08-15-50 City Council MinutesAugust 15, 1950 A regular meeting of the Council of the Village of Golden Valley was held at the Village Hall on Tuesday, August 15, 1950, at 8.00 p.m., with the following members answering to roll - call: Mayor Stasel, Clerk Putnam, Trustees Pinch and Stark. Absent. Trustee Reiss. Minutes of the August 1 meeting were read and on motion by Putnam seconded by Pinch approved. The Mayor announced that this was the time and place for Opening and considering bids for the purchase of underground telephone wire and telephones per advertisement in the official paper. The following bids were opened and considered: GraYbar Electric Co. - 20, 000 ft. x+14 auge underground telephone wire I $57.17 per 1M 20 Leich telephones @ 029.35 ea. After discussion on the scarcity of telephone wire, rising costs, need for a better fire signal system, civilikdefense activities, and the fact that the fire department would obtain easements and install the signal system at no cost, motion by Stark seconded by Pinch carried to accept the bid of Graybar Electric Company for the telephone wire and telephones at a total cost of $1730.40. The Mayor appointed Mr. Frank Hickling, 5715 Golden Valley Road, as Civili0befense Director for the Village of Golden Val- ley, which position will include coordination of the fire and police department activities insofar as they pertain to civilian defense activities. The appointment was confirmed by the Council. Letter of August 11, 1950, from Mrs. Anna Held Etzler was read requesting rezoning of a 30' strip between Turners Cross Road and the Belt Line and immediately north of the present community store district in that area to facilitate the proper location of the proposed Golden Hills Shopping Center. It had been assumed that the Highway Department owned a thirty foot strip adjacent to Wayzata Boulevard upon which a service road was constructed and maintained. Investigation revealed that the land in question was private property and therefore neves=- Y sitated the request for the additional 30' on the north side of the presently zoned area. Motion by Putnam seconded by Pinch carried to order a legal publication forearing to be held at the September 5 meeting on rezoning oft the proverty described in the August 11 letter from Mrs. Etzler. 'J Copy of a letter dated June 9, 1950, from Russell Smith to Ashworth & Sons was read in which Mr. Smith requested Ashworth & Sons to proceed with the blacktopping of Orkla, Drive and Valders L Avenue in Golden flaks Addition. Motion by Pinch seconded by Stark carried designating the village engineer as supervisor of the blacktopping operations and installation of the culvert leading from --the park area westerly, with the engineering costs to be at the expense of the Golden Oaks Company, and instruct- ing Terzioh to advise Mr. Smith of this action. �'l Motion by Pinch seconded by Putnam carried instructing the village engineer to check.the grades, culvert installations, and to -make a general check of all specifications pertaining to the construction of streets in the Golden Oaks Second Addi- tion, such check to include comparison of profile grades against the grades as constructed. Cdr. Don Palmer inquired about responsibility for repairing a leak in a drain the adjacent to the meter pit area. It was indicated that the cost for the leakage into the meter pit was from a drain tile leading from about the middle of Block 1, Delphian Heights, paste the meter pit on the east side, and that water from this tile system was leaking into the meter pit.. The the system was installed by Mr. Clarence Scherer several years ago. Notion by Pinch seconded by Putnam carried instruct- ing Terzich to inform Mr. Scherer that it would be necessary for the Village to out off the drain tile within Village right of way limits on Manor Drive in order to eliminate the water problem at the meter pit. Discussion centered on the transfer of licenses from John L. Leahy to Golden Valley Inn, Inc., for the premises at 7711 Golden Valley Road. Letters of character reference were presented, as well as verbal statements from Mr. Terzich who indicated he had contested the County Sheriffts Office, Minneapolis Police Department and the State Crime Bureau. done of these references gave any indication of violations for the three persons forming the new corporation. Motion by Putnam seconded by Stark carried to grant the fallowing licenses to the Golden Vallel Inn, Inc., per applications on file and on the basis of favorable reports received on character investiga- tions: 241 Golden Valley Inn, Inc. 242 243 344 245 Non -intoxicating malt liquors on -sale (tavern) Non-intoxioating malt liquors off -sale Soft drink Cigarette Intoxicating liquors on -sale and to