Pursuant to due call and notice thereof, a regular
meeting of the Village Council of the Village of Golden
Valley, Minnesota, was held at the Village Hall in said
Village on Tuesday, the 21st day of August, 1951, at
7:30 otclock P.M.
The following members were present: Pinch, Putnam,
Reiss, Stark, and the following were absent: Stasel.
In the absence of Mr. Stasel, Acting Mayor Pinch assumed
chairmanship of the meeting.
Motion by Stark seconded by Putnam carried to approve
the minutes of the August 7 meeting as read.
Mr. M. A. Hetland presented data pertaining to the
assessor's work on behalf of Einar Lee, who was in the
hoppital. The matter of the assessor's pay was tabled until
further discussion could be had with Mr. Lee personally.
Mr. Stark reported on his discussions with members of
the fire department regarding the fire chief's pay. He
suggested the possibility of paying mileage and other ex-
penses,with a plan to be submitted at the next meeting.
Letter dated August 6, 1951 from L. Z. Carlson was
read in which he agreed to dedicate a 30 ft. strip on the
north side of Merribee Hills Addition to provide a full'
60 ft. right of way for Hampton Road. He also stated
that he would grade that portion of Hampton Road on his
30 ft. strip to the same grade as the road in the Merribee
Hills Addition, which grade will be established and ap-
proved by the village engineer.
Letter dated August 34 from the Planning Commission
was read and the following two actions were taken regarding
Items included in it:
1. The Council concurred in waiving the side yard require-
ments at the.request of John Lawton, 2936 Major Avenue, in
order that he may build a garage approximately in line with
his house in accordance with the plans presented.
2. Council concurred in the Planning Commissionts action
in denying the petition to change the name of June Avenue
Forth to Ardmore Drive in Glendale Addition.
SHANGRI-LA Paul Enghauser presented a deed for the easterly
30 ft. of Regent Avenue with the understanding that the
Village would pay 1581 per yard for all dirt removed from
this road for the Shangri-La street improvement. Motion
by Stark seconded by Reiss carried to accept the deed for
the easterly 30 ft. of Regent Avenue from Mr.:Enghauser

And to instruct the attorney to file such deed; and that
any dirt used by the village from this portion for improve-
ment of streets in Shangri-La will be paid for at the rate
of 1561 per yard, with the further condition that Enaco will
attempt to remove the excess dirt as soon as practical for
its own use on other property.
Letter dated August 21 from Joseph Scheid was read in which
he agreed to dedicate a 60 ft. right of way for Regent
Avenue between Golden Valley Road and the southernboundary
of Shangri-La:f..Addition, subject to the fact that the grade
would not be changed substantially and that there would be
no assessment against his property as a result of the future
improvement of Shangri-La. Motion by Stark seconded by
Reiss carried to accept the terms indicated in Mr. Scheid's
letter of August 21, subject to substitution of the words
"currently pending" for the word "future" in paragraph
two and clarification of paragraph one by agreement between
Mr. Scheid and the village engineer on the proposed grade
through Mr. Scheid?s property.
Member Reiss introduced and read the following written
resolution and moved its adoption:
RESOLUTION DIRECTING ADVERTISEMENT FOR BIDS
FOR CONSTRUCTION OF STREET IMPROVEMENT
BE IT RESOLVED, by the Village Council of the Village
of Golden.Valley, Minnesota,.as follows:
1. This Council shall meet at the time and place speci-
fied in the form of notice included in paragraph 2 hereof
for the purpose of considering bids and awarding a contract
for the undertaking and construction of the following street
improvement: Changing and establishing the grade thereof,
opening, widening, grading and gravelling and making such
changes in the drainage of surface waters as may be found
necessary, and the installation of bridges where necessary
on the streets described in the plans and specifications
referred to in the within advertisement for bids herein set
forth.

