Pursuant to due call and notice thereof, a regular
meeting of the Village Council of the Village of Golden
Valley, Minnesota, was duly held at the Village Hall in
said Village on February 5, 1952 at 7:30 o'clock P.M.
The following members were present: Pinch, Putnam,
Reiss, Stark and Stasel, and the following were absent:
none.
Motion by Reiss seconded by Stark carried to approve
the minutes of the January 15 meeting as read.
The Council considered transfer of licenses at The
Bowery Tavern to Frank Gracyasz. The clerk indicated that
his check showed there had been no violations against
Mr. Gracyasz. A reference letter was read which indicated
Mr. Gracyasz was of good character. The chief of police
had previously indicated that his investigation showed no
violations on record.. Motion by Putnam seconded by Reiss
carried to transfer the following licenses at The Bowery
to Prir. Gracyasz per applications on file:

The Council considered the request for the transfer of
licenses at The White House to the Vee -Tee Company, Inc.,
of which Maher J. Troup is president and Victor D. Levine, Jr.,
is vice-president. Mr. Putnam stated that his investigation
showed no violations on record for either Troup or Levine.
Report of the chief of police indicated no violations on
record for Mr. Troup, Mr. Levine or other members of the
corporation. Mr. Troup stated that he and Levine would
spend their full time in the operation of The White House,
if the licenses were granted. Three business reference
letters were read indicating the good moral character of
Mr. Troup. Council indicated that it would insist The
White House continue to be operated in as lawful, legal and
cleannmanner as it has in the past. Motion by Putnam
seconded by Reiss carried to approve the transfer of the
following licenses at The White House to the Vee -Tee Company,
Inc., in accordance with the applications on file, subject
to the statements contained in the application and subject,
also, to the presentation of a notarized inventory of the
stock on hand at the time of the transfer.

Mr. C. A. Hendrix, 1425 Alpine Pass, appeared in behalf
of his request to erect antenna poles for an amateur radio
setup. After considerable discussion on the installation
of the poles and the operation of the radio and its effect
on nearby radio and television sets, motion by Putnam
seconded by Reiss carried to grant approval to Mr. Hendrix
to erect an amateur radio tower at a height not to exceed
70 ft. overall, subject to proper placement of the poles
from the neighboring property.
Motion by Putnam seconded by Reiss carried to grant
the following cigarette licenses per application on file:

Mr. A. J. Pankonie, 4715 Golden Valley Road, appeared
to discuss the proposed acquisition by the Village of a
small triangular parcel of land located between Golden Valley
Road and Spring Valley Road. Dimensions of this parcel are
approximately 56 ft. across the end of Spring Valley goad,
coming to a point at the western side and having a depth of
32 ft. on the eastern side. Mr. Pankonie stated that he
considered ��250.00 a reasonable price for this parcel.
Council indicated that X150.00 was the most it would con-
sider for the purchase of the property. 47r. Pankonie offered
to accept 0200.00 for the parcel. Council maintained its
position of offering not more than Jp150.00 and suggested
that for. Pankonie consider the matter for reply at the next
regular meeting.
Joe Mollen appeared to present data regarding his
property located on the south side of 6th Avenue North in
approximately the 9000 block. Inasmuch as no final plats
were presented, the Council suggested that the matter be
referred to the Planning Commission at its February 14 meet-
ing, to be reconsidered by the Council at its February 19
meeting.
Terzich presented estimated costs for the village
garage as prepared by Swan Erickson. Estimates indicated
a cost of approximately $$6,257.00, but with several changes
this cost could be reduced to less than 417,000.00. Ter-
zich was instructed to contact Mr. Riegert for his study
of the plans and also for estimated costs. It was also sug-
gested that bids might be called for to obtain an idea of
what a contractors cost would be to erect the proposed garage.
Motion by Reiss seconded by Pinch carried to approve
the request of the Northern States Power Company to erect
three poles on Douglas Drive north of the railroad tracks,
per plan on file.
Motion by Putnam seconded by Pinch carried to approve
Automobile Combination Policy No. AS963448 presented by
Anchor Casualty Company, effective February 16, 1952, for
one year, at a premium of 075.70. Increased cost of this
policy resulted from the addition of the new Caterpillar
tractor and also from the inclusion for the first time of
the tank fire truck.
Motion by Putnam seconded by Reiss carried to approve
the off -sale surety bond for the Golden Valley Off Sale,
Inc. This applies to the license previously granted to
Golden Valley Off Sale, Inc., located at The Point.
Petition was presented for the blacktopping of Plymouth
Avenue from its intersection with Hampshire Avenue westerly
to the west lot line of Lot 320 in Belmont Addition.
Motion by Reiss seconded by Putnam carried to refer the
petition to Terzich for check of adequacy and verification.
Motion by Putnam seconded by Reiss carried to approve
the mutual aid fire contract to include the Village of
Fridley in the Northwest Fire League, and to authorize the
Mayor and Clerk to sign said agreement.
Letter of January 15 from George Matthews, as chairman
of the County Board, was read which requested that volun-
teers aid in raising funds to continue the retention of
fourteen deputies on the county sheriffis force for the
balance of 1952• The Council requested that Mir. Lee Schreiner,
as a member of the civil service commission, be contacted
to serve in this capacity.

Letter of February 1 from the State Department of
Agriculture was read advising that a weed conference is to
be held Monday, February 11, in the Y14CA building in
Minneapolis. Terzich was instructed to attend in behalf
of the Council.
Discussion centered on the placing of forty acres of
Glenwood Hills property back on the tax rolls in accordance
with action taken by the Council at the meeting of July 5,
1950. Terzich explained his investigation on the status
of the matter and his discussions with Mr. 1.5paeth, Roy Haeg,
and Einar Lee. It was indicated that the forty acres had
not been placed on the tax rolls because the County Board
of Equalization had to have a legal description of the
property prior to placing it on the tax rolls. Terzich and

Einar Lee were instructed to obtain a description of the
forty acres in order that this property may be placed on
the tax rolls.
Motion by Reiss seconded by Putnam carried to approve
