08-07-51 City Council MinutesAugust 7: 1951 Pursuant to due call and notice thereof, a regular meet- ing of the Village Council of the Village of Golden Valley, Minnesota, was held at the Village Hall in said Village on August 7, 1951, at 7:30 o'clock P.M. The following members were present: Putnam, Stark,. Stasel, and the following were absent: Pinch and Reiss. Motion by Stark seconded by Putnam carried to approve the minutes of the duly 17 meeting as read. Motion by Stark seconded by Putnam carried to approve the minutes of the July 31 special meeting as read: Trustee Stark Introduded the following resolution and mored its adoption: WHEREAS, The Commissioner of Highways of the State of Minnesota has designated the location of Trunk Highway No 12, formerly designated as Trunk Highway No. 10, through the Village of Golden Valley as shown upon the plan which is presented herewith and made a part hereof, and WHUMS, Sd d Commissioner of Highways is desirous of constructing, reconstructing and improving said Trunk Highway through said Village and has prepared plans for said con- structions, reconstruction and improvements a copy of which said plans are presented herewith and made a part of this resolution; and WHEREAS, The construction, reconstruction and improve- ment of said Trunk Highway requires a change in the grade of the streets in said Village along and upon which said Trunk Highway passes, said change of grade being designated and shown on said plans, and WHEREAS# it is to t'he best interests of said Village that said Trunk Highway be constructed, reconstructed and improved through said Village in accordance with said plans and the standard Minnesota Highway Specifications and upon the grade designated therein; NO'S, THEREFORE, BE IT RESOLVED, that said plane and specifications for the construction,.reconstruction and im- provement of said Trunk Highway through said Village be and the same hereby are Approved; and BE IT FURTHER RESOLVED, That -said Village of Golden Valley hereby consents to the change in grade of the streets along which said Trunk Highway passes, as designated and shown in said plans. Letter dated August 3 from the village assessor was read pertaining to payment for assessors. The Council con- curred that the action taken,at the duly 31 meeting would stand unless change is justified upon presentation of various facts regarding hours of work, number of assessments and other data as compared with previous gears. Letter dated August 3 from the Golden Valley Fire Department was read requesting that a monthly salary of $50.00 be paid in recognition of the office of fire chief and the varied duties connected therewith. The Mayor re- ferred the matter to Mr. Stark for discussion with members of the fire department and recommendation at the next meeting. Mr. Hoff of the Hoff Rubber Stamp Company presented preliminary plans for an addition to the office building located at 700 Winnetka Avenue N. recently acquired from the Green Printing Company. The addition will be 30 ft. wide and 20 ft. deep on the north side of the present building. Motion by Stark seconded by Putnam, carried to approve granting of a building permit for the addition, subject to the presentation of final, construction plans. Terzich relayed an inquiry from a paper company re- garding the possibility of constructing a paper storage warehouse on the north side of Olson Highway just west of June Avenue. The Council indicated its approval of such a structure subject to compliance with all ordinances. Mr. Clarence Tolg presented a final plat for the Sunnyridge Addition. motion by Putnam seconded by Stark carried to grant final approval to the Sunnyridge Addition subject to receipt of a letter by the administrative assistant from Mr. Tolg guarantying completion of the roads by employment of a contractor to do sopor at cost If the work is done by the Village, and authorizing the proper officials to sign the plat mounting, The questions of extending curb and getter in the vicinity of 629 Turnpike Road and investigating the drainage problem at the southeast corner of June Avenue and Beverly Avenue were referred to the village engineer for a report Trustee Putnam introduced the following resolution and moved its adoption: WHEREAS the State of Minnesota collects and apportions a cigarette and liquor tax to the various state govern- mental agencies, and WHEREAS such apportionment is based on the official census figures as determined by the Federal Census Bureau, and WHEREAS the 1950 census figures for the State of Minne- sota have not been completed as yet, and WHEREAS the census figure for the Village of Golden Valley for 1950 is 5551 as compared with 2048 in 1940, a 171% increase, and EREAS an apportionment of the cigarette and liquor taxes based on the 1940 census would result in a serious loss of revenue to the Village of Golden Valley, NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Golden Valley that we urge the State Auditor to defer the current apportionment of the cigarette and liquor tax until such time as the official 1950 census figures are complete and that the apportionment then be based on the 1950 census figures. Mr. Leonard Jensen presented a sketch for a proposed alley behind the business buildings on 6th Avenue N. near Winnetka. Discussion centered on the feasibility of the alley and the possibility of encouraging the State Highway Department to construct a service road on the north side of the new Trunk Highway 55 along the area under consideration. Mr. Harold shard of the State Highway Department is to be contacted regarding the possibility of.constructing a service road. Mr. Congdon of Congdon Cleaners inquired into the possi- bility of locating a temporary depot on the property adjoin- ing Hieklings Hardware. The Council reaffirmed its stand taken at'the July 31 meeting. Motion by Putnam seconded by Stark carried to give a second reading to an ordinance entitled "AN ORDINANCE PRO- HBITING TAMPERING WITH THE FIRE ALARM SYSTEM OF THE VILLAGE OF GOLDEN VALLEY AND IMPOSING PENALTIES FOR VIOLATION THEREOF."