2. The Clerk shall cause to be published once in the
North Hennepin Post, the official newspaper of the Village,
(and once in the Construction Bulletin, published in
Minneapolis, MinnesD ta) a notice for bids for the.construction
of said improvement, which notice. shall be in substantially
the following form:
ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF IMPROVE-
MENT, VILLAGE OF GOLDEN VALLEY, MINNESOTA.
NOTICE IS HEREBY GIVEN that the Village Council of Golden
Valley, Minnesota, will meet at the Village Hall in said Vil-
lage on September 49 1951, at 7:30 o'clock P. M., to open
and consider sealed bids for the construction of an improve-
ment.to be made in said Village consisting of: Changing
SHANGRI-LA and establishing the grade thereof, opening, widening, grad -
Cont, ing and gravelling and making such changes in the drainage
of surface waters as may be found necessary, and the in-
stallation of bridges where necessary on the streets des-
cribed below:
Lots Number 26, 27: 28, 298 30s 31s 32A 33s 34s 35s 36s
and 37, Auditorts Subdivision Number 361, State of
Minnesota, County of Hennepin, according to the map and
plat thereof on file and of record in the office of the
Register of Deeds in and for said County,
in accordance with and as more fully described in the plans
and specifications for said improvement on file in the office
of the Village Clerk: Copies of said plans and specifica-
tions may be obtained from E. George Minder, Village Engineer,
Golden Val ley, Minnesota, by depositing $5.00 for each set
obtained, such deposit to be refunded to.all bona fide bid-
ders who return the documents in good condition within ld
days after the date specified for the receipt of bids. The
improvement involves the changing and establishment -of the
grade of certain streets and portions of streets, opening,
grading, gravelling and widening the same, provision for sur-
face drainage and the construction of bridges and involves
the following approximate quantities of work and materials:
1. 1,500 cubic yards of excavation.
2,150 cubic yards of gravelling ( gravel free from
pit on premises.-)
2. Two (2) bridges (24 feet wide, 34 foot span) of
pressure treated_ creosote wood or other suitable
material.
Bidders may bid on all or any part of the work. 4eparat®
bids shall be entered for each separate item covered by the
plans and specifications.
All bids must be submitted on the batis of c ash payment
for the work. No bids shall be considered unless sealed
and filed with the undersigned Clerk before the time of said
meeting, and accompanied by a cash deposit, bid bond, or
certified check payable to the Village Clerk, in the amount
of 10% of the amount of the bid, to be forfeited as liqui-
dated damages in the event that the bid be accepted and the
bidder shall fail to enter promptly into a written contract
and to furnish the required bond. The Village reserves the
right to accept the.bid or bids of the lowest responsible
bidder -on one or some of the separate.items and reject such
bid on one or more than one of the remaining items.

Motion by Reiss seconded by Stark carried to grant
permission to the Northwestern Bell Telephone Co. to
place buried cable crossing Golden Valley Road at Hampshire
Avenue, per plans on file.
Notion by Reiss seconded by Stark carried to accept
the deed from Glendale Inc. for a 30 ft. strip running from
the previous deed north to Loring Lane on Natchez Avenue,
and to authorize the attorney to file said deed.
Notion by Reiss seconded by Stark carried to accept the
deed for that portion of Ridgeway Road beginning at Winnetka
Avenue and running easterly through the Ewald property and
to authorize the attorney to,file said deed. The deed dedi-
cates a 60 ft. right of way, the center line of which was
checked by the Hennepin County surveyorts office.
Letter of August 34 from Stafford King, State Auditor,
was read stating that liquor and cigarette tax apportionment
would be based on the 1950 census figures.
Motion by Reiss seconded by Stark carried to approve
the plat of the Creekside Addition presented by Paul Eng-
hauser and the deed.for Lot 453, Belmont Addition, and to
authorize the village attorney to file the deed for said
Lot 453• The village engineer was present and stated he
had checked the road through this addition (Idaho Avenue N.)
and found it to be satisfactory.
Discussion centered on the drainage problem at the
southwest corner of Olson Highway and Glenwood Parkway.
Motion by Reiss seconded by Pinch carried to have the village
engineer check the water level of the pond in this area,
Glenwood Lake, and the the system elevations.
Report dated August 21 from the village engineer was
read stating that he had checked the need for a curb at
629 Turnpike Road and indicated that a bituminous curb
would be put in at this point. He also stated that a cul-
vert placed underneath Beverly Avenue east of June uvea ue
would solve the water hole problem at this point. ..
Special assessment problems for Fund No. 14 were dis-
cussed. The assessment is to be made..in accordance with
the following policies:
In the case of lots fronting on streets already paved,
full assessment would be made for that part of a lot
fronting on the street to be paved.
On corner lots, assessment would be made on the long
side plus one-half of the short side, except in case
of corner lots having frontage. on an already paved
street full assessment will be made on frontage of
street to be paved.
Lots with curved frontage with a negligible curve
would be assessed for the total frontage.
In case of substantial curvature of a lot, frontage
is to be computed on the basis of the base of the
curvature.

