and. upon vote being taken
thereon the following voted in favor thereof: Pinch, Putnam,
Reiss, Sta.sel, and the following rooted against the same: none,
whereupon said resolution was declared duly passed and adopted,
and was signed and attested by the Mayor and. Clerk.
Letter dated. January 10, 1950, from the Commissioner of
Highways was read in which the Commissioner indicated that
it was the Highway Department's intention to include the
construction of Trunk Highway No. 55 from County Road No. 18
to the Belt Line in an Urban Federal -Aid program which will be
submitted to the Bureau of Public Roads for their approval at
an early date. The letter was in response to an inquiry from
the Administrative Assistant on January 4.
Copy of a letter dated January 13 to ?fir. Raymond T. Ra,skob
of Glenwood Hills Hospital and forwarded from the State of
Minnesota 'Pater Pollution Control Commission was read relat-
ing to the annroval of the sewage facilities at the hospital
in connection with the new addition being erected.

Motion by Pinch seconded by Putnam carried to request
that Sheriff Ryan submit a monthly report for the Golden
Valley police car.
Motion by Putnam seconded by Reiss carried to adjourn
to the February 7, 1950, meeting.
