A regular meeting of the Council of the Village of Golden
Valley was held at the Village Hall on Tuesday, May 2, 1950,
at 8:00 o.m., with the following members answering to roll call:
Acting Mayor Pinch, Clerk 'putnam, Trustees Reiss and Stark.
Absent: Mayor Stasel.
Minutes of the April 18 meeting were read and on motion
by Reiss seconded by Putnam approved.
A preliminary plat of several lots at the southwest corner
of Noble Avenue and Culver Road presented by Donald T. Johnson
was referred to the Planning Commission for its consideration
and recommendation.
A petition to improve Ottawa Avenue by installation of
curb and gutter, surfacing of bituminous or other suitable
material, drainage facilities, etc., was read. The petition
requested the improvement for the entire length of Ottawa Avenue
ffom Glenwood Avenue south to the Belt Line. It was referred
to the village attorney for determination of the exact length
of Ottawa Avenue covered by the netition, excluding that por-
tion of the street which is State Highway Denartment property.
Copy of a letter dated April 20 from L. P. Zimmerman,
County Engineer, to Rev. James Baxter was read relating to the
policy stand taken by the County Highway Denartment in'matters
relating to drainage along county roads. Specifically, it re-
ferred to drainage on Noble Avenue near 33rd Avenue. Terzich
was instructed to contact the Noble Grove Association regarding
their desires to drain the Lake Papoose and Noble Avenue area.
W. Lundgren requested information on the feasibility of
selling a 90' lot in an unplatted area in view of the recent
ordinance requiring 100' frontage. The Council indicated that
the determining factor in cases of this type would be the effec-
tive date of the subdivision of such oronerties, and if it was
prior to April 20 it would be possible to transfer such nronerty
and to issue a building permit.
Messrs. Howard and Johnson requested renewal of the soft
drink license for their drive-in adjacent to Hickling's Hard-
ware. Mr. Hickling was present and stated that he had no ob-
jection to the granting of the license. motion by Stark seconded
by Reiss carried to grant the following license:, ,