approve the transfer of the off -sale liquor license per application and bond.oJile. motion by Pinch seconded, by Stark carried authorizing the proper Village officials to sign a contract with the Glenn Johnson Contracting Company for blaektopping streets included in the several projects under construction. Letter dated August 14, 1950, from the Planning Commission was_reada In item I, the Commission recommended granting the request of Adam Parzgok-to erect a detached garage 5' from the south lot line at 2000 Douglas Drive. Hr. Parzyok was present and ex- plained his request. Notion by Stark seconded by Pinch carried concurring in the recommendation of the Planning'Com- mission and authorizing the building inspector to issue a building permit. In item II, the Commission denied the request of Katherine Anacher for rezoning of two lots at the intersection of Meddow Lane and Olson Highway. In item IV, the Commission recommended changing the names of Valders Avenue and Orkla Drive to Utah and Vermont Avenues, respectively, north of Plymouth Avenue in the Golden Oaks Second Addition._ No action -was taken by the Council. Terzich informed the Council of the Village attorney's opinion pertaining to the procedure followed in the designation of Village streets as county roads and in the rescinding of such designations on existing county roads. It was explained that the County Board could make these designations as State Aid Roads on the approval of the Commissioner of Highways, and that the Pillage could take no action in the matter. 'Notion by Stark seconded by Putnam carried concurring in the Hennepin County Board's designation as State Aid Roads all of Turners Cross Road from Highway #12 northerly to Trunk High- way #100 as State Aid Road #41 and Tinnetka Avenue from Trunk Highway #12 to County Road #6 (6th Avenue N.) as a continuation of State Aid Road #156. It was also indicated that the county highway engineer be contacted on repairing and sealcoating Roble Avenue and erection of guard rails at Bassett's Creek prior to its being taken over by the Village. Mr.. William Sweeney presented a proposed plat,previously approved by the Planning Commission, for property located north of Golden Valley Road described as part of the SEj of the NEJ of Section 18, Town 29, Range 24. Motion by Putnam seconded by Pinch carried granting preliminary approval of the proposed plat, subject to the construction of a turnaround 100' in diameter at its northern extremity and subject to Mr. Sweeney's presentation of a surveyed plat and a profile of the street before construction starts. Contract presented by Northern States Power Company for installation of street lights was discussed. Action was post- poned until the next meeting to allow for check on rates and other factors presented in the contract. Gadbois Non -intoxicating malt liquors off -sale 250 " " Cigarettes 251 " Soft drinks Terzich relayed a verbal request from Waegele Advertising Company for erection of billboards in The Point area. The XCouncil indicated no objection to placing sign boards on the drug store and on the hardware store walls, but indicated no permits should be issued for billboards on the Holzapfel property or on the zoned area east of the theatre. Letter of August 1 from H. E. Chard, District Highway Engineer, was read and also conies of letters dated November 2, 52 11 and 14, 1946, pertaining to that portion of Ottowa Avenue from the Belt Line to the top of Nob Hill. It was apparent from these letters that the Village assumed maintenance of Ottawa Avenue on the removal of barricades placed by the High- way Department at the south end of Ottawa Avenue. The Council instructed Terzich to contact lir. Chard to have the Highway Department blacktop that portion of Ottawa Avenue on state highway property, with the stipulation that the Village would then maintain the road thereafter; or should the Highway De- partment refuse to do the blaektopping, request should be made of the Highway Department to dedicate to the Village sufficient right of way along Ottawa Avenue for road purposes in order that the Council can proceed with the blaektopning with the cost to be assessed against the abutting properties. Letter of August 3 from the Minneapolis Park Board was read in which they concurred with the Council's suggestion to postpone the opening of France Avenue bouth of Olson Highway, as referred to in previous correspondence between the Village and the Minneapolis Park Board. Letter of August 9, 1950, was read in which Jerome Ba.rek tendered his resignation from the office of constable of Golden Valley due to his being ordered into active duty. Motion by Stark seconded by Pinch carried to accent the resig- nation of Mr. Barak for the reasons stated.
