The Village Council of the Village of Golden valley, Minne-
sota, met in regular session in the Village Hall in said Village
on January 2, 1951, at 7:30 o'clock P.M.
The following members were present: Pinch, Putnam, Stark,
Stadsel and Reiss, and the following were absent: none.
Minutes of the December 19 meeting were read., and on
motion by Putnam seconded by Reiss carried approved as read.
Motion by Reiss seconded by Putnam carried to reappoint
Stanley D. Kane as village attorney for the year 1951 at a fee
of $75.00 per month.
The mayor recommended the re -appointment of M. A. Hetland
and C. Rydmark to three-year terms on the planning commission
and the appointment of Don Palmer, Jr., Carl Graffunder and
John M. Ferguson to three-year terms, all expiring December 31,.
1953. Motion by Reiss, seconded by Pinch, carried to confirm
the appointments made by the mayor.
The mayor recommended the re -appointment of Leonard Bies
to a three-year term expiring December 31, 1953, on the Park
Board. Motion by Reiss seconded by Stark carried to confirm
the re -appointment of Mr. Bies.
The mayor recommended the re -appointment of E. George
Finder as village engineer. Motion by Pinch seconded by Reiss
carried to confirm the mayor's appointment of Mr. Minder.
The mayor recommended the re -appointment of Walter Bauer
to a three-year term on the civil service commission to expire
December 31, 1953. Motion by Pinch seconded by Reiss carried
to confirm Mr. Bauer's re -appointment.
The mayor recommended the re -appointment of Lester Elstad
as electrical inspector for 1951 and continuation of the fee
at 604 of the permit fees collected. Motion by Reiss seconded
by Putnam carried to confirm Mr. Elstad's appointment.
The mayor recommended the re -appointment of Marry Hamman
as plumbing inspector for 1951 and continuation of the fee
at 751, of the permit fees collected. Motion by Reiss seconded
by Putnam carried to confirm Mr. Hamman's appointment.
The mayor recommended the re -appointment of Terzich as
building inspector for the year 1951 at no additional compensa-
tion. Motion by Reiss seconded by Pinch carried to.confirm
the appointment.
The mayor recommended the re -appointment of Dr. W. E.
Proffitt as health officer for the year 1951. 'Motion. by Reiss

seconded by Putnam carried to confirm the appointment.
The mayor recommended the re -appointment of Harry Swanson
as weed inspector for 1951. Potion by Reiss seconded by
Stark carried to confirm the annointment of Mr. Swannnn.
Motion by Reiss seconded by Stark carried to increase the
salary of the administrative assistant to.$350 per month from
0325 per month and to continue the 025 per month allowance
for use of personal oar.
Putnam explained the study that was being made by the
Suburban Clerks and Managers on the classifications and
salaries of employees in the .suburban communities, which was
discussed at a meeting held on December 27. The Council con-
curred thatit would be advisable to wait until a report is
furnished by this committee before taking action on .salaries
for road, police and other positions. Motion by Putnam
seconded by Pinch carried to postpone salary increases until
a report is received from the Suburban Clerks and Managers
group and that any salary increases shall be retroactive to
January 1, 1951.
The mayor appointed the following tb council committees:
Chairman Road Committee - Trustee Pinch
Chairman Finance Committee - Trustee Stark
Chairman Park Committee - Trustee Pinch
Chairman Poor Committee - Trustee Reiss
Chairman License Committee - Clerk Putnam
Dorman F. Brown, 1217 Sumter Avenue N., requested the
issuance of an electrical permit for a basement home at the
above address on the proxftise that he will complete erection
of the house within the next year. Permit for the house was
issued in September, 1947. Motion by Stark seconded by Reiss
carried authorizing the issuance of an electrical permit to
Mr. Brown upon his signing a letter guaranteeing completion
of the shell and roof of the house within one year, such work
to start in three months. Mr. Brown indicated he had con-
tacted two.o.f his neighbors, Roy Olson and Ernest McGowan,
who had no objection to his living in a basement home under
these circumstances.
Lester Elstad, electric inspector, suggested the advisa-
bility of changing the electrical permit rates to conform
more closely with those of Minneapolis. It was suggested that
the village attorney prepare an ordinance for the next meeting
indicating the change in rates.
Harry Hamman, plumbing inspector, suggested the possi-
bility of licensing plumbers for certain kinds of piumbing
work. Mr. Hamman stated he would make a study of fees in

on Ottawa Avenue in the Village.
Now therefore be it resolved by the Village Council of
the Village of Golden Valley that the above described tract of
lend shall be conveyed to William Lakie Fudge and Jeanne Allen
Fudge, husband and wife, and the proper officers of the Village
are hereby instructed to execute a quit claim deed to the said
William Lakie Fudge and Jeanne Allen Fudge, husband and wife,
to convey said premises to said parties. .
And be it further resolved that the Village Council of
the Village of Golden Valley hereby accepts a quit claim deed
from William Lakie Fudge and Jeanne Allen Fudge, husband and
wife, to the following described premises:
All that part of the Northwest Quarter (XWP ) of
Section Thirty (30) Township Twenty-nine (29) Range
Twenty-four (24) bounded on the Forth by a line
parallel with and Nine Hundred Sixty-four (964) feet
South of the Forth line of said Northwest Quarter
(NWID and on the South by a. line parallel with and
Ten Hundred Fifty-four (1054) feet South of the North
line of said Northwest Quarter (NWJ), and.lyin West
of a line drawn parallel with and Twenty-five (25)
feet East of a line described as follows, to -wit:

Adopted by unanimous vote of the Village Council this 2nd day
of January, 1951.
Motion by Putnam seconded by Reiss carried to grant ner-
mission to northern States Power Company to erect one pole
on Sunny Ridge Lane, per plans on file.
Motion by Pinch seconded by Reiss carried to grant per-
mission to Northwestern Bell Telephone Comvany to place
buried cable and anchor, per plane on file.
Clerk Putnam stated that he had contacted officials of
Northern States Power Company regarding the installation of
street lights previously contracted for and that he was in-
formed that the installation of these lights would be completed
by March 1, 1951.
Building department reports for the month of December
were presented showing the following totals:
Building a permits Owners' valuation $101,350.00

Electrical 40 permits Owners' valuation 8,513.00
Motion by Putnam seconded by Reiss carried to grant re-
newal of the following licenses per applications on file:

Motion by Putnam seconded by Reiss carried to continue
the salaries of the members of the Council and the village
treasurer at the same rate as paid during 1950.
Lotion by Reiss seconded by Putnam carried designating
Trustee Pinch as acting mayor for 1951.