Mr. Hickling inquired as to the possibility of erecting_ a
directional billboard at the Belt Line and Glenwood Avenue. The
Council concurred in referring the matter to the Planning Com-
mission for an expression of opinion. Mr. Hickling indicated
he would have a sketch showing the type and size of sign requested
and that he would anvear before the Planning Commission at
its next meeting.
The meeting was then open for discussion on the acquisi-
tion of property on the west side of the section line along
Winnetka Avenue north of Sixth Avenue North. Certificate of
valuation and accompanying letter dated lay 1 from the
Minneapolis Board of Realtors was read listing the valuation
of the land in auestion at $500 and the building at 02500,
for a total valuation of. $3000. After reading the certificate
and letter, Mr. Viggo Olsen, administrator of the estate,
stated that the figure of $3000 for the land and building
would be accented. It was agreed between the Council and all
those present who were interested in the development that a
special informal meeting be held on Saturday, May 61 at 2:00
p.m. to revolve the various problems relating to the costs
and the spreading of the costs against benefited nronerties
in the immediate vicinity and along Tinnetka. Avenue.
Letter dated April 20 from Mrs. Floyd Arms was read in
which she resigned as a. member of the Golden Valley Park Board.
Motion by Putnam seconded by Reiss carried that the resigna-
tion be accented and that a letter of apvreciation be forwarded
to Mrs. Arms. Mr. Pinch stated that he had received recommen-
dations from the other two Park Board members that Mr. Leonard
Bies, 2737 Winnetka Avenue, be appointed to the vacancy.
Motion by Putnam seconded by Riess carried to avnoint Leonard
Bies as a member of the Dark Board to comnlete the unexpired
term caused by the resignation of Mrs. Arms.
Mr. Jensen of 7608 Golden Valley Road stated that he had
difficulty with drainage from his lot which was caused by a
culvert inadequately placed under a fill on the neighboring
church property. Motion by Reiss seconded. by Putnam carried
to request that the Calvary Lutheran Church install another
culvert or otherwise correct the installation of the present
culvert in order to allow free drainage in the area.
Letter dated May 2 from the Planning Commission was read
in which the following actions were reported by the Commission:
Approved the request of Edmond Hoben waiving the 35' setback
from the front lot line to allow the construction of a canovy
overhang to come not closer than 25' to the front lot line on
Lot 13, Block 10, Glendale.
Denied the request of property owners in Woodlawn Park Addition
to construct detached garages 5' from the side lot line rather
than the 15' requirement.
Approved the request of Don R. Johnson, 5311 St. Croix Avenue,
that a building permit be issued for a home to be built on the
westerly 73.39' of Lot 33, Auditor's Subdi*i-tion #330.
Residents of 'Foodlawn Park appeared in behalf of their re-
quest to allow construction of detached garages to within 5'
of the side lot lines. The village attorney pointed out that
under the hardship procedure the Council could not take any
action other than to deny the request in view of the fact that
the Planning Commission had so recommended. It was explained.
that to reopen the question, it would be necessary for the Tood-
lawn Park residents to present their case to the Planning Com-
mission a second time. The village attorney indicated that a
new publication for the hearinff would not be required.
The administrative assistant raised a question on maintain-
ing the load limits on village blacktop streets beyond the
May 15 termination dates as set by state law to allow the roads
to dry out and get back into shape before allowing excessive
weights. The village engineer concurred in this request. Motion
by Stark seconded by Reiss carried that the village engineer be
empowered to determine the dates after May 15 when the three -ton
axel weight signs can be eliminated.
The administrative assistant passed on the verbal request
of Mr. F. 0. Tessem for payment of the balance of his contract
for work done last fall. Motion by Reiss seconded by Stark
carried to pay Mr. Tessem to°complete pdyment on the
contract price.
Motion by Reiss seconded by Stark carried to approve the
request of Mr. Edmond Hoben to waive the 35' front yard setback
in order that he may construct a canopy to come not closer than
25' to the front lot line. in accordance with the recommendation
of the Planning Commission in their letter dated May 2, and
subject to Mr. Hoben's obtaining approval from the Glendale deed
committee. The house is to be constructed on Lot 13, Block 10,
Glendale Addition.
Mr. Carmody of the Cedar Sanitary Tee Company requested
permission to locate an ice vending machine on the Glorvick
property north of Golden Valley Road. Motion by Putnam seconded
by Reiss carried authorizing the Cedar Sanitary Ioe Company to
install an ice vending machine with the setback to be far enough
back to avoid traffic hazards and to be approved by Terzich; and
also subject to requirements of a new ordinance to be adopted
by the Council to govern the operation of such a machine.
Motion by Putnam seconded by Reiss carried to anprove re-
quest of the Minneapolis Gas Company for main extension ner
Map 52, Drawing #48, on file.
E. George Minder, village engineer, appeared and presented
the following estimated costs for the following projects:

The village engineer reported on his survey of the con-
dition of the streets that were blacktonped last fall and
stated that he had discussed the matter of repair work with
Mr. Gust Holm, bituminous contractor, such repair to cover
approximately 3300' of blacktop surface. Mr. Holm had in-
dicated he would do all of the repair work at the cost of
materials. Motion by Putnam seconded by Reiss carried to
ap-orove the purchasing of all blacktopping materials necessary
to complete repair work on blacktopped surfaces as outlined
by Mr. Minder, such work to be completed before final seal -
coating work is done this summer.
Letter dated April 25 from the Minneapolis Board of Park
Commissioners was read indicating our request for their
participation in installation of street lights along; Glenwood
Avenue on Dark pronerty was referred to the imurovements com-
mittee for consideration and that the Village would be notified
of the action taken at a later date.

Motion by Putnam seconded by Reiss carried to wonrove the
request of Don R. Johnson, 5311 St. Croix Avenue authorizing
the building inspector to issue a building permit for the
westerly 73.39' of Lot 33, Auditor's Subdivision 330, in accord-
ance with the recommendation of the Planning Commission as
stated in their letter of May 2.
Motion by Putnam seconded by Stark carried to adjourn
until the May 16 meeting.