The Village Clerk presented the proposed assessment roll
for Street Improvement No. 34, as prepared by him with the
assistance of the engineer heretofore employed in connection
with said improvement, in accordance with the instructions
of this Council, which assessment roll was examined, approved
and ordered placed on file and open to public inspection in
the office of the Clerk.
Member Reiss introduced the following resolution and
moved its adoption:
RESOLUTION PROVIDING FOR HEARING ON ASSESSMENTS
FOR STREET IMPROVEMENT NO. 14.
BE IT RESOLVED BY THE Village Council of the Village of
Golden Valley of Minnesota, as follows:
1. The assessment roll heretofore prepared by the
Clerk and the engineer for Street Improvement No. 14,1 and
now on file in the office of said Clerk, is hereby approved
as the proposed assessments for said improvement, and this
Council shall meet at the time and place indicated in the
notice set forth in paragraph 2 hereof for the purpose of
passing upon said assessments and hearing all objections
thereto.
2. The Village Clerk is hereby authorized and directed
to cause notice of said meeting.to be published in the North
Hennepin Post, the official newspaper of the Village, at
least thirty days before the. date of said meeting, which
notice shall be in substantially the Following form:
NOTICE OF HEARING ON ASSESSMENTS FOR
STREET IMPROVEMENT NO. 34
NOTICE IS HEREBY GIVEN that the Village Council of the
Village of Golden Valley, Minnesota, will meet at the Village
Hall in said Village on October 2, 1951s at 7:30 oteloek P.M.,
to hear and pass upon all objections, if any, to the proposed
assessments in respect.of Street Improvement No. 14. The
proposed assessment roll is now on file and open to public
inspection by all persons interested, in the office of the
Village Clerk. Each of said assessments will be payable,
unless prepaid, in 10 equal consecutive annual installments,
the first of such installments to be payable with general
taxes for the year 1951, collectible with such taxes during
the year 1952• The first installment will be payable with
interest at the rate of 5% per annum on the entire assess-
ment from the date of the resolution levying said assess-
ments to August 158, 1952, and each subsequent installment
will be payable with one year's interest at said rate on
all unpaid installments.
The general nature of Street Improvement No. 14 is
as follows: Establishing and changing the grade thereof;
opening, grading, gravelling the same; the installation of
paving of bituminous or other suitable material; making
such changes in surface drainage as may be found necessary;
providing ways and means for the disposal of surface waters,
and installing such curb and gutter as may be found neces-
sary on the streets described below:
1. North Manor Drive from its intersection with Zenith
Avenue North to its intersection with Xerxes Avenue North.
2, Vista Drive from its intersection with Zenith Avenue
Forth to its intersection with Xerxes Avenue North.
3. Xerxes Avenue North from its intersection with Glenwood -
Camden Parkway to its intersection with 26th Avenue North.
4. 23rd Avenue North from its intersection with Zenith
Avenue North to Xerxes Avenue forth.
5. York Avenue North from its intersection with 23rd Avenue
North to its intersection with Vista Drive.
6. Glenwood -Camden Parkway service road from its inter-
section with Zenith Avenue North to its intersection with
Xerxes Avenue North.
GLENDALE
1. Natchez Avenue North from its intersection with Glenwood
Avenue to its intersection with Chatelain Terrace.
2.

was duly seconded by Member Stark, and upon vote being taken
thereon, the following voted in favor thereof: Pinch, Put-
nam, Reiss, Stark, Stasel, and the following voted against
the same: None, whereupon said resolution was declared duly
passed and adopted.

With reference to the improvement of 26th Avenue North as
described below, each of said assessments will be payable,
unless prepaid, in five (5) equal consecutive annual install-
ments. The first of such installments to be payable with
general taxes for the year 1951, collectible with such taxes
during the year 1952. The first installment will be payable
with interest at the rate of five (5%) per cent per annum on
the entire assessment, from the date of the resolution levy -
Ing such assessments, to August 15, 1952 and, each subsequent
installment will be payable with one year's interest at said
rate on all unpaid installments.
With reference to the improvement of Xerxes Avenue North as
described below, said assessments will be payable with general
taxes for the year 1951s collectible with such taxes during
the year 1952. Said payment will be payable with interest at
the rate of five (5f) per cent per annum on the entire assess-
ment, from the date of the resolution levying such assessments,
to August 15, 1952.
Vith reference to the improvement of Ottawa Avenue South as
described be�ow, as Number 3: said assessments will.be payable
with general taxes for the year 1951, collectible with such
taxes during the year 1952. Said payment will be payable with
interest at the rate of five (5%) per cent per annum on the
entire assessment, from the date of the resolution levying
such assessments, to August 159 1952.
With reference to the improvement of Ottawa Avenue South, inso-
far as said street abuts on the property described below as
Number 4, each of said assessments will be payable, unless
prepaid, in nine (9) equal, consecutive, annual installments.
The first of such installments to be ppLyable with general
taxes for the year 1951s collectible with such taxes during
the year 1952. The first installment will be payable with
interest at the rate of five (0) per cent per annum on the
entire assessment, from the date of the resolution levying
such assessments, to August l5, 1952, and, each subsequent
Installment will be payable with one yearts interest at said
rate on all unpaid installments.
The general nature of said street improvements is as follows:
Establishing and changing the grade thereof; opening, grading
and gravelling the same; the installation of paving of bitu-
minous or other suitable material; making such changes in sur-
face drainage as may be found necessary; providing ways and
means for the disposal of surface waters, and installing such
curb and gutter as may be found necessary on the streets des-

No. 1 - 26th AVENUE NORTH -- from its intersection with Xerxes
Avenue No , westerly to its intersection with Byrd
Avenue North.

No. 2 -- XERXES AVENUE NORTH -- From its intersection with
PlYi-o-u-th Ivenue,, northerly to its intersection with
McNair Avenue, excepting park property frontage.
No. 3 - OTTAWA AVENUE SOUTH -- from a point 688 Peet south
oF the center 1ine of Glenwood Avenue to a point
1,385 feet south of the center line of Glenwood
Avenue.
No. - That part of the Northeast I of Northwest g of
Section 30, Township 29, North Range 24, West of
the 4th. Principal Meridian described as follows:
Beginning at a point 263 feet South of d point
492.75 feet West of the Northeast corner of said
Northeast of Northwest � said point being on
the East line of Ottawa Avenue; thence South along
the East line of Ottawa Avenue 80 feet; thence East
parallel with the North line of said Section 229.75
feet to a point 263 feet Test of the East line of
said Northeast 4 of Northwest 1; thence North
parallel with the East line of said Ottawa Avenue
80 feet; thence Nest 229.75 feet to the point of
beginning, all in the county of Hennepin, State of
Minnesota.
The area proposed to be assessed in respect of said im-
provement will include all property abutting and fronting on
the streets described above.
